650 . Regular meeting; of the City Council : Austin, Texas, November 13, 1913. . The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. The Mayor laid before the Council the following reports from City Officers: Assessor & Collector, the Sexton, the Supt of Streets, Asst City Clerk, the Inspector Weights and Measures, the Treasurer, which were read and ordered filed. Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of Colorado street from the south curb line of 8th street to the north property line of 9th street. Pavement C.F. 8th-9th accepted Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving Colorado street from the south curb line of 8th street to the north property line of 9th street under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ,therefore, Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Resolution finally accepting pavement and improvement of 9th street from the west property line of Colorado street to the east property line of Lavacca street. Pavement 9th St. from Colorado to Lavaca accepted Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving 9th street from the west property line of Colorado street to the east property line of Lavacca street under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City; Therefore, Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That the following transfers be and the same are hereby made of the funds Transfer appropriation dept. Police, etc. appropriated for the expenses of the Dept of Police and Public Safety, for the purpose of balancing accounts in that department. (1) Transfer the sum of $ 70.00, from the appropriation for salaries of " Nurses and Attendants" to the salary of Head Nursein the Hospital Dept. --- Page break --- 651 (2). Transfer the sum of $3.00 from the appropriatin for " Laundress" to the appro-priation for salary of " Cook ",in the Hospital Dept. (3). Transfer the sum of 70cents from the appropriation for " Stock and Dog feed " to the appropriation for salary of " Dog Catcher" ,in the Police Dept. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Sidewalk lines Cong. Avenue 15th To 16th St ✓ That the sidewalk on the east side of Congress Avenue between 15th & 16th streets be and the same is hereby established parallel to the true property line and to the center line of said Congress Avenue. The west line of the sidewalk located under this resolution shall be so placed that it will in no instance be closer than twelve ( 12) inches to the east line of the closest trees now located on the sidewalk of said block. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : Andy McQuirter Fine remitted ✓ That the fine and costs imposed upon Andy McQuirter ,in cause No 7963, in the Corporation Court of the City of Austin, Texas, be and the same are hereby remitted, and the Clerk of the Corporation Court declared to be intitled to take credit on his accounts accordingly. The reasons moving the Council to remit the fine and costs in this case are that it believes, upon information of the Judge of the Corporation Court ,that such action will help to reform said Andy McQuirter,heretofore almost an habitual drunkard. It is also here stated ,as a part of the moving cause to the Council for its action in this matter , that the fine and costs in this cause' have already been paid by the defendant McQuirter into the hands of the Clerk of the Corporation Court , and have by him from time, to time, been turned over to the Wife and Children,.of said Defendant. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : Resolution to temporary funds repealed ✓ That the resolution of the City Council ,adopted Nov 11th, 1913, making a temporary transfer of $ 5,000.00 from the Permanent Street Improvement fund to the General Street Improvement fund be and the same is hereby repealed. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes 4 Nays Councilman Powell 1 Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin : That a temporary transfer of five thousand ($ 5,000.00) dollars from the Sanitary Sewer Earnings fund to the General Street Improvement fund is hereby made, with the express understanding that this $ 5,000.00 so transferred ,shall, immediately after the 1st day of January 1914, be transferred back from the General Street Improvement fund to the --- Page break --- 652 .Sanitary Sewer Earnings Fund. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Council then recessed subject to call. November 18th 1913. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Repairs property of That seventy five (& 75.00) dollars, or so much thereof as may be necessary, J L Costley be and is hereby appropriated out of the General Street Improvement fund of the City of Austin, Texas, to pay for such repairs and improvements as may be necessary, in the judgement of the Supt of Streets and Public Improvements, to be made upon the property of J L Costley, at the corner of Red River and 11th street in this City, growing out of change of grade in street made at that point by the City of Austin. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5. Nays none. Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: For S Rosenberg That two hundred ($ 200.00) dollars or so much thereof as may be necessary, be and is hereby appropriated out of the General Street Improvement fund of the City of Austin, to make good conditions to the property of S Rosenberg, brought about by change of grade by the City of Austin at the corner of 11th and Red River streets in this City.
