  • Public Safety & Animal Control:

    The Council introduced a new ordinance for dog muzzling, appointed a dedicated Dog Catcher, and approved a critical ordinance establishing quarantine periods for contagious diseases.
  • City Budget & Infrastructure:

    Major discussions focused on funding for permanent street improvements, with the approval of a related budget despite a failed motion to cut specific paving projects. A new First Assistant Engineer position was also created, and funds were reallocated across city departments.
  • Citizen Petitions & Community Affairs:

    Petitions were considered regarding increasing daily wages for laborers with teams and addressing "bull dogs" running at large. The city also contributed $250 to celebrate the University of Texas's 30th Anniversary.

514 * Regular meeting of the City Council : Austin, Texas, May 29, 1913. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted . The Mayor laid before the Council a petition from Citizens in regard Petition Citizens to the running at large of Bull Dogs, which was read and filed . in regard to The Mayor laid before the Council a petition from Citizens on East 6th street running at in regard to Paving on said street, which was read and ordered filed . Large Dogs The Mayor then laid before the Council the petition of Citizens asking that the wages to be paid to Laborers with teams, be increased from $ 3.00 to $ 3.50 per day , which was laid on the table subject to call . Note : The following three (3) resolutions were handed the Clerk on the 29th d day of May, and were endorsed as having been read at the regular meeting held on the 2rd of May 1913, but were not handed the Clerk, hence do not appear in the minutes of that date, and are now here recorded: viz : Re-arrangement of Be it resolved by the City Council of the City of Austin : Salaries Engineer That the position of the first Assistant Engineer be and the same is hereby Assts created with the salary of $ 150.00 per month ,payable out of the General Street Budget Amended fund. To Misc Charges Be it further resolved : That the Budget for the Street Dept for the year 1913, be amended by striking out the appropriation of $ 1,800.00 in said Budget for the Salary of the City Engineer The resolution was read the first time and laid over for one week. Be it resolved by the City Council of the City of Austin : That nine hundred ($ 900.00) dollars of the amount appropriated in the Budget for the Sewer Dept for the year 1913, to " Salary of Chief Engineer " be cancelled , and the same credited to the item of " Contingent Expenses " in the same Budget. The resolution was read the first time and laid over for one week . Be it resolved by the City Council of the City of Austin : That the Budget of the Mayor for the Dept of the Permanent Street Improvementfor the year 1913, which Budget bears date May 15th ,1913, be and the same is hereby approved . Be it further resolved : That the appropriations in said Budget be and the same is hereby made. The resolution was read the first time and laid over for one Week. Unfinished Business : The Mayor laid before the Council the resolution creating the position of 1st Assistant Engineer and fixing his salary, which was read on the 23rd day of May and laid over , which was read and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council ,a resolution transferring the sum of $ 900.00 from the Salary of " Chief Engineer " in the Sewer Dept , to the credit of the --- Page break --- 515 item of " Contingent Expenses " in the same Budget. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor then laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Budget of the Mayor for the Department of the Permanent Street Improvement Fund for the year 1913, which Budget bears date May 15th 1913, be and the same is hereby approved. Be it further resolved : That the appropriations in said Budget be and the same are hereby made. Note: While the above resolution was being considered, Councilman Bartholomew moved to strike out in the Budget ,the amounts recommended for the paving of Guadalupe & West 8th str streets, which motion was lost by the following vote : Yeas Councilmen Bartholomew 1 April 30th Nays Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Anniversary The Mayor laid before the Council the following resolution : University Be it resolved by the City Council of the City of Austin : That two hundred and fifty ($250.00) dollars be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin for the year 1913, as contribution upon the part of the City of Austin to the thirtieth Anniversary Celebration of the University of Texas. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council an account of Miss I Appling for services at City Hospital -al, which was read and referred to the City Attorney . Councilman Haynes presented the following communication : Austin, Texas, May 20th 1913. To the Hon Mayor and City Council , of the City of Austin. Communication Gentlemen : May 20th 1913 In connection with the statements herewith submitted of the 56 Austin Refunding Destroying cancelled Bonds with attached coupons recently purchased by the City and the cancelled bonds and coupons Warrants of the Austin Sewerage Company ,now ready for destruction.I have the honor to call your attention to a large number of coupons of Austin Refunding bonds ,paid under my predicassors which have never been destroyed and are now in the vaults of City Assessor and Collector, as many of them paid coupons are not cancelled they should be destroyed. There are also in this in said vault as well as in the file cases of the City Clerk,a great number of old cancelled warrants ,which occupy room badly needed and which should also be destroyed. The account files of the City Clerk as well as the warrant stubs being all that is necessary to preserve. . The Mayor laid before the Council the following resolution : Whereas, it appears from the original deed this day exhibited to the City Council of the City of Austin, Texas, that Leander Brown , then Mayor of the City of Austin, Texas, did, on the 7th day of April 1868, convey , as Mayor, one-half of lot No 282, in Oakwood Cemetery in the City of Austin, Texas, to Thomas Evans; but, Whereas, said deed, while duly signed by said Leander Brown, Mayor, and attested by A O Horn , Recorder , was not acknowledged before any Officer of the law entitled to take acknowledgements , and therefore cannot be filed for record nor recorded in the records of the County Court of Travis County, Texas; and, Whereas, teh representatives of the estate of Thomas Evans ,now stated to this Council to be dead ,desire said deed , executed on April 7th 1868, to be acknowledged for recordor put in some form of law whereby said deed may be recorded . Now , Therefore , Be it resolved by the City Council of the City of Austin : That the present Mayor of the City of Austin, A P Wooldridge, be and he is hereby authorized to execute a duplicate deed for the deed executed by Leander Brown, Mayor, on April 7th 1868, conveying a half of Lot No 282, in Oakwood Cemetry to Thomas Evans; and, Be it further resolved : That the present Mayor of this City be and he is hereby authorized to incorporate in said duplicate deed authorized to be executed in lieu of the deed of April 7th 1868, and make a part of said duplicate deed ,said deed of Leander Brown, Mayor, of April 7th 1868. