Austin: Sewer Fees, New Paving, Tax Relief

  • New Sewerage Billing:

    Property owners, not tenants, will be billed directly for sewerage connections starting January 1914.
  • Infrastructure Upgrades:

    An alley between 5th and 6th Streets was ordered paved with concrete, a contract for the work was accepted, and payment for a new sewerage lift station was approved.
  • University Tax Exemption:

    Taxes from 1910 on land donated to the University of Texas were cancelled, recognizing the institution's public benefit and use of the property.
  • Temporary Advertising Permits:

    Local businesses received permits to hang temporary cloth signs promoting Christmas or "Cost" sales.

057 Regular meeting of the City Council: An Adjourned Meeting, November 27, 1913: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & [illegible] 3. Absent Councilmen Anthony & Powell 2 On motion the Council recessed until 10 O'clock A M Nov 28th 1913. November 28th 1913: The Council was called to order by the Mayor with all members present: The minutes of the stated meeting of Nov 20th and subsequent recessed meetings were read and adopted. The Mayor laid before the Council the report of Dr S J Swift, Health Inspector which was read and ordered filed. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Sewerage Rents To be charged to property owner That on and after January 1st ,1914, service charges for sewerage connections will be charged to the owner of Property so connected and the City's sewerage Dept will look to property owners or their agents for payment of such charges and not to the tenant or occupant of the premises, The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : Paving Alley between 5th & 6th sts Brazos to San Jacinto street That the alley between 5th & 6th streets from the east side of Brazos street to the west side of San Jacinto street, and from the east side of San Jacinto street to the west side of Trinity street be and is hereby ordered to be paved with concrete paving. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and is hereby instructed to advertise Bids to be asked for paving alley for bids and arrange for paving the alley between 5th & 6th streets from Brazos to San Jacinto streets and from San Jacinto street to Trinity street with concrete pavement,in accordance with the specifications of the City Engineer attached to this resolution which specifications are hereby adopted for said alley. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : Bohn Shelby Cloth signs That the petition of the Bohn Shelby Co, to suspend and maintain for the month of December 1913, Cloth signs advertising Christmas or Cost sales,below the awning in front of and at the ends of the awning over the sidewalk at their place of business ,221-223 east 6th street ,be and is hereby granted. Said signs are to be 18 X 20 inches in width and sus-pended at least 9 feet above the sidewalk. --- Page break --- 658 . Be it further resolved : That this permit is revocable at the pleasure of the City Council . The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin : That permit be and is hereby granted to L. Lowenstein to erect and maintain at his place of business, at 217 East 6th street ,for the period of 30 days ,or so much of said period as may be desired, a cloth sign 3 feet wide by 22 feet long,bearing suitable inscriptions thereupon of cost or Christmas sales. Said sign is to be suspended in front of the awning over the sidewalk at his place of business and parallel with the sidewalk. Be it further resolved : That this permit is revocable at any time in the pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That the sum of $ 16.95, be and the same is hereby transferred from the Street Improvement fund to the permanent Street fund,to re-imburse the said Permanent Street fund for an amount erroneously paid from that fund ,which should have been paid out of the Street Improvement fund. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell submitted a communication a (3), stating that the specifications for the Bitulithic paving work on 19th street from the west side of Lavaca to the west line of Guadalupe,and on 19th street from the weast line of Guadalupe to the East line of Rio Grande street ,and from Guadalupe street from 19th street to north side of 24th street , will be the same as those previously submitted for Lavaca street between 4th & 19th streets. The communications were read ,but no action taken on same. The Mayor laid before the Council an ordinance levying taxes for the year 1913, The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : In consideration of the facts that the gift to the University by Geo W Brackennrd -ridge on June 17th 1910, of 127.4 acres of the D J Gilbert survey and 66 acres out of the Geo W Spear survey is a generous gift for the principal literary institution of the State,which institution is located in this City, and through its location here is a large benefit pecuniarily, and otherwise, to the Citizens o of Austin; and, In consideration of the fact that the University of Texas is a part of the State of Texas and not amenable to any proceeding on the part of the City of --- Page break --- 659 Austin to enforce a claim against the State University; and, In consideration of the fact that the property herein above described is devoted to public uses and therefore not amenable to municipal taxation; Be it resolved by the City Council of the City of Austin : That the taxes for the year 1910 of $ 138.00 against the 127.4 acres out of the D J Gilbert survey, and the $ 70.90 against the 66 acres out of the Geo W Spear survey, be and the same are hereby remitted to the University of Texas and cancelled upon the tax rolls of this City. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the machinery and equipment for the sewerage lift station at 4th and Rio Grande streets be received and the contract price of $ 2,900.00 for the furnishing and installation of this machinery ,be and is hereby ordered paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor; December 1st 1913. The Council was called to order by the Mayor with all members present: Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin: That the nomination of Tom Allen (Colored) to succeed Jno Gaines (Colored ) deceased, be and the same is hereby confirmed. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That the resignation of Andy Byas as Policeman ,be and the same is hereby accepted . Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin : That the nomination of Tobe Cloud made by Councilman W B Anthony, to be Policeman in place of Andy Byas,resigned, be and the same is hereby confirmed. Mayor Wooldridge offered the following resolution: Whereas, Jno O Johnson ,City Clerk, and Milton Morris ,Assistant City Clerk, are both out of the City of Austin at this time; and, Whereas, emergencies of the City Government require that public documents be signed or attested by some one acting in the capacity of the City Clerk and with the legal authority as such; therefore, Be it resolved by the City Council of the City of Austin: That E H Warner be and he is hereby elected ,upon the nomination of Mayor Wooldridge, Assistant City Clerk ,pro tem, for the period of 10 days with the powers and duties of such. The resolution was adopted by the following vote : Yeas Councilmen Anthony, Bartholomew, Haynes & Powell 4 Not voting Mayor Wooldridge 1 Approved, A P Wooldridge, Mayor. December 3rd 1913. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the bid of D E Metcalf to pave with concrete paving the alley between 5th & 6th streets and from Brazos to San Jacinto streets ,in this City ,at $ 1.199per square yard, be and the same is hereby accepted. O E Metcalf bid for Paving Alley Accepted Be it further resolved: That the work to be done under this contract as thus awarded is to be done in accordance with plans and specifications prescribed by the City Engineer,and is to secured by a good and solvent bond in the sum of $ 500.00.
