  • Major Sewer Expansion & Development:

    Multiple new sewer construction contracts were awarded, including a significant deal to encourage residential building in the Hyde Park neighborhood.
  • Colorado River Dam Compensation:

    Approved payment to a citizen for property damage, including destroyed pecan trees, caused by the ongoing construction of the dam across the Colorado River.

569 .Regular meeting of the City Council: Austin, Texas, July 31, 1913: The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved . Councilman Powell presented the following communication from the City Engineer: Austin, Texas, July 30th 1913: Mr F W Powell . City of Austin, Texas. Dear Sir : The following is a tabulated statement of the amounts of different bids opened today for Sewer contracts Nos 10 to 14 inclusive: Bids for Contract No, Johnson & Carr J W Moore & Sons F D Horton Sewer Lowers 10 . $ 5669.21 $ 8284.90 $ 5583.62 And Contracts 11 . 3357.85 . 4205.53 . 3620.10 Awarded 12 . 2083.40 . 2936.66 . 2057.70 13 . 7827.85 .10474.93 . 8180.20 14, .4024.25 5760.34 4143.80 You will see from this statement that F D Horton's bid son contracts Nos 10 & 12 are the lowest bids and that Johnson& Carr's bids on contracts 11, 13 & 14 are the lowest bids on these jobs. I recommend that contracts Nos 10 and 12 be awarded to F D Horton and contracts Nos 11 and 13 be awarded to Johnson & Carr. I recommend that contract No 14 be not awarded at this time but that it be held up for a few days until definite arrangements can be made with Mr Shipe in regard to right-of-way and to bonus that he has practically agreed to pay if these lines are built. Councilman Powell moved that the recommendations of the City Engineer be adopted and that contracts be awarded as recommended, and further that the City Clerk be authorized to return to the unsuccessful bidders their Certified checks, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Roadway Nays none. San Jacinto Councilman Powell offered the following resolution : Street Be it resolved by the City Council of the City of Austin : (1) That the roadway between the curbs on San Jacinto street between 11th and 19th streets, be and is hereby fixed at 40 feet ( 40') (2) That all ordinances or resolutions ,or parts thereof, in conflict with this resolu-tion be and the same are hereby repealed. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 570 . Councilman Bartholomew offered the following resolution: Resolved that the sum of $ 250.00, be appropriated from the Earnings fund to pay H H Allen for damages to his property on account of land to be overflowed ,and Pecan trees destroyed and any other damages by the Dam now being erected across the Colorado River above the City of Austin ,the same to be paid on approval of title by the City Attorney to the overflowed land. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony. Bartholomew, Haynes & Powell 5 Nays none. The Council then recessed subject to call . August 1st 1913. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following grades be and the same are hereby established as the permanent grades on 12th street between San Antonio street and a point West of Nueces street Benchmark S W corner 12th and San Antonio streets ,elevation 79.33. At the West side of San Antonio street 74.2' 46' West of San Antonio street 71.3' 120' West of San Antonio street 67.0' 230 ' West of San Antonio street 60.6' East Side of Nueces street 58.3' East Curb line of Nueces street 57.5' The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Whereas, it appears from the report of the Supt of Police and Public Safety ,in which report the Mayor of this City Concurs, that one, Dorotes Garcia , was fined on July 22nd, 1913, $ 10.80 for drunkenness, is old, infirm, sick and unable to work, but who has laid out two days of his fine, giving him thereby a credit of 50 cents on the $ 10.80, fine and cost imposed; Therefore, Be it resolved by the City Council of the City of Austin: That the balance of said fine, amounting to $ 10.30, be and the same is hereby remitted, and the Clerk of the Corporation Court declared entitled to take credit accordingly. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That eleven and 66/100 ($ 11.66) dollars be and the same is hereby appropriated out of the Interest and Sinking fund to pay overdue interest on twelve bonds of the City of Austin redeemable July 1st 1913. Be it further resolved : --- Page break --- 571 That the former resolution upon this subject of date July 16th ,1913, and appropriating $ 61.66,be and the same is hereby repealed. