. Regular meeting of the City Council: Austin, Texas, Juny 29th 1914. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted. Unfinished business: The Mayor laid before the Council a resolution ordering the pavement of Lavacca street from 6th to 7th streets and approving specifications, proposals, contract and bond therefor, which was read the second time and passed by the following vote: Lavaca st 6th to 7th approved ✓ Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following ordinances, which had been read the 1st time on the 22nd of January 1914. and laid over until this meeting: viz: An ordinance levying an assessment for the payment of part of the cost of improving Lavacca street from 11th to 13th streets: An ordinance levying an assessment for part of the cost of improving Lavacca street from 13th to 19th streets: An ordinance levying an assessment for the payment of the cost for Cost of Lavaca West 19th st. Lavaca Cost Paving University Ave appro 4 ordinances passed ✓ improving West 19th street from Lavacca street to Congress Avenue: An ordinance levying an assessment for payment of part of the cost of improving University Avenue from the north line of 19th street to the north curb line of 21st street. These ordinances were taken up seperately, and a motion made in each case to suspend the rule and place them on their third reading and final passage, which motion prevailed in each case, by the unanimous vote of the Council. The ordinances were then taken up and read the third time, and each passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council his budget for the Water, Light & Power Dept for the year 1914, which was introduced and read at the regular meeting held January 22nd 1914, and laid over until this meeting. The Mayor laid before the Council the following resolution: Budget for Water Light & Power Plant for 1914 approved ✓ Resolved by the City Council of the City of Austin, Texas: That the budget of the Mayor of the City of Austin of the Water, Light & Power Dept of said City for the year 1914, appropriating altogether Four hundred and fifty three thousand, six hundred and forty dollars and thirty three cents ($ 453, 640. 33), be and the same is hereby adopted and approved; and Be it further resolved: That the appropriations in said budget recommended by the Mayor are hereby made. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That from and after February 1st 1914, day laborers shall be paid in the various departments of the City Government at the rate of two dollars ($2.00) per day for 8 hours work; Provided, that this resolution shall only apply to men who have been in the employ-ment of the City as day laborers for the period of at least six months; And provided further, that in choosing day laborers preference shall be given in all instances to permanent citizens, where practicable to do so ,to heads of families The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Bills for various houses sold by City accepted ✓ That the bids of the parties named below for the buildings described below and at the prices stated below be and the same are hereby accepted . The houses hereby sold by the City Council to the individual purchasers of the same are the houses at present located upon property bought by the City of Austin for the exten-sion of its cemetery east of the present Oakwood cemetery. The house at 1014 East 14th street in this City is hereby sold to Mrs S L Dederick at the price of one hundred and twenty five dollars ($ 125.00) . The house at 1700 Concho street is hereby sold to J A Smallat the price of two hundred dollars ($ 200.00) . The house at No 1705 Concho street is hereby sold to R E Thompsonat the price of four hundred and twenty five dollars ($425.00). The house at 1712 Concho street is hereby sold to Lizzie Larimore at the price of Thity seven dollars and fifty cents ($ 37.50).

The house at 1403 East 19th street is hereby sold to L N Goldbeck ,agent, at the price of two hundred and fifty dollars ($ 250.00). Councilman Bartholomewoffered the following resolution : Resolved that the following unexpended balances in the budget for the Water , Light and Power Dept for the year 1913, viz: $ 278.52 for Office salaries, $ 1,541.42 for account of rebuilding the Dam, $ 297.65 for Plant salaries, $ 975.00 for electric lines, $ 552.83 for Oil & Waste , $ 59.58 for insurance on buildings $ 527.00 for damages and costs , $999.53 for lighting system for University Avenue & 19th street, $ 25.00 for Keeper reservoir, $ 5.256.03 Total. be transferred to appropriation for temporary labor for Plant and Lines. Resolved further: That the following amounts expended in 1913,in addition to appropriation in the budget, be approved: $ 1,106.94 for temporary labor for plant and lines, $ 718.27 for machinery and equipment , $ 3,410.45 for fuel, $ 550.50 for unloading fuel, $ 119.47 for liability insurance, $ 261.70 for printing & Postage, $ 17,464.35 for purchase of material, $ 1.793.59 for buildings and grounds, $ 3,348.29 for incidental expenses, $ 48.45 for miscellaneous items.

C07 .Now Therefo re: Be it resolved by the City Council of the City of Austin: That the fine of twenty ($ 20.00) dollars imposed in each of the cases enumerated below is hereby reduced from twenty ($ 20.00) dollars to ten ($10.00) dollars : No 8293, City of Austin vs J W Kallgren, Jr No 8295, City of Austin vs Wilber Adams; No 8297, City of Austin vs Lioneal Croisdale; No 8292, City of Austin vs Ray Griffin; And be it further resolved by the City Council of the City of Austin : That whereas in the case of the City of Austin vs Lional Croisdale, No 8297, and in the case of the City of Austin vs J W Kallgren, Jr, No 8293, the fines and costs have been collected by the Police Clerk and deposited with the City Assessor and Collector of this City ; Now Therefore resolved by the City Council of the City of Austin that twenty ($ 20.00) dollars be and the same is hereby appropriated out of the General Contingent fund of the City of Austin for the year 1914 to cover a refund of ($ 10.00) dollars on account of fines imposed in each of these cases . The Council was called to order by the Mayor, with all members present: Councilman Powell offered the following resolution : be it resolved by the City Council of the City of Austin : That the City Treasurer be and is hereby instructed to transfer the sum of Transfer of funds from genl. fund to sanitary sewer fund. ✓ seventy two dollars ($ 72.00) from the General fund to the Sanitary Sewer Earnings Fund. February 4th 1914. The Council was called to order by the Mayor, with all members present: The Mayor laid before the Council the following resolution : Whereas, Policeman H W Owen was charged before the City Council with conduct unbecoming an Officer, in that he was charged with having cursed and ✓ struck one J B Mix, in the Corporation Court Room of the City of Austin, Texas, after a trial had in said Court on the 2nd day of February, 1914; and Whereas, after a full hearing of testimony in an investigation held by the City Council ,based upon charges made against said Officer Owen, the City Council did not deem the facts warranted said Officer Owens in the language he used or in the assault made ,but on the contrary , deemed the acts of said Officer Owen to be a breach of proper Official conduct. Now, therefore, Resolved by the City Council of the City of Austin: That in punishment to said Officer Owen for the acts charged and proven against him, he be ordered reprimanded by the Mayor of this City; and further, that he be suspended from service and pay as a Policeman for the period of two weeksfrom and after this, the 4th day of February, 1914.
