061 Regular meeting of the City Council, Austin, Texas, December 04, 1913:
The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. Mayor Wooldridge, Offered the following resolution : Whereas, S A Woolsey, M D, City Health Officer, and R W Murray, M D Asst City Health Officer, report the epidemic prevalence of Diptheria in this City, and suggest the danger Moving picture of contagion to individuals who frequent places of public amusement ; now, therefore, Shows the Be it resolved by the City Council of the City of Austin : Fumigated That the Hancock Opera House and all moving picture shows in this City be and the same are ✓ hereby ordered and directed to be fumigated under the supervision of the Health Dept of the City of Austin at least once a month , the expenses of such fumigation to be borne by the owners or occupants of the buildings used for theaters or moving picture shows. Councilman Haynes offered the following resolution : Whereas, it appears that through oversight $2.81 the same being commission on one-fourth of one percent upon $ 1,125.00.dispersed by the Chase National Bank, on July 1st 1913, to Appropriation to the holders of 27 certificates for interest coupons owing by the City of Austin tin purchase Pay Coupon Interest of the property of the Austin Sewerage Co; now, therefore, repayment Be it resolved by the City Council of the City of Austin : ✓ That $ 2.81 be and is hereby appropriated out of the Sanitary Sewer Earnings fund in payment of the above debt. The Council was called to order by the Mayor with all members present: Councilman Anthony offered the following resolution : Whereas, it appears that A U Scott, was convicted of intoxication on the 5th day of Dec 1913, in cause No. 8223, Corporation Court of the City of Austin, Texas, and fined $ 14.00 including costs ; and,

Whereas, it appears that A O Scott was a stranger in the City at the time of the offense complained beyond were hilarious at some love ceremonial , but who was not otherwise offensive; and, Whereas, the Asst City Attorneywho prosecuted said A O Scott for the offense herein above charged , recommends the remittal of the above fine and costs: Now, therefore: Be it resolved by the City Council of the City of Austin: That the fine and costs in cause No 8223, State of Texas vs A O Scott, be and the same is hereby remitted, and the Clerk of the Police Court declared entitled to take credit upon his accounts accordingly. December 6th 1913 The Council was called to order by the Mayor with all members present, except Councilmen Bartholomew & Haynes : Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the Austin Gas Light Co be and is hereby permitted to connect the Sewer line from their plant to the City's Sewer main on East Avenue opposite the alley between 3rd & 4th streets under the following conditions: That the Austin Gas Light Co agrees to remove from their sewage , when so ordered by the City Authorities ,all Oil, Tar ammonia, chemical compounds or substances which may be detrimental to the action of the Sewage disposal plant or to the plant itself: That the Austin Gas Light Co agrees to pay for sewer service for their plant the sum of $ 50.00 per annum,quarterly in advance. That this permit may be revoked at any time by action of the City Council should the said Austin Gas Light Co fail ,in any manner, to comply with the foregoing conditions. The following reports of City Officers were presented, read and ordered filed ,viz: The Matron City Hospital, the City Health Officer, The Marshal & the Assessor & Collector The mayor laid before the Council the petit ion of Frank De Lashmutt , for permission to erect a sign in front of his place of business 608 Congress Avenue, together with the report of the Asst Supt of the Water & Light Plant, on same.
Mayor Wooldridge moved that the Petition be NOT granted, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Dillingham Shoe Co Sign ✓ The Mayor laid before the Council a Petition from the Dillingham Shoe Co for permission to erect a sign in front of their place of business on Congress Avenue, which was read and referred to the Ast Supt Water & Light Plant.
Sidewalks Nowlin Addlin Width fixed ✓ The Mayor laid before the Council a petition from Citizens asking that the width of sidewalks in the Nowlin Addition be 3 feet ,instead of the regular width. Mayor Wooldridge offered an ordinance authorizing certain sidewalks in Nowlan addition to the City of Austin to be 3 feet wide. The ordinance was read the 1st time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge, Councilman Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin : Interest Overdrafts General Fund ✓ That forty & 22/100 ( $ 40.22) dollars be and the same is hereby appropriated out of the general contingent fund of the City of Austin, to pay for interest on overdrafts in the general fund for the month of November 1913.