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of one thousand, one hundred and thirty eight and 70/100($ 1,138.70) dollars be and the same is hereby appropriated out of the General Contingent Fund to pay J W Maxwell, Special Tax Attorney of the City of Austin, for sundry delinquent taxes due the the City of Austin, Texas, collected by him from February 26th , 1913, to July 28th ,1913, as shown in the attached itemized statement of said taxes as collected by him . The total amount of taxes as collected under this statement amounts to the sum of $ 6,203.70, and the commission due said J W Maxwell amounts to the sum of $ 1,138.70. The detailed statement of taxes collected,to pay the commission upon which this appropri-ation is made ,is attached hereto, covering seven pages of typewritten matter , and is approved by Fred Sterzing ,Assessor and Collector, and Hon H L Haynes, Supt of Receipts , Disbursements and Accounts ,and for identification is O K'd by the signature of A P Wooldridge, Mayor ,on each of said pages of said statement. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew,Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Council then recessed subject to call. August 5th 1913. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Whereas, it appears from the attached affidavit of C R Hamerlin that he did not own an automobile on the 1st day of January 1912; therefore, Be it resolved by the City Council of the City of Austin : That the assessment against the said C R Hamerlin of $ 500.00 for an automobile,as owned on the 1st day of January 1912, be and the same is hereby cancelled and annulled, and the Assessor and Collector of the City of Austin declared entitled to take credit accordingly. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the City Council the following resolution : Be it resolved by the City Council of the City of Austin : That leave of absence for the period of 30 days ,or so much thereof as may be desired, during the summer and fall of 1913, be and the same is hereby granted to Hon P W Powell, Supt of Streets and P ublic Improvements. The vacation granted by this resolution is to be taken by Mr Powell at such times and for such number of days as may suit his pleasure and convenience. Councilman Anthony offered the following resolution : Whereas, in consideration of the physical infirmity of Arthur Teague, he being lame ,and in view of his poverty, and in consideration that the case of intoxication for which he was fined was his first offense,and the facts of the case not very aggravating; Therefore, Be it resolved by the City Council of the City of Austin : That five & 40/100($ 5.40 ) dollars ,or one half, of the amount of the fine and costs imposed upon said Arthur Teaguein the case of the State of Texas vs Arthur Teague ,No 7811, in the Corporation Court of Austin,Texas, be and the same is hereby remitted, and the Clerk of the Corporation Court declared entitled to take credit accordingly. The Mayor laid before the Council the following resolution : Be itresolved by the City Council of the City of Austin : That the Supplimental Budget of the Mayor ,recommending disbursements of money in the Permanent Street Improvement Fund, in the total amount of $ 6,349.00 ,be and the same is hereby approved and said appropriations made. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Contract Sewer work M M Shipe The Mayor laid before the Council the following [illegible] resolution : Be it resolved by the City Council of the City of Austin : That the contract executed on the 4th day of August1913, by and between the City of Austin and the M K & T Land Company and M M Shipe , to do certain sewer construction work in Hyde Park in this City ,which contract looks to the payment on the part of M M Shipe to the City of Austin of the sum of $ 500.00when said sewer construction work is done , to be refunded to said M M Shipe upon the erection and completion of each residence with in the certain limits bound by 38th street, Avenue " F " , 40th street and Duval street ,as is set out in said contract,be and the same is hereby ratified and approved . Contract Sewer work Johnson and Carr Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin : That contract No 14, for $ 4,024.25 ,to do certain sewer construction work in the City of Austin,as is more specifically set out in said contract No 14,be and the same is hereby awarded to Messrs Johnson & Carr, The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none Approved, A P Wooldridge, Mayor. --- Page break --- 573 Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin : That twenty two hundred , thirty four & 16/100($ 2,234.16) dollars ,be and the same is herby appropriated out of the Earnings fund of the Water & Light Plant ,in payment of the attached bill of Messrs Mc Kean Eilers & Co ,for damages to said firm resulting from a break in a water pipe on Brazos street south of 5th street, on the night of July 24th 1913. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That thirty seven & 55/100 ( $ 37.55) dollars ,he and the same is hereby appropriated out of the General contingent fund ,in payment of the enumerated bills ,for the entertainment of the summer school at Wooldridge Park, on the evening of July 24th 1913, as is set out in the attached letter by the Mayor to the City Council, bearing date Aug 5th 1913.
