540 • Regular meeting of the City Council: Austin, Texas, June 26, 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5. Absent none. The minutes of the last regular and subsequent recessed meetings were read and Adopted: Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That Romie Rasor be and he is hereby transferred from the position of Assistant Sewer Inspector ,Sanitary Sewer Dept.,to the position of City Draftsman ,Engineer& R Rasor appointed rejected Dept ,effective June 24th1913. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Not voting Councilman Powell 1 Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That Jno D Miller be and he is hereby transferred from the position of City Jno. D. Miller appointed acting asst Engineer Draftsman to the position of 4th Assistant City Engineer,effective Monday June 23rd 1913. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Not voting Councilman Powell 1 Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following report: Austin, Texas, June 25th 1913. To the Hon Mayor and City Council, City of Austin, Texas. Gentlemen: We the members of the examining and supervising Board of Plumbers respectfully report to you that we have examined the applicant Mr E Lundgren for the position as Plumbing Inspector ,and have found that his showing in this examination was such that it will be impossible for us to recommend his appointE Lundgren Plumbing Inspector rejected -ment to this position. Inasmuch as there are noother qualified applicants ,we recommend that Mr Pal-mer be reappointed to this position. Respectfully submitted , M C Welborn, Chairman Adolf Schutze, S A Wooldsey, On motion the report was received and ordered filed. The Mayor laid before the Council the following resolution: Whereas it is increasingly evident to the Council that the work, duties and responsibility of the Chief Plumbing Inspector of this City ,logically, if not legally ,come under the supervision of the head of the Dept of Streets and Public Improvements; therefore, Be it resolved by the City Council of the City of Austin: --- Page break --- 541 . (1) That the work, duties and responsibility of the Chief Plumbing Inspector of this City be under the jurisdiction of the head of the Dept of Streets and Public Improvements. (2) That the head of the Dept of Streets and Public Improvements be and he is hereby authorized to submit to the City Council ,for action thereupon, the name of some suitable person to be Chief Plumbing Inspector of this City . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Bartholomew moved that Councilman Haynes be authorized and directed to adver-tise for bids Houses on Lots purchased by the City for Cemetery purposes,which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell nominated Mr L A Palmer to be City Plumbing Inspector, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Not voting Councilman Powell 1 Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the center line of West sixth street from West Avenue to Blanco street be and the same is hereby established as the permanent center line which runs as follows: For point "A"place a stake 40. 5 feet from the present S W fence corner of sixth street and West Avenue,distance to be measured at right angles to the 6th street line. For point "B" place a stake 39.87 feet from the present S W fence corner of 6th street and Fannin street . A straight line joining these two points to be the established center line of 6th street between these two points . For point "C" place a stake 39.55 feet from the present store corner at N E corner of 6th street and Blanco street. The accompanying diagram shows how this line will check the several corners. The line makes an angle of approximately 14 minutes at the west side of Fannin street. Points "A" and "C" are in the center of the street as at present fenced ,at the west side of West Avenue, and east side of Blanco street and point "B" in within .09'of the center at the west side of Fannin street. The center line above recommended makes an offset of 2.65 feet at Blanco street with the center line previously recommended from Blanco street west. Mayor Wooldridge offered the following resolution : Whereas, it appears from attached statement of facts made by various individuals, to-wit: Miss Isola Appling,Dr R V Murray, Assistant Physician, Dr S A Woolsey,City Physician, Hon Jas P Hart,ExSupt of Police and Public Safety, Dr C B Weller, ex-Assistant Physician, Mrs J Kaufer,former Matron of the City Hospital, and from the opinion of the City Attorney,Mr J Bouldin Rector, that the City of Austin under contract as is proven by the preponderance of evidence L.A. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Haynes 3 Nays Councilmen Anthony & Powell 2 The Council then rocessed subject to call. Contracts for supplies Awarded June 30th 1913: The Council was called to order by the Mayor with all members present except Councilman Bartholomew : Councilman Haynes presented the following resolution : Whereas the following named parties were the lowest bidders for furnishing sup-plies,eto, as advertised for by the City of Austin for the term July 1st ,to Dec 31st 1913 inclusive, Therefore be it resolved by the City Council of the City of Austin : That contracts for the above mentioned term be and is hereby awarded as follows: to-wit, Calcasieu Lumber Co, for Lumber & Cememt, Robinson Bros for Stock feed, Wm Wellmer for Groceries, W B Smith for Dry Goods , Mrs A E Wheeker for meals for prisoners , J C Boatman for Sweet Milk, H F Hodge for Butter , Smith & Bulian for Blacksmithing & repairs, V O Weed for undertaking for white paupers ,hauling white sick and furnishing Coffins for all paupers , W M Tears for undertaking for colored paupers and hauling colored sick. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Council then recessed subject to call. Transfer from Fund. Charity to Hospital fund. July 1st 1913 : The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That one hundred and fifty ($ 150.00) dollars be and the same is hereby transferred from the Charity fund of the City of Austin,Texas, to and made available for the uses of the Hospital fund on account of assistance to patients at the Tuberculosis Camp. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 543 Negro Church given to negroes The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That if the City Attorney of the City of Austin shall report in writing to the City Council that the City Council can legally throw in , as a part of the consideration of a transfer of the interest, right, title, possession and claim of the African Methodist Church of this City in and to a lot 69X128 feet at the corner of West 9th and San Antonio streets , then in that event the City Council agrees , in addition to the price of $ 5,000.00, to be paid for the right, title and interest possession and claim of said African Methodist Church to the property herein above described it will donate to said African Methodist Church the building erected upon the lot 69X 128 feet at the corner of West 9th and SanAntonio streets , and all the contents of the same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynen & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Anderson & Benson Gasoline Tank The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the petition of Anderson & Benson to establish and maintain in front of the premises at 111-13-15 East 5th street a Gasoline tank with a gasoline pump attachedbe and the same is hereby granted . The Gasoline Tank herein and hereby authorized must be placed under the written direction of the City Engineer of this City, and the pump placed upon the sidewalk curb must like wise be located by the City Engineer , and the work done under his supervision and approval . Be it further resolved: That the permit hereby granted is revocable at any time by the City Council with or without assignment of any reasons therefor.