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That H C Greer be granted a permit to place wagon scales in Elizabeth street about ten feet west of South Congress Avenue in South Austin , the scales to be placed so as not to interfere with the public utility. Mr H C Greer will be held responsible for damages of any kind caused by the construction of the scales remaining in the street after completion , and if said scales at any time should be ordered to moved from the streets ,said owner must move them out of the streets at his expense and leave the streets in a good and passable condition. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Anthony offered an ordinance regulating the muzzling of Dogs , and prescribing a penalty for the violation thereof. The ordinance was read the first time and laid over for one week. Mayor to make deed to Thos Evans Cemetery Lot 282 H C Greer permit F Wagon Scale for Austin Dog Muzzling Ordinance --- Page break --- H.W. Mcdges remitted Councilman Anthony presented the following resolution: Whereas, W J Sutor represents to the City Council through Councilman W N B Anthony, that his four cows and one horse which wre impounded in the City pound on April 20th 1913, escaped and got at large by reason of some improper person opening his gates and letting his stock out; and, Whereas, said representations of said W J Sutor, are belived by the Council to be correct; therefore, Be it resolved by the City Council of the City of Austin: That the said pound fees imposed in this case against said W J Sutor, amounting to $ 7.50, be and the same are hereby remitted, and it appearing to the City Council that said sum of $ 7.50, has been deposited with the Assessor and Collector; therefore, Be it further resolved: That $ 7.50 be and the same is hereby appropriated out of the General Contingent fund of this City for the current year to cover said sum remitted to said W J Sutor, and the City Clerk be and he is hereby authorized to draw his warrant accordingly. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. H.W. Leverett Nomination Confirmed Dog Catcher Councilman Anthony nominated H W Leverett to be Dog Catcher. His term of Office to begin June 1st 1913 and continue such for a period of six months, or for shorter period as may be decided upon by the Supt of Police and Public Safety. The Salary of said Dog Catcher is fixed at $ 80.00 per month, he to provide his equipment for the work of this position. The nomination of said H W Leverett was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 The Council then recessed subject to call. May 30th 1913. The Council was called to order by the Mayor with all members present: Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: That the Mayor be authorized to execute a deed for the City of Austin to a piece of ground in the old part of Oakwood Cemetery 25X 30 feet to F A Scott of this City, for the consideration of $ 100.00. Said piece of property hereby authorized to be conveyed to said F A Scott lies west of the lot owned by Metz, south of the piece of property owned by Chas D Kinney and Mayor authorized to execute a deed to F A Scott east of the lot owned by Adolf Schutze. The field notes of this piece of property will be furnished by the City Engineer and the deed to F A Scott based upon the same. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. F.W. Saunders Lapse of Insurance Mayor Wooldridge offered the following resolution: Whereas, F W Saunders makes oath that the improvements on Lots 14 & 15, Block 3, OutLot 31-32, Division "O", in the City of Austin, Texas, on the 1st day of January 1912, amounted to only the sum, on and by that date, of $ 670.00, and that $ 600.00 is a full rendition of the same. Now Therefore: Be it resolved by the City Council of the City of Austin: 517 --- Page break --- 518 . That the assessment of improvements upon said lots 14 & 15,Block 3. OutLot 31/34 Division "O", be and the same are hereby fixed for the year 1912, at the sum of $ 600.00, and said Assessment against said F W Saunders, by reason of said improvements, be, and is hereby reduced from $ 1,200.00 to $ 600.00, and the Assessor and Collector authorized to take credit accordingly. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin: That in estimating the amounts to be charged for Light thrown on canvas for picture shows meter readings be figured at both light rates and at power rates , and the amount charged be one-half of the difference between the two rates added to the existing power rates . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. . The Council then recessed subject to call. June 2nd 1913. The Council was called to order by the Mayor with all members present : Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin: That the sum of three hundred eight and 29/100 ( $ 308.29 ) dollars be transferred from the Sanitary Sewer fund to the General Street fund to correct accounts: The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Whereas, the General Construction Company have completed their contract for the construction of the North Austin Sewer main and the Comal street Sewer main and the work has been received and they have been paid their final estimates on the same , therefore ; Be it resolved by the City Council of the City of Austin: That said General Construction be and the same is hereby released from their bond on the above mentioned work . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor The Mayor laid before the Council an ordinance establishing the quarantine period in Austin , for certain contagious diseases, and prescribing a penalty for the violation thereof.
