  • Urban Development & Infrastructure:

    Funds were approved to purchase land for extending Fifth Street, and permanent street layouts were established for Waller and Brazos Streets. Significant investment was also made in machinery for the West Austin sewer system.
  • Environmental & Street Design:

    A temporary curb line was set on First Street to preserve a block of "large and handsome trees," with future street width and planting guidelines noted.
  • City Services & Personnel:

    The Council fixed new prices for grave spaces at Oakwood Cemetery and appointed a new city Dog Catcher.
  • Financial Matters:

    Various financial claims were settled, including a refund for an unearned liquor license and payments for damages caused by a water main break.

574 Regular meeting of the City Council : Austin, Texas, August 07, 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent excused Councilman Powell 1 The minutes of the last regular and subsequent recessed meetings were read and approved. The Mayor laid before the Council the following reports from City Officers for the month of July, 1913, which were read and ordered filed. Asst City Clerk, City Health Officer & Asst, Matron Hospital, Marshal, Treasurer and Assessor & Collector. The Council then adjourned. Meeting of the City Council August 8th. 1913, A. M. Present Mayor Wooldridge, Councilmen Haynes & Anthony. Absent Councilmen Bartholomew and Powell. Councilman Anthony offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin: That the resignation of H. W. Leverett, as Dog Catcher of the City of Austin, be and the same is hereby accepted. Resignation H.W. Leverett Dog Catcher Resolution passed by the following vote: Yeas: Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes. Nays: none. MEETING IN AFTERNOON - All present except Councilman Powell. Councilman W. B. Anthony nominated S. M. Lightsy to be Dog Catcher for the unexpired term of 1913. Said nomination was confirmed by a vote of 3 ayes: Mayor Wooldridge, Councilmen Haynes, and Bartholomew voting aye. Councilman Anthony not voting and Councilman Powell being absent. Mayor Wooldridge offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin: That the bill of Alonzo Robinson, as Trustee, against the City of Austin, in the amount of $150.00; for services in the care and sale of the damaged merchandise acquired by the City of Austin from McKean-Eilers & Co., of this city, be and the same is hereby allowed and directed to be charged against the damage appropriation out of the Earnings Fund of the Water, Light & Power Department. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes. Nays: none. Absent Councilman Powell. Mayor Wooldridge offered the following resolution: RESOLUTION S.M. Lightsy appointed Dog Catcher A.R. Robinson Services Trustee In consideration of the fact there is a line of very large and handsome trees on the north side of First Street between Waller and Medina Streets, especially along the east half of said block on First Street; which it is desired to preserve, at least temporarily: now, therefore, --- Page break --- 575 Be it resolved by the City Council of the City of Austin: That the curb line for this one block be placed thirty-four foot, six inches from the south curb line at Waller Street, and be run parallel to the center line of First Street to Medina Street. Be it further resolved: That the line hereby established and granted be deemed temporary. Be it further resolved: That in the event that other trees are planted on the north side of First Street between Waller and Medina Streets, they shall be planted with reference to the fact that ultimately the roadway width on First Street between Waller and Medina Streets will be established at forty feet from curb to curb. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes - 4. Nays: none. Absent - Councilman Powell. Mayor Wooldridge offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin. Curb line 1st & Wooldridge fixed ✓ That the following center line of Waller Street between First and Sixth Sts. be and the same is hereby established as the permanent center line. For point "A" place a stake at the north side of First Street 28' east of the present fence corner of First and Waller Streets. This will be 27.98' west of the northeast corner. For point "B" place a stake at the south side of Third Street 30' east of the present fence corner at southwest corner of Third and Waller Streets. This will be 30.1' from the southeast corner. A straight line joining points "A" and "B" to be the center line of Waller Street between First and Third Streets. For point "C" place a stake in the south line of Sixth Street 30' east of the building at the southwest corner of Sixth and Waller Streets. This will be 31.85' west of the southeast corner. A straight line joining points "B" and "C" to be the center line of Waller Street between Third and Sixth Streets. This center line will make an angle to the east at Third Street of approximately 22 minutes. