Austin: Blind Beggars, Bond Burning, Street Upgrades
- Considered a formal request from the Austin Social and Fraternal Association of the Blind to prohibit blind begging on city streets, advocating for employment opportunities instead of public alms.
- Formalized the destruction by burning of $54,000 worth of paid municipal bonds, including refunding, cemetery, street improvement, and sewer bonds, to ensure a permanent public record.
- Approved significant infrastructure projects, including improvements to parts of Brazos, Colorado, and West 9th streets, and allocated funds for paving East 5th Street near Brush Square.
- Granted a special variance to allow an electrical sign at 119 East 5th Street, despite it not fully conforming to existing city regulations.

Regular meeting of the City Council : Austin, Texas, Sept 4th 1913. The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent with leave Councilman Bartholomew 1 The minutes of the last regular and subsequent recessed meetings were read and Adopted. The following communication was presented, read and ordered filed : To the Mayor and Commissioners, City of Austin: We the undersigned were appointed a committee by the Austin Social and Fraternal Association of the Blind to request your honorable body to pass an ordinance prohibiting blind beggars on the streets of this City. The Association recognizes the limitations that the blind labor under in the way of occupation , but insists that public and indiscriminate giving of public alms to blind persons is bad policy both for the giver and receiver. Unless physically incapacitated in other ways ,we insist that blind persons ought to have the right ,and be required, to pursue gainful occupations. While we appreciate sympathy ,we much more appreciate the spirit of independence that every one ought to have, to such a degree that as to impel him or her to make a strenuous effort to earn a living . We do not believe that the State has done its full duty towards the indigent blind, but also believe that the habit of begging has always stood in the way of having this full duty performed. Help the blind, but by furnishing them something to do, and keep them off the streets as mendicants.

The following reports of City Officers, were received, read and ordered filed; The Asst City Clerk, the Assessor & Collector of Taxes, The Matron of the Hospital, the Dog Catcher, the City Health Officer & Assistant, the City Marshal, all for the month of August 1913, also the report of the Supt of Streets and Public Improvements , of the Receipts and disbursements of the Sanitary Sewer Earnings fund for the months of April, May , June, July & August 1913.
The Mayor laid before the Council resolutions ordering the improvement of parts of Brazos, Colorado & West 9th streets in the City of Austin, which were introduced and read at the regular meeting held August 20th 1913, which were read and adopted by the following vote; The vote being taken on each resolution seperately: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution : Whereas, W L Byres, City Electrical Inspector, has recommended that the sign erected by Anderson & Benson, at 119 East 5th Street, be authorized though not strictly in conformity with the regulations of the City in such behalf made and provided; therefore; Vote, This resolution is copied in full on page 500 , is not copied in full here: The resolution was adopted by the following vote :

594 Disbursement telegrams on file Bonds.✓ Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 17.85, be and the same is hereby appropriated out of the interest and Sinking fund for the purpose of paying for telegrams and excange Apo of redemption of $ 12,000.00 bonds, July 1st 1913. Resignation Miguel Oyovides Policeman ✓ Councilman Anthony presented the resignation of Miguel Oyovides, as Patrolman to take effect at once, which resignation was accepted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Anthony presented the name of Wm M Molesworth ,for appointment as Wm M Molesworth appt confirmed Policeman ✓ Patrolman ,vice Oyovides, resigned. Petition Mrs. & Mr. E. T. Houston to put in Steps walk leading of property ✓ The Mayor laid before the Council a petition from Mr & Mrs E T Houston, asking the Council to pass an order directing that steps be installed to the walk leading up to their property at 1006 ½ East 6th street ,in this City . The communication was read and on motion the request was declined by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1
Destruction of City Bonds - ✓ The Mayor laid before the Council the following resolution : Whereas, the City Council, on the 28th day of August ,1913, destroyed by burning, a number of paid coupons attached to various bonds issued by the City of Austin, and at the same time destroyed by burning bonds described in the statement herein referred to ,amounting to $ 54,000.00; and, Whereas, it is desirable to preserve a perpetual record of the destruction of said bonds; now, therefore, Be it resolved by the City Council of the City of Austin : That the statement which here follows , subscribed by the Mayor,A P Wooldridge, Mayor, and Councilman Anthony,Haynes & Powell ,be recorded in full in the minutes of the City Council of the City of Austin : The resolution was adopted by the following vote : X Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved ,A P Wooldridge, Mayor.

Statement.
The undersigned Mayor, A P Wooldridge, and the undersigned Councilmen of the City of Austin, Texas, W B Anthony, H I Haynes and P W Poell, do hereby make the statement which follows: We and each of us states that on this the 28th day of August 1913, we have destroyed, by burning in the furnaces of the Water, Light and Power Plant of this City, the following numbe -od paid and redeemed Refunding bonds of the City of Austin, Texas, dated July 1, 1901, and due July 1st 1931. To these bonds are attached all coupons maturing on the 1st day of July 1913, and at subsequent semi-annual interest dates up to the maturity of said bonds:

Also Nos 1,2,3,4&5, City of Austin Street Improvement bonds, each of the denomination of one thousand dollars, dated Julylst, 1912and due July 1st, 1913. Also the following numbered City of Austin Sewer bonds, Nos.1,2,3,4 & 5, each being of the denomination of one thousand dollars, dated Julylst, 1912 and due July 1st 1913.

Sidewalks & Curbs Street Councilman Powell offered the following resolution : A resolution ordering the construction of sidewalks and curbs on a certain portion of 22 1/2 street in the City of Austin, Texas; and approving specifications accepting bid, and authorizing contract therefor. The resolution was read the 1st time and laid over for one week. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That $ 1,588.30 , be and the same is hereby appropriated out of the Permanent Street Improvement fund as an additional appropriation for paying for one-half of Paving E. 5th st. the paving on East 5th street in front of the Brush Square in this City, which Brush Square square lies be tween Trinity and Neches streets and 4th & 5th streets.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, Mayor. The Council then recessed subject to call.
Councilman Anthony offered the following Resolution : Refund to J.D. Copeland .Whereas, it appears to the satisfaction of this Council that the Clerk of money paid in Error the Corporation Court ,J D Copeland, deposited the amount of $ 25.05, in cause No 7855, in the Corporation Court in the City of Austin, State of Texas, vs Andrew Jackson, under the impression that he had collected said amount in money from said Andrew Jackson; Whereas, said Cause in reality had been appealed; and, Whereas, said J D Copeland, to balance his account , has deposited said $ 25.05 with the Assessor and Collector of this City. Now, therefore, to reimburse the said J D Copeland for the amount of $ 25.05 erroneously deposited by him with the City Assessor and Collector, Be it resolved by the City Council of the City of Austin : That said amount of $ 25.05, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin for the purpose aforesaid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 5 Nays none. The Council then adjourned. Jno. S. Johnson City Clerk.
