Street Obstruction Clean-Up:
The City mandated that Nalle & Company remove a long-standing lumber obstruction from Sabine Street within 30 days to allow for street paving; failure to comply would lead to legal action.West 22½ Street Sidewalk Improvements:
Plans were approved for new concrete sidewalks and curbs on West 22½ Street. Property owners will have a public hearing on October 2, 1913, to discuss the proposed cost assessments for these upgrades.New Business & Public Amenities:
A permit was granted for a shooting gallery on East 6th Street. Funds were also allocated to assist citizens with sprinkling South Congress Avenue to manage dust.City Engineer's Professional Development:
The City approved expenses for the City Engineer to attend a convention for Municipal Engineers and officials in Delaware, supporting engagement with modern urban planning.

C10 . Regular meeting of the City Council : Austin,Texas, Sept 10th 1913. The Council was called to order by the Mayor, with all members present,except Councilman Anthony. The minutes of the last regular and subsequent recessed meetings were read and adopted. The Mayor laid before the Council the following reports of City Officers for the month of August 1913, which were read and ordered filed, VIZ: Sanitary Inspector, Sexton, Supt Water & Light Dept, also that of the Supt of Streets and Public Improvements ,as to disbursements of that Dept, on account Salary Stenographer Codifiers ✓ of Sanitary Sewer fund, Street Improvement fund and the Permanent street fund. also the report of the Inspector of Weights and Measures . The Mayor presented a bill of Miss Warren ,for Salary as Stenographer for the Codifiers of City Ordinances , for the month ending August 15th 1913, amounting to $ 35.00 ,which was allowed and ordered paid by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 The Mayor laid before the Council the following resolution : Nalle & Co Overdue obstruction in street ✓ Whereas, Sabine street, between its intersections with 5th & 6th streets, in the City of Austin is obstructed in the convenient use thereof by lumber deposited thereon by Nalle & Company,which obstruction of street has lasted for a long time; and, Whereas, said obstruction is greatly to the inconvenience of the public and entirely unwarranted under the lawand entirely interferes with the purpose of the City of Austin to pave said Sabine street with permanent pavement, and for other good causes thereunto moving, Now, Therefore, Be it resolved by the City Council of the City of Austin : 1. That the City Marshal of the City of Austin be and he is hereby instructed to immediately notify the firm of Nalle & Company ,to entirely remove all obstruc -tions of every character or kind of material of all sorts, or otherwise, placed by said firm upon said street , within thirty days after the service of a copy of this resolution upon any member of said firm : 2. That in the event said Nalle & Company has not completely removed all of the said material from said street within thirty days after such service , the City Attorney is hereby instructed to file complaint against the proper party offending, for the obstruction of said street, as provided in Chapter 128, of the acts of the 33rd Legislature of the State of Texas. 3. That a copy of this resolution ,duly certified to by the City Clerk, be immediately served upon Nalle & Company ,which shall be deemed sufficient notice in the premises to such firm. 611. Sept 16th 1913.
The Council was called to order by the Mayor with all members present, except Councilman Anthony. Councilman Powell offered the following resolution : Resolution approving the City Engineer's report concerning certain sidewalk improvements on a portion of West 22½ street in the City of Austin; directing a hearing to property owners concerning the assessment for cost of such improvements against them and their property; fixing a time for said hearing; and directing that a notice be given to said property owners concerning said hearing. Sidewalks 22 1/2 street Engineer report and approval Hearing ordered ✓ Whereas, the City Council of the City of Austin has heretofore determined to improve the sidewalks in front of or abutting upon Lots 9,10,13,14,15,16,17 & 18,in Outlot 33, and lots Nos 21,22, 23 & 24, in outlot No 32, all in Division "D", and all being situated upon West 22½ street in the City of Austin, Travis County, Texas, by paving same with a concrete pavement and by constructing concrete curbs in front of or abutting upon each of the lots herein designated, and has adopted specifications for said work and has entered into contract for the same with Johnson and Miller; and, Whereas, the City Engineer of the City of Austin has this day filed his report in writing with the City Council showing his estimate of the total cost of the said improvements upon the said street and also the names of the persons owning the lots abutting on said improvements, with a description of their property, and a statement of the total amount payable by each of said owners for said improvements; and, Whereas, the City Council has examined the said report and finds the same correct; and, Whereas, the necessity exists that the cost of the said improvements should be assessed against said property owners and their property, subject to the terms of the Charter and ordinances of the City of Austin in such cases made and provided, and after the notice of hearing provided by said Charter and ordinances.
Now, Therefore: Be it resolved by the City Council of the City of Austin : Sec.1. That the said report of the City Engineer be and the same is hereby approved and adopted.
Sec 2. That the cost of making the said improvements shall be assessed against the owners of the property abutting on that portion of 22 ½ street herein above designated to be improved, and against their said property; that the said assessment shall be made and apportioned among the respective property owners and their property as follows : Property owner, Lot No, Outlot No, Division.Cost of curbing, Cost of sidewalk Total Cost

