Austin: Underground Wires, Gas Pumps, Water Pipes

  • Mandated Utility Wires Underground:

    Required the local telephone company (Southwestern Telegraph and Telephone Company) to install new underground conduits for its wires, cables, and conductors.
  • Paving Disputes on Red River Street:

    Directed the City Attorney to pursue legal action against specific property owners who disagreed on the costs and benefits of new street grading, paving, and guttering.
  • Major Water Infrastructure Expansion:

    Approved a $5,000 appropriation for new 8-inch and 6-inch water mains to extend the city's water service.
  • Early Automotive Business Permit:

    Granted a permit for J.T. Parker to install a gasoline tank and a curb-side pump at his business on South Congress Avenue.
  • Addressing a Loud Steam Whistle Nuisance:

    Referred citizen complaints about a disruptive 5 AM steam whistle from the Austin Electric Street Railway Co. power house to the Mayor.

Regular meeting of the City Council : Austin, Texas, October 30, 1913: The Council was called to order by the Mayor , Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Unfinished business: The Mayor laid before the Council an ordinance ordering and requiring the South western Telegraph and Telephone Company to construct certain underground conduits in the streets, alleys, and public grounds of the City of Austin, Texas; and to place its wires, cables and conductors in the same, and to connect the same with its other underground and overhead telephone construction as the same now exists or may hereafter exist. The ordinance was read the second time , and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The ordinance was read the third time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : A resolution designating owners and their property on Red River street in the City of Austin, Travis County Texas, between the north property line of East 5th street and the south property line of East 6th street who have failed or refused to agree with the City Council as to the special benefits of improvement of said Red River street and the apportionment of the cost of such improvements to be assessed against them , and directing the City Attorney to file with the County Judge of Travis County a statement thereof. Be it ordained by the City Council of the City of Austin : Whereas, the City Council has heretofore ordered the improvement of Red River street between the north property line of East 5th street and the south property line of east 6th street by grading and paving and guttering the same , and has given a notice and hearing to the owners of property abutting thereon concerning the benefits of said improvement and the amount and proportion of the cost thereof to be assessed against them ; and, Whereas, the said hearing has been held and all of said owners have been given an opportu-nity to be heard before the City Council concerning the same ; and, Whereas, others have failed or refused to agree with the City Council as to the special benefits of the said improvement and the amount and the apportionment of the cost thereof to be assessed against them and their property; 1. That the City Council does hereby designate the following owners and their property who have failed and refused to agree with the City Council concerning the said matters, to the names of said owners , the description of their property by lot and block number and address , so far as known, and the amounts proposed to be assessed against them and their property being as follows, to wit: Southwest Ty & Conduit ✓ Paving Red River St Assessments ✓ --- Page break --- 642 .Name of Owner, Lot, Block, Number front feet, Amt per Front foot.Total Mrs Sallie J Nalle, a feme sole, 1 & 8, 61, 276, $ 5. 7541, $ 1459.94 Mrs Ida Zilker and Husband, G. Zilker 5, 60, 128, $ 5.7541, 675.22 That each of said named parties is a resident citizen of and lives in the City of Austin, Texas. 2. That the City Attorney is hereby directed to file with the County Judge of Travis County, Texas, a statement hereof as provided by Section 4 of an ordinance in such cases made and provided as ad by the City Council for the City of Austin Feb 23rd 1911, and further to take such steps for the appointment of Commissioners for the determination of amounts of said assessments as are provided by said ordinance. Approved, J Bouldin Rector, City Attorney. The resolution was passed by the following vote: the Ci Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : J T Parker That permit be and is hereby granted J T Parkerto install and maintain upon Gasoline Tank his premises at 1512 South Congress Avenue a gasoline tank, with the additional privilege of extending a pipe from said gasoline tank upon his premises to the curb line in front of his premises, and to install and maintain at the curb line a gasoline pump. The whole of the work to be done under this resolution is to be done under the supervision of the Supt of Streets and Public Improvements. Be it further resolved: That this resolution is revocable at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Bartholomew off erde the following resolution : Appropriation Resolved by the City Council of the City of Austin : that the sum of Five Pipe etc. Thousand ($ 5,000.00) dollars ,or so much thereof as may be necessary, be Speedway Cameron appropriated out of the Earnings fund of the Water, Light and Power Dept, Road to purchase the necessary water pipe and pay for labor to lay an 8 inch water pipe from Lampasas street ( or Speedway) on 23rd street and thence south on East Avenue( or Cameron Road ) to connect with a 6 inch water main on that street; also to lay a 6 inch water main from 23rd street to 24th street on Trinity street. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. --- Page break --- Improvement 19th Revolution withdrawn .T he Mayor laid before the Council a communication from Citizens living in the western portion of the city, complaining of a nuisancecaused by the steam whistle at the power house of the Austin Electric Street Railway Co, which is blown at 5 o'clock every morning, which was read and referred to the Mayor at his request. Councilman Powell asked permission to withdraw a resolution introduced by him on the 16th of October 1913, ordering the improvement of a certain portion of 19th street,which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell then offered a resolution ordering the improvement of a certain part of 19th street in the City of Austin ,and approving specifications,proposal, contract and bond therefor. The resolution was read the first time and laid over . Councilman Powell off ered the following resolution : Resolution ordering the improvement of a certain part of Guadalupe street in the City of Austin, and approving specifications, proposal ,contract and bond therefor. The resolution was read the first time and laid over . The Council then recessed subject to call. Improvement Guadalupe St. November 3rd 1913. The Council was called to order by the Mayor with all members present, except Councilman Powell. Ed Eanes resignation of Policeman Councilman Anthony presented the resignation of Ed Eanes as Policeman to take effect on November 8th 1913, which resignation was accepted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Joe Costley Nominated & Confirmed Policeman Councilman Anthony nominated Joe Costley to be Policeman,vice Ed Eanes resigned, which nomination was confirmed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew & Haynes 3 Absent Councilman Powell 1 Not voting Councilman Anthony 1 Oct 30th 1913. The Council was called to order by the Mayor with all members present: C O Peterson approved temporary Plumbing Inspector Councilman Powell nominated C O Peterson, to be Chief Plumbing Inspector, during the temporary incapacity of L A Palmer, at a salary of $ 4.50 per day. The nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Not voting Councilman Powell 1 The Council then adjourned . Jno Johnson City Clerk
