506 Regular meeting of the City Council : Austin,Texas, May 15, 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Maynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved . The Mayor lais before the Council a petition from Citizens asking that the amount wages paid to Teamsters with teams be increased from $ 3.00 per day to $3.50 per day, which was read and laid over until the next regular meeting. The Mayor laid before the Council a petition from the Merchants and Manu -facturers Exposition ,asking that the Council furnish them with free light, wh which was read but no action taken on same. The Mayor lied before the Council the report of the Inspector of Weights and Measures for the month og April 1913, which was read and ordered filed . Mr Wm Hetz appeared before the Council and filed the following protest, and asked that the same be placed on file in the records of the City; Austin,Texas, May 15th 1913. To the Honorable Mayet and City Councilmen : Gentlemen : I wish to enter my pretest against the City Granting the Ry Co putting any more trackser switches on third street in front of my propertyat 209 East 3rd streetfor the reasons as follows: If tracks come any nearer to our curbing the smoke and cinders from the engines will kill my trees,& further the engine passing the house now shakes every window and door in the house and by putting it nearer will shake the house worse and endanger the strength of the house and the peace & comfort of myself and family by requiring the Ry Co mpany . If they want better trminal facillitis to purchase the half block from the Consumers Ice Plant to Brazos street it would give us relief in-somuch as the noise would not be confined and the comny would then have all the room necessary for their tracks . Please file this pretest with the records of this case for future referencete be used in Court for if my trees are killed and house ruined by constant shaking from the engines passing .I will undoubtedly ask for damages. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the report of the Sanitary Inspector for the month of April 1913, which was read and ordered filed : Councilman Haynes presented the following communication : Austin,Texas, May 15th 1913. To the Hon. Mayor and City Council of the City of Austin. . Gentlemen : I have the honor to report that Mr C C Graves, second Assistant Assessor & Act approved Collector has resigned to take effect June 1st 1913, and I hereby nominate W D Shelley C C Graves as 2nd Assistane Assessor & Collector to take effect June,1st 1913, and request that the resignation resignation of Mr Graves be accepted and the nomination of Mr Shelley confirmed. Respectfully , H L Haynes, Supt Receipts, Disbursements and Accounts On Motion the resignation of Mr Graves was accepted by the following Vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Not voting Councilmen Haynes 1 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 645. 50 , the same being the unexpended part of the appropriation made Transfer funds in the Budget of the Water , Light and Power Department for this year for the purpose of Int+Skn Fnd to Refunding bonds ,be transferred from the Interest & Sinking fund back into the Earnings Earnings fnd. WLP. fund of the Water ,Light & Power Department of this City. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 250.00 appropriated in the Budget for 1913 for Brush Park ,be and the Transfer Park same is hereby transferred to University Park ,and made available for expenditures at Fund that Park. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved ,A P Wooldridge, Mayor. Te Mayor laid before the Council the following communication: Honorable City Council, City of Austin, Texas, --- Page break --- 508 [illegible] report Purchase of Bonds Gentlemen: In the Budget of the Water, Light and Power Department for the Year 1913, $ 42,500.00 was appropriated for the purchase of Refunding Bonds, dated July 1st, 1901, and due July 31st, 1931. With this amount of money I have purchased forty-six bonds of the total amount, at face value, of $ 42,500.00. These bonds have cost the City, together with accrued interest since the 1st of January and exchange, the sum of $ 41,868.50. Deducting this $ 41,868.50 from the $ 42,500.00 appropriated for the purchase of Refunding Bonds, and there is left the sum of $ 631.50, Which balance of $ 631.50 I beg to transfer by the accompanying resolution to the Earnings fund of the Water, Light and Power Department. As a matter of fact all these bonds were purchased at a discount of -ninety six cents on the dollar in one instance to ninety -eight cents in another instance. Five-Sixths, however, of the bonds were purchased at about ninety seven and one half cents on the dollar. The net discount on these bonds from their face value amounted to $ 645.50, the accrued interest amounted to $ 399.00, and the exchange amounted to $ 31.96. Adding the accrued interest to the discount, these bonds were purchased at a total discount, had they been bought, say, on the first day of January 1913, of $ 1044.50. Attached hereto is a schedule showing the operations of this redemption transaction, a copy of which I am handing to Hon E C Bartholomew Sup't of the Water, Light and Power Department. [illegible] & Studio Boat House & Annual Rental fixed The Mayor, laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: That the proposition of L W Wright and Edward R Huck to construct a Wharf and Boathouse at the Lake above the dam, as tentatively set out in the proposition hereto attached, be and the same is hereby accepted, with the modification, However, that the annual rental shall be $ 600.00 per year instead of $ 500.00, per year as stated in said original proposition. Be it further resolved: That the details of the contract to be entered into between the City of Austin and said Wright and Huck are to be embodied in a document to be prepared by the City Attorney, and the particulars of the boat house and wharf constructions are to be subject to the supervision and approval of the City Engineer. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony and Haynes 3 Nays Councilmen Bartholomew & Powell 2 Approved, A P Wooldridge, Mayor.