Provided, that if in any case the said apportionment shall appear to the City Council to be unjust or unequal in any particular case or to result in any assessment in excess of the benefits received from the said improvements by any owner or his property, the City Council shall adopt such rule of apportionment as shall effect substantial equality and justice between

the said [illegible] considering benefits received by and burdens imposed upon owners of said property through the enhanced value thereof by means of the said improvements.
Sec 3. That a hearing shall be given before the City Council to said property owners on the 2nd day of October, 1913, at 10 o'clock A M, in the Mayors office in the City Hall, in the City of Austin, Texas; at which hearing said property owners, their agents or attorneys, shall be fully and fairly heard as to all matters concerning the said improvements, or any irregularity or invalidity in the proceedings with reference thereto, or as to the benefits thereof, if any, to their property, and as to the assessments proposed to be made against them and their property, and as to any other matter or thing connected therewith. At which hearing the said owners shall have the right to produce witnesses and testimony, and which hearing shall be adjourned from time to time and from day to day until all are fully heard, and all matters in connection with the said improvement and assessment fully ascertained; that after the said hearing shall be closed, said Council will proceed to assess against all owners of property upon said street and their property, herein above designated, who shall agree with the said City Council upon the said assessments, such sums as may be agreed upon and determined as provided by the Charter of the City and the said ordinances; that as to any such property owners who may not so agree, the City Council will after said hearing, take the necessary steps for the appointment of a Commission to determine said assessments, and will take further steps in the ascertainment thereof as are provided by the City Charter and ordinances.
Sec 4. That the Supt of Streets and Public Improvements of the City of Austin be and he is hereby directed to give notice hereof to the said property owners, their agents and attorneys, by the publication of a copy of this resolution not less than twice in the Austin Tribune, a daily newspaper of general circulation in the City of Austin, the first publication to be not less than five days prior to the date of said hearing; and in addition thereto, said Officer may give written notice of said hearing by posting a copy hereof to the said owners if their addresses be known, or if unknown, then to their agents or attorneys; if known, said copies to be deposited in the Post Office at the City of Austin not less than five days prior to the date set for the said hearing; but the said notice by posting shall be only cumulative of and in addition to the said notice by publication, which notice by publication shall be sufficient and legal notice.

613 Sept 20th 1913. The Council was called to order by the Mayor with all members present ,except Councilman Bartholomew. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That upon sufficient proof having been made to the Mayor of compliance to the law in this matter required, permit be and is hereby granted to O G Will to conduct a shooting gallery at 307 East 6th street , for a period of 12 months from and after this date. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to Nick B Linze to hang a cloth awning on the south side of wooden awning in front of his establishment at 607 Congress Avenue. This awning is to have no sign or advertisement of any character or description on it, and is to be at least nine feet above the sidewalk. Be it further resolved: That this permit is to be deemed purely temporary and revocable at any time in the pleasure of the City Council . The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : That the sum of $ 33.33, be and the same is hereby appropriated o t of the General Contingent fund of the City of Austin for the year 1913, and made payable to T H Davis, in assistance to the Citizens of South Austin in sprinkling south Congress Avenue, from the south end of the bridge to the corporate limits . The period of time covered by this appropriation is from August 15th to Sept 15th 1913. The Council was called to order by the Mayor with all members present: Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That $ 100.00 be and the same is hereby transferred from the appropriation of $ 500.00 for Dry Goods in the appropriation for the Hospital for the year 1913, to the appropriation for Fuel for the Hospital. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That $ 150.00 or somuch thereof as may prove to be necessary upon itemized statement of account , be and the same is hereby appropriated out of the Sanitary Sewer fund , to pay the traveling incidental expenses and hotel bills of M O Welborn, City Engineer, in attendance upon the convention of Municipal Engineers and other Municipal Officials , to be held in Wilmington Del, on October 7th, 8th, 9th & 10th ,1913.
