Regular meeting of the City Council : Austin, Texas, November 06, 1913. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Report of Dr Krueger Health Inspector , read and referred to the City Attorney, with instructions to investigate and if thought advisable to make complaints in Recorders Court against parties mentioned. The Mayor laid before the Council the reports of The City Health Officer, the Dog Catcher, the Fire Marshal, The Engineer7& the City Marshal, which were read and ordered filed.
Unfinished business : The Mayor laid before the Council a resolution ordering the improvement of a certain part of Guadalupe street in the City of Austin , and approving specifications, proposals, contract and bond therefor, which was read the second time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council a resolution ordering the improvement of a certain part of 19th street in the City of Austin, and approving specifications proposals, contract and bond therefor, which was read the second time and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That permission is hereby granted to the Gentry Show people to occupy , on the 21st day of November 1913, such portion of East Avenue, between 7th & 8th streets as the Supt of Streets and Public Improvement may on that occasion approve , and subject to such conditions as he may exact. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That the fine and costs imposed against Stephen Glennon in cause No 8154, intoxication, in the Corporation Court in the City of Austin, Texas, and which fine and costs amount to $ 10.80, be, in view of the advanced age of said Stephen Glennon , remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That in view of the youth and fist offense of the defendant , the fine and costs amounting to $ 19.80, in cause No 8143, State of Texas vs J B Stroberg, for speeding on motorcycle, be remitted down to $ 10.00.

Councilman Anthony offered the following resolution: Be it resolved by the City Council of the City of Austin: That, in view of the youth and first offense of the defendant, the fine and costs, amounting to $ 19.80, in cause No 8143, State of Texas vs Rex Young, be remitted down to $ 10.00. the offense being speeding on motorcycle. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Culvert Blunn Branch That the Supt of Streets and Public Improvements be and is hereby authorized and instructed to build a reinforced concrete culvert over Blunn creek at its crossing of the Stone Road at the entrance of the Travis Heights subdivision. For the purpose of paying for this culvert, the sum of fifteen hundred($1,500.00) dollars is hereby appropriated out of the Permanent Paving fund. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Sidewalks W 10th St San Antonio Nueces ordered That the sidewalks and curbings along the south side of West 10th street between the West curb line of San Antonio street and the East curb line of Nueces street, be and the same are ordered constructed. The resolution was adopted by the following vote: Yeas Mayor Woolridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Transfer funds St Dept That the sum of two hundred and thirty two & 30/100 ($ 232.30 )dollars be transferred from the Permanent street fund to the General street Improvement fund for payment erroneously made out of the General street Improvement fund. The resolution was adopted by the following vote: Yeas Mayor Woolridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin: Mrs Emma Gage Damages That the sum of one hundred dollars be and the same is hereby appropriated out of the General contingent fund of the City of Austin for the year 1913, in full payment of the claim of Mrs Emma Gage against the City of Austin for damages sustained. Said Permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The first banner is to be hung from the Dillingham Shoe Storeon Congress Avenue to the trolly pole in the center of Congress Avenue . Upon said banner the words " Bieder- Wolf Union meetings at Big Tabernacle " are to be printed or painted . The streamer across 6th street is to be placed at about the intersection of 6th street and Guadelupe street , and is to be attached to the Telephone poles in that locality,.
