  • Public Works Projects:

535 Regular meeting of the City Council: Austin, Texas, June 19, 1913. The Council was called to order by the Mayor : Roll called : Present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved. Reports of City Officers: The Mayor laid before the Council the reports of the Supt of the Water & Light Plant, the Sanitary Inspector, the Fire Marshal and the Sexton for the month of May 1913, which were read and ordered filed . Sidewalk N Congress Avenue Graved Unfinished business L The Mayor laid before the Council a resolution ordering the construction of certain sidewalks on North Congress Avenue in the City of Austin, which had been read at the last regular meeting of the Council ,and laid over for one week. The resolution was then passed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell presented the report of the City Engineer for the month of April 1913, which was read and ordered filed . W.E. Townsend Poundfee Refunded The application of Mr W E Townsend to have certain fees for stock sold from pound, over and above expenses of pound fees and costs of sale ,refunded to him ,was granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Contract W. Maxwell to Collect Taxes That Mayor A P Wooldridge, be and he is hereby authorized to execute for the City of Austin contract with J W Maxwell, as Special Attorney to collect taxes due for the year 1911 and prior years upon personal property, lying and being situated in the City of Austin. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Haynes offered the follwing resolution : Be it resolved by the City Council of the City of Austin : (1) That five thousand ($ 5,000.00) dollars be and the name is hereby appropriated out of Bonds Redeemed the Interest and Sinking fund of the City of Austin, Texas, to pay off and redeem bonds Nos 1,2,3,4& 5, issued by the City of Austin on July 1st ,1912, for the construction of a Sanitary Sewer in this City . X (2) That two thousand ($ 2,000.00 ) dollars be and the same is hereby appropriated out of Interest and Sinking fund of the City of Austin, Texas, to pay off and redeem bonds Nos 1& 2 issued by the City of Austin on July 1st ,1912, for the purchase and improvement of a City Cemetery. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor . --- Page break --- 536 .The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: City Clerk directed to pay warrants That the City Clerk be and he is hereby authorized and instructed upon order to that effect obtained of the Consumers Fuel & Ice Co. to deliver to E C Barthol-omew, Superintendent of Parks and Public Property, such warrants as he may now hold owing for coal or ice delivered to the City of Austin by the Consumers Coal & Ice Co. Said warrant or warrants are to be credited upon the present indebtedness of the Consumers Fuel & Ice Co of $ 1,000.00 for the purchase of two to Consumers Fuel & Ice Co. boilers for use at the plant of said Consumers Fuel & Ice Co . The resolution was adopted by the following vote : Supt. Bartholomew Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Sidewalk for Co. That permit and authority be and is hereby granted to the Stelfox Co. to put in a sidewalk in front of its place of businessat 614 Congress Avenue ,Austin, Texas to consist of small block tiling. Said tiling to be 12 1/2 feet in width and to extend from the property lineto the curbing; and authority is given said Stelfox Co to have worked into said tiling the words" The Stelfox Co, Jewelers and Opticians ". Said tiling is to be put absolutely flush with the present sidewalk and to be kept and so maintained. Be it further resolved : That the work under this resolution must be done solely and only under the supervision of the Supt of Streets and Public Improvements and subject to his approval. Be it further resolved : That this permit is given and must be accepted as revocable at any time at the pleasure of the City Council . The Council then recessed subject to call. Ordinance Austin Dam & Sub ? June 21st 1913. The Council was called to order by the Mayor with all members present. The Mayor laid before the Council An ordinance granting to Austin Dam & Sub-urban Railway Company the right and permitting said Company to maintain and operate a railroad switch track or turnout upon and across certain streets in the City of Austin ,subject to certain conditions. The ordinance was read the third time and passed by the following vote : Yeas Mayor wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Austin Suburban R. R. 2 5 The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin , Texas: J. A Guysinger exonerated That after a full hearing of the facts in the case, the City Council completely exhonerates J A Guysinger, Assistant City Engineer , from any intent of wrong doing in connection with a supposed request for an additional book of car tickets alleged to have been made of Jno Miller ,Clerk in the Engineering Dept,on --- Page break --- the 19th day of June, 1913. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin: That an additional day's pay ,amounting to # 3.33 be and the same is hereby directed to be paid to J A Guysinger, out of the General Street Improvement Fund,for services as Engineer rendered on the 21st day of June,1913. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Haynes 3 Nays Councilmen Anthony & Powell 2 Note: To this resolution Mayor Wooldridge and Councilmen Bartholomew & Haynes voted "Aye" Councilmen Anthony & Powell voting "No"for oral reasons explained by them on the occasion. Councilman Anthony's reason being that he believed the head of a Departmenthas the uncon-ditional right of discharging employes with or without notice. Councilman Powell's reason being that Mr Guysinger in the matter of his controversy with City Engineer Welborn should in the first instance have come to him ,where it probably have been adjusted without appeal to the City Council , and his act to the contrary constituted a breach of discipline. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That fifteen ($15.00) dollars ,of the attached bill for $ 17.00 in favor of J A Guysinger for rent of Transit for parts of October and December and the whole of the month of November 1912, and the loss of a plumb bob, he allowed as to the rent of said Transit, but disallowed as to the loss of the plumb bob,and $ 15.00 of the said $ 17.00 bill be and the same is directed to be paid out of the miscellaneous fund of the General Street Dept. The Mayor laid before the Council the following resolution : Whereas, from satisfactory information furnished the City Council it is probable that the Electric Claxton Horn heretofore attached to the City's Chemical Autimobile,in use at Colorado Fire Station No 2, has for sufficient reasons, been discarded, is no longer in use and is not likely to be in use in the future, and if put aside may be overlooked and in the long run lost; and, Whereas, Wm VonRosenberg Jr, offers the City for said Claxton horn the sum of $ 10.00, which under the circumstances is deemed a fair price for the same; Therefore, Be it resolved by the City Council of the City of Austin : That W B Anthony, Supt of Police and Public Safety, be and he is hereby authorized to sell and deliver said electric Claxton horn to said Wm Von Rosenberg for the price of $10.00. The Council was called to order by the Mayor with all members present: Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin: That forty nine thousand two hundred and fifteen ( $ 49,215 .00) dollars be and the same is hereby appropriated out of the Interest and Sinking fund of the City of Austin for the current year to pay the semi-annual interest on the Austin City Bonds ,which semi-annual interest matures on July 1st 1913, and amounts to $ 49,215.00. Appropriation Semi-annual Int. on Bonds The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. .Councilman Anthony presented the following resolution : Be it resolved by the City Council of the City of Austin: That upon the recommendation of Councilman Anthony,Supt Police and Public Safety and the recommendation of the Assistant City Attorney,Mr H B Barnhart, the Mrs. M Sudergard Costs Remitted balance of the cost in the case of the State of Texas vs Mrs M Soudergard, amounting to $ 13.75, be and the same is hereby remitted, she having received, in the Judgement of the Supt of Police and Public Safety and the AssistantCity Attorney ,great provocation for the offense committed by her. Be it further resolved: W. Bruckman Fine & Cost remitted That the balance of costs amounting to $ 22.50, in the case of the State of Texas vs W Bruckman,be and the same is hereby remitted, the fine, in the Judgement of the Supt of Police and Public Safety and the Assistant City Attorney and in the opinion of this Council ,being excessive. Be it further resolved : S.L. Kempner consumption Y.C. [illegible] That the balance of the costs,amounting to $ 13.65, owing in the case of the State of Texas, vs S L Kempner,be and the same is hereby remitted, he having, as is reported by the City Physician , Dr S A Woolsey, consumption and not being in proper physical condition to be kept in further custody. XXXXXXXXXXXXXXX 539 The Mayor laid before the Council the following resolution ; Be it resolved by the City Council of the City of Austin ; (1) That five thousand ($ 5,000.) dollars be and the same is hereby appropriated out of the Interest and Sinking fund of the City of Austin,Texas, to pay off and redeem bonds Nos 1,2, 3,4 & 5 ,issued by the City of Austin on July 1st 1912, for street improvement purposes. (2) That five thousand ($ 5,000. ) dollars be and the same is hereby appropriated out of the Interest and Sinking fund of the City of Austin,Texas, to pay off and redeem bonds Nos 1,2, 3,4 & 5 ,issued by the City of Austin on July 1st 1912, for the construction of a Sanitary Sewer in this City . (3) That two thousand ($ 2,000) dollars be and the same is hereby appropriated out of the Interest and Sinking fund of the City of Austin,Texas, to pay off and redeem bonds Nos 1& 2, issued by the City of Austin on July 1st 1912, for the purchase and improvement of a City Cemetery.