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew and Haynes - 4. Nays: none. Absent Councilman Powell. Mayor Wooldridge offered the following resolution: RESOLUTION Street line Waller St fixed ✓ Be it resolved by the City Council of the City of Austin: That A. P. Wooldridge, Mayor, be and he is hereby authorized to execute deeds to purchasers at the rate of Five dollars for adults and three dollars for minors for single grave spaces out of the strip on the west side of Oakwood Cemetery, and designated in the plat of said tract of land by half blocks, from Half-block No. 899-1/2 to Halfblock No. 911-1/2, inclusive. Mayor Wooldridge offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin: That one-half of the fine and costs in case No. 7857 in the Corporation Court of the City of Austin, Texas, entitled State of Texas vs. Henry Johnson, and which fine and costs amount to $14.80, be and the same is hereby remitted, and the Clerk of the Corporation Court instructed, upon the receipt of $7.40, to be paid him by Henry Johnson, to discharge him from custody in said case. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew and Haynes - 4. Nays: none. Absent - Councilman Powell. Mayor Wooldridge offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin: That the sum of One Hundred, Seventy-seven and 10/100 ($177.10) Dollars, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, for the year 1913, and made pay- able to the legal representative of the Estate of W. J. Sutor, deceased. This appropriation is a refund to the Estate of said W. J. Sutor, deceased, of the unearned proportion, the same being eleven and one-third months of time, of retail liquor dealer's license No. 651, issued by the City of Austin to W. J. Sutor on the 11th day of July, 1913. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew and Haynes - 4. Nays: none. Absent - Councilman Powell. MEETING OF THE CITY COUNCIL, AUGUST 12, 1913. All present. Councilman Powell offered the following resolution: RESOLUTION Be it resolved by the City Council of the City of Austin: That P. W. Powell, Supt. Streets & Public Improvements, be and he is hereby authorized to purchase from the Shone Co. of Chicago, Ill., the necessary machinery and equipment for the West Austin sewer lift station for the sum of Twenty-nine Hundred Dollars ($2,900.00) erected. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5. Nays: none. Meeting of the City Council, August 13th, 1913. All present. Mayor Wooldridge offered the following resolution: RESOLUTION. Be it resolved by the City Council of the City of Austin. That One Thousand ($1,000.00) Dollars be and the same is hereby appropriated out of the general contingent fund of the City of Austin, --- Page break --- 577 Texas, in payment of a strip of land this day bought by the City of AusR. J. Brackenridge tin of Dr. R. J. Brackenridge, and described as follows: Purchase of land A strip of land sixty feet (60') in width running east and went across lots Street purposes 6, 7, 8, and 9, Block 5, of Sayers Sub-division of part of Outlot 10, Division "Z", a distance of Two Hundred and Thirty-four (234') feet, this sixty foot strip being in line with Fifth Street as now located, went from Walsh Street. This strip of land is purchased with the purpose on the part of the City of Austin of completing Fifth Street from Bowie Street to the Dam Boulevard. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell – 5. Nays: none. Councilman Bartholomew offered the following resolution: . RESOLUTION. Be it resolved by the City Council of the City of Austin: That the sum of One Hundred, Seventy-five and 50/100 ($175.50) Dollars, be Marks Grain Co. appropriated out of the Earnings Fund of the Water, Light and Power Department, to pay Marks Damages Grain Co. for damage to bran, salt and oats caused by break in water main, this amount having been agreed to by Alonzo Robinson, Trustee, and Marks Grain Company. The resolution was adopted by the following vote: Ayes: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell – 5. Nays: none. The Mayor,laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Roadway Brazos That the roadway of Brazos street between 7th & 11th be and the same is hereby established 7th & 11th Street as 40 feet in width between curbs.
