G37 Regular meeting of the City Council : Austin, Texas, October 23, 1913. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell. 5 The minutes of the last regular and subsequent recessed meetings were read and approved: Councilman Bartholomew presented the report of the Supt of the Water & Light Plant for the month of Sept 1913, which was read and ordered filed: The Mayor laid before the Council a resolution ordering the improvement of a certain portio of Guadalupe street, which was read the second timeand passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor then laid before the Council a resolution ordering the improvement of a certain portion of 19th street ,which was read a second time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Scales for ca The Mayor laid before the Council an ordinance ordering and requiring the SouthConduit -western Telegraph and Telephone Company to construct certain underground Conduits in the Streets, Alleys and Public Grounds of the City of Austin, Texas, ; and to place its wires, cables and conducts in the same, and to connect the same with its other underground and overhead Telephone construction as the same now exists or may hereafter exist. The ordinance was read the second time. On motion the Mayor was authorized to withdraw the Telephone ordinace , with permission to offer a substitute for same ,by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following transfers be and the same are hereby made for the purpose of balancing accounts in Dept of Police and Public Safety: Transfer. (1). Transfer $ 200.00 from the appropriation for."Meals for Prisoners " to the appropriation " Miscellaneous" appropriation in the Police Department. different dept. (2). Transfer $ 6.00 from the appropriation for " Three additional Men " to the appropri-ation for " Hire of Extra Horse" in the Fire Department. (3). Transfer $ 100.00 from the appropriation of " Three extra Men " to the Miscellaneous " appropriation in the Fire Department. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved _____________________Mayor. Mayor Wooldridge offered the following resolution : Appropriating money Be it resolved by the City Council of the City of Austin : City Avenue That thirty three and 33/100 ( $ 33.33) dollars, be and the same is hereby appropriated out of the general contingent fund of the City of Austin as a contribution to sprinkling on South Congress Avenue ,from September 15th to October 15th , 1913. This appropriation concludes the contract upon which the City id liable during the year 1913. Approved A P Wooldridge, Mayor. --- Page break --- 038 .Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin: That two hundred and forty nine and no/100 ($ 249.00) dollars, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, for the year 1913, in payment of three years fire insurance premiums upon policies carried upon the City Hall. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Insurance City Hall. ✔ Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That two hundred ninety six and 10/100 ($ 296.10) dollars ,be and the same is hereby appropriated out of the General contingent fund of the City of Austin, for the year 1913, inpayment of three years fire insurance premiums upon policies carried upon the various Fire Halls of the City of Austin, Texas. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. City Engineer Welborn appeared before the Council and made statement of his trip attending the annual convention of American Society of Municipal Improvements at Wilmington Delaware, Oct 7th to 10th 1913. He also submitted his bill of expenses for said trip. No action taken on either the report or expense account. The Mayor laid before the Council an ordinance ordering and requiring the South-Western Telegraph and Telephone Company to construct certain underground conduits in the streets, alleys and Public grounds of the City of Austin, Texas; and to place its wires, cables, and conductors in the same ,and to connect the same with its other underground and overhead Telephone construction as the same now exists or may hereafter exist. This ordinance is offered as a substitute for the ordinance read the second time before this Council this morning. The ordinance was read the first time and laid over. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution: Whereas, the application of W H Stephens to install and maintain in this City ,is recommended by the City Electrical Inspector ,Mr W L Eyres, as per attached written recommendation; Now, Therefore , Be it resolved by the City Council of the City of Austin : W.H. Stephens That the petition of W H Stephens be and is hereby granted ,and he is hereby authorized to establish and maintain at 2107Speedway,an electric light sign , with the words " Drinks" in illumination thereon . Be it further resolved: That this permit be and is hereby declared to be revocable at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew ,Haynes & Powell 5 Nays none. Approved _____________________Mayor. The Council then recessed subject to call. October 25th 1913. The Council was called to order by the Mayor with all members present,except Councilman Powell: The Mayor laid before the Council the following resolution : Al Watkins tile walkway Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to Al Watkins , proprietor of the Crystal Bar and Cafe, situated at 706, Congress Avenue, to construct and maintain under the supervision of the City Engineer , and with the approval of the Supt of Streets and Public Improvements , a tiled walkway into his premises at said 706 Congress Avenue. The tiled walkway hereby authorized is to be absolutely flush with the concrete pavement through which it is laid, and to be of the width of the doorway into his said premises . That said Al Watkins is hereby granted the right of having the words " Crystal Bar and Cafe" worked into said walkway. Be it further resolved : That this permit is granted and is to be accepted as temporary and revocable at any time in the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : L. W. Latham fine remitted That the balance of the fine and costs in the case of the State of Texasvs Dan Tatum for intoxication ,No.3108 , in the Corporation Court of the City of Austin,Texas, which balance amounts to $ 4.55, be and the same is hereby remitted. The resolution was adopted by the following vote : Yeas Councilmen Anthony,Haynes & Powell 3 Nays Mayor Wooldridge & Councilman Bartholomew 2 Approved, A P Wooldridge, Mayor . The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin: That A P Wooldridge, Mayor of the City of Austin, be and he is hereby authorized Samuel Payne to enter into an agreement with Samuel Payne to arbitrate the matter of title and value of a certain strip,tract or parcel of land in the City of Austin, Texas described as follows : Beginning at the S W corner of Lot No 2 ,in Block No 2, of H B Seider’s addition to the City of Austin ,Travis County ,Texas, ;thence in a southerly direction Arbitration and in the same course as the extension of the W lineof said Lot No 2to the N line of Spring or 38th street ; thence W easterly with the N line of said 38th street a distance of 30 1/4 feet ; thence northerly and parallelwith the said south extension of the W line of said Lot No 2 to the intersection of the extension westerly of the S line of said Lot No 2; thence easterly and parallel with the N line of said Spring or 38th street 30 1/3 feet to the S W corner of said Lot No 2. The terms and conditions upon which this agreement is entered into are not set out in the contract hereto attached and made a part of this resolution and dated the 3rd day of October 1913. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Note: No contract attached filed with the Clerk. The Council then recessed. October 25th 1913: The Council was called to order by the Mayor with all members present: Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That onehalf of the fine and costs in case No 8137, State of Texas vs E Barrow E Barrow Fine Remitted for exceeding the speed limit in an automobile , which onehalf of fine and costs amounts to $ 7.40 ,be and the same is hereby accepted in full payment of the fine and costs amounting to $ 14.80, imposed in said case. The reason for the remission of onehalf of the fine and costs in this case is that the said E Barrow is a mere youth and this is his first offense. Theresolution was adopted by the following vote; Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. The Council then adjourned.
