Austin City Policies: Dogs, Signs, and Sewers
- The City Council voted to repeal the ordinance requiring dogs to be muzzled.
- Funds were reallocated from the Sanitary Department to help pay for a mounted policeman, described as a "humane officer," for the Police Department.

. Regular meeting of the City Council : Austin, Texas, August 28, 1913. The Council was called to order by the Mayor: Rollcall: Present Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent with leave Councilman Bartholomew 1 The minutes of the last regular and subsequent recessed meetings were read and adopted. The Mayor laid before the Council an ordinance repealing an ordinance entitled " An ordinance regulating the muzzling of Dogs and prescribing a penalty for the violation thereof" Dog Muzzling ordinance repealed ✓ The ordinance was read the 2nd time and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The ordinance was then read the 3rd time and passed by the following vote; Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That Councilman Haynes be and he is hereby authorized to have transferred the sum of $ 120.00, from the amount set aside in the Budget of the Sanitary Dept for " Salaries Transfer funds Sanitary Dept ✓ of thirty one men " to the salary of one mounted Policeman in the Police Dept at $ 50.00 per month ,( this being towards the pay of the humane Officer for the balance of the fiscal year ) from July 1st 1913. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays none. Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : (1) That the sum of $ 52.80 , be transferred from the Park Fund to the General Fund for reimburse the General Fund for payment erroneously made out of the General Fund for Transfer funds Various Depts ✓ the benefit of the Park fund. (2) That the sum of $ 4.07 be transferred from the Sewer fund to the General fund to reimburse the general fund for payments erroneously made out of the general fund for the benefit of the sewer fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the Mayor of this City be and he is hereby authorized to execute a contract with Contract Sidon Harris Sewer Line ✓ Sidon Harris for the construction and maintenance of a six inch sewer line in and for the convenience of what is known as College Court in this City , upon terms and conditions set forth in a contract recommended by Hon P W Powell, Supt of Streets and Public Improvements, and read on this day before the City Council.

The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the petition of Ben M Barker ,the same having been approved by the City Electrical Inspector, W L Eyres, to install and maintain at his place of business to-wit: 509, 511 Colorado street ,across the sidewalk and above the awningan electric Light sign of the dimensions of 6 feet high by 9 feet long,be and the same is hereby granted, subject, however, to revocation at any time in the pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays none. The Mayor laid before the Council the following resolution : Whereas, the petition of M Borchardt to install an electric light sign at 722 Congress Avenue, has been approved by the electrical Inspector, W L Eyres, as in all things conforming to our laws and municipal regulations relating to electric signs; therefore, Be it resolved by the City Council of the City of Austin : That the petition of the said M Borchardt to install and maintain an electric light sign above the awning and across the sidewalk at 722 Congress Avenue, be and the same is hereby granted, subject at any time to revocation in the pleasure of the City Council . Said sing is about 4 feet wide at the widest place and 12 feet high. It is illuminated by several electric light globes , and has thereon inscribed the word " Cigars", and at the bottom of the sign the word " News", with the number 722 also at the bottom, The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays none. Mayor Wooldridge offered the following resolution : Whereas, W L Eyres, City Electrical Inspector, has recommended that the sign erected by Anderson & Benson, at 119 East 5th street, be authorized though not strictly in conformity with regulations of the City in such behalf made and provided; therefore, Be it resolved by the City Council of the City of Austin : That a temporary permit is hereby granted to Anderson and Benson to erect and maintain at their place of business on east 5th.Street in this City , an electric sign of about the following description : Said sign is about 4 1/2 feet be 9feet is in an "A" shape and built of galvanized iron ,is erected above the awning in front of the place of businessand has thereon the words "Anderson & Benson Garage".It is illuminated from reflectors erected on each side, about 3 feet in front of said sign. 591 Resolution ordering Paving 9th & Brazos st ✓ X Specification for Paving ✓ X Grade Sidewalk High School Block ✓ Approved, A P Wooldridge, Mayor. Note: The Council desires to go on record in this matter as not approving, as a general proposition, such signs as the one hereby authorized, but, as it appears in this instance, said sign was erected in Good Faith, although in error as to the requirements of the City in such matters, and as the permit hereby granted is temporary, the Council has concluded to let said sign continue for the time being. Councilman Powell offered the following resolution : Resolution ordering the improvement of a certain part of Colorado street in the City of Austin, and approving specifications, proposals , contract and bond therefor. The resolution was read the first time and laid over . The Mayor laid before the Council a bid from the Texas Bitulithic Company , for certain paving work, which was ordered filed. Councilman Powell presented the following communication from the City Engineer.

Gentlemen :
Specifications for the Bitulithic paving on Colorado street from the south curb line of 8th street to the north property line of 9th street; and on West 9th street from the West line of Colorado street to the east line of Lavaca street, and on Brazos street from the north property line of 7th street to the south curb line of 11th street ,will be the same as those for the same character of pavement on Lavaca street between 7th and 11th . Yours very truly, R C Wolborn, City Engineer.
The resolution was read and filed. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That upon the recommendation of R C Wolborn ,City Engineer, permission is he by granted to the Engineering Dept of the City of Austin to give a temporary grade for a curbing and concrete sidewalk upon the west side of the High School Block in this City. Said Curb and sidewalk grades are upon Trinity street and extend from 9th to 10th streets. Be it further resolved : That the grade hereby authorized to be given upon the recommendation of the City Engineer and at the request of the Austin School Board , he deemed theitemporary and should it later be desired by the City to substitute a permanent grade for said curbing and sidewalk in lieu of the temporary grade hereby granted , the cost of moving and replacing said curbing and concrete sidewalk upon the permanent grades shall be borne by the Austin School Board.

The Council was called to order by the Mayor with all members present except Councilman Bartholomew:
Councilman Powell nominated H Helland vice Julian Montgomery, resigned, to be H Holland Asst. Engineer ✓ Assistant Engineer with assignment to the Sewer Dept, with the salary of $ 125. 00 per month. The nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony & Haynes 3 Not voting Councilman Powell 1 Absent Councilman Bartholomew 1 J W Higgins Inspector ✓ Councilman Powell also nominated J W Higgins to inspector with.a monthly salary of $ 80. 00,he being promoted to the place vacated by the promotion of Mr H Helland.
The nomination was confirmed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony & Haynes 3 Not voting Councilman Powell 1 Absent Councilman Bartholomew 1 Mackay Telephone Underground Conduits ✓ The Mayor laid before the Council an ordinance authorizing the Mackay Telegraph and Cable Company to construct and maintain certain pole lines and underground Conduits in certain streets and alleys of the City of Austin. The ordinance was read the first time. The Council then recessed subject to call:
Sept 3rd 1913: The Council was called to order by the Mayor: Present Mayor Wooldridge, Councilmen Anthony, Haynes Powell 3 Absent Councilmen Bartholomew & [illegible struck out word] 2 Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That, after competitive bids received, the contract to do the cement sidewalk Sidewalk 22 1/2 St Contract awarded Johnson & Miller ✓ and cement curbing work on West 22 1/2 street ,in this City from San Gabriel to Rio Grande streets ,be and the same is hereby awarded to the firm of Johnson & Miller of this City, per their bid of Sept 3rd 1913,. The price for sidewalk construction is eleven (11) cents per square foot ,and curbing thirty (30) cents per lineal foot . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew (struck out) Haynes Powell 3 Absent Councilmen Anthony & Bartholomew 2 The Council then adjourned.
