Austin's New Gasoline Rules, Paving, Tax Relief

711 Regular meeting of the City Council: Austin, Texas, February 26, 1914. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The minutes of the last regular and subsequent recessed meetings were read and adopted: Unfinished business: The Mayor laid before the Council an ordinance Regulating the storage and handling of Gasoline and other volatilesand inflammable liquids, within the City of Austin, and providing penalties. The ordinance was read the third tXxXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXX Mayor Wooldridge offered the following amendment: Amend the ordinance, by adding after Sec 10, the following: " Section 11 . The provisions of this ordinance shall not be held to apply to cases where individuals , firms or corporations receive and store gasoline, naphtha, or other volatile and inflammable liquids in steel tanks mounted upon steel framesor brick supportslocated under authorization of the City Council ; nor shall this ordinanceapply to private garages." The amendment was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Mayor Wooldridge moved to amend the ordinance further by striking out in Sec 11, of the old ordinance, the following ," Section 12", which resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The ordinance as amended was then passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: That five ($5.00) dollars be and is hereby appropriated out of the Sanitary Sewer Earnings fund as a refund to the Texas Plumbing Co for an overpayment made by said Company into the Sanitary Sewer Earnings fund on Feby 23rd 1914. ordinance for storing gasoline & amended & passed The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The Mayor laid before the Council the following resolution: Whereas, it appears from the attached affidavit of W B Haston, that the improvements on Lots Refur to Texas Plumbing Co 6 & 7, in block "A", of Outlot 39 Div "O", Driving Park Addition to the City of Austin, Texas, were in ignorance assessed by his Brother-in-law, one J W Freeman, who is a joint owner of said property, at more than twice their valueand more than twice their actual cost, which does not, if at all exceed $ 500.00 in value, as this Council is informed and believes. Now, therefore, Resolved by the City Council of the City of Austin: Assess W.B. Haston Reduced Cancelled That the rendition and assessment of the value of the improvements on the above described property at one thousand and one hundred($ 1,100.00) dollars is hereby changed and reduced --- Page break --- 712 to the sum of five hundred ($ 500.00) dollars, and the former assessment against said improvements of the value of one thousand one hundred ($1,100.00) dollars is hereby cancelled and annulled. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The Mayor laid before the Council the following resolution : to C E Spurlin Whereas, it appears from the attached affidavit of C E Spurlin that two thousand annex cancelled one hundred ($ 2100.00) dollars of credits ,appraised at one thousand six hundred and eighty (1,680.00) dollars ,were assessed against him for the year 1913; and Whereas, it appears in said oath that said credits ,which were in the nature of a mechanics lien against one Hugh H Cullen, were by him, the said Spurlin, trans -ferred to the Calcasieu Lumber Companyimmediately upon their execution,and prior to the 1st day of January 1913. Now, therefore, resolved by the City Council of the City of Austin: That said assessment of credits against said C E Spurlin,in the amount of one thou-sand six hundred and eighty ($1,680.00) dollars be and the same is hereby cancelled and annulled. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin : appropriation for That the sum of $ 22,000.00 , or so much thereof as may be necessary, be water pipe for East appropriated out of the Earnings fund of the Water ,Light & Power Department to Austin purchase 14 inch cast iron pipe and other material to lay a water main through the eastern portion of the City ,from 19th street to connect with the 20 inch water main near the State Lunatic Asylum. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 March 3rd 1914. The Council was called to order by the Mayor with all members present: Councilman Haynes presented the following resolution : Resolved by the City Council of the City of Austin : That the sum of three dollars and forty six cents ($ 3.46) be and the same is hereby appropriated out of the Sanitary Sewer Earnings fund in payment of interest on overdraft in said fund for the month of February 1914. appro for interest The resolution was adopted by the following vote : on overdraft Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Haynes offered the following resolution: Resolved by the City Council of the City of Austin : That the sum of eighty two dollars and sixty six cents ($ 82.66) be and the same is hereby appropriated out of the General contingent fund of the City of Austin --- Page break --- Paving West 8th St. Cong to Colo ordered Paving west 8th St. Colo to Lavaca ordered Paving west 6th St. ordered in front of City's property at City's cost recorded. 713 for the year 1914, in payment of interest on overdraft in the General fund for the month of February 1914. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to have West 8th street from Congress Avenue to Colorado street paved with Bitulithic pavement ,with a roadway of 40 feet ,and upon a 9 ½ per cent grade. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nay Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to have West 8th street from Colorado to Lavaca street paved with Bitu-lithic pavement , with a roadway of 40 feet, and upon such practicable grade as the City Engineer may direct. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin : (August 3, 1914) That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to have paved with Bitulithic pave ent and, if necessary, at the City's cost in front of the following described properties on West 6th street in this City ,to-wit: Mrs Rosa Klein, Lots 7& 8, Block 1, Raymond Plateau, A Sub Division of Out lot 11, Division "Z". Frontage 104.36, Cost $ 412.88. Mrs Margaret J Raymond, 200' in width off of the South end of Block "D"in Raymonds Sub Division of Out lot 2 Div "Z",fronting south 300'on West 6th street Frontage 300. $ 1,186.89 Meyer London, Part of Out lot 2, Div "Z",fronting south 120' on West 6th street, 120, $ 474.75 And be it further resolved: That the Supt of Streets and Public Improvements , in the event that the paving hereinabove ordered to be done at the City's cost ,then and in that event he shall proceed to take judgement against the parties hereinabove named for the value of the street --- Page break --- 714 paveing hereinabove ordered to be done, and record said judgementagainst the several parties hereinabove named . Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin : appr. for services of H.H. Criswell Nurse Public Schools ✓ That thirty five ($35.00) dollars be and the same is hereby appropriated out of the general contingent fund of the City of Austin for the year 1914, in payment of the City's part ,per agreement, of charge for services rendered to the Austin Public Free Schools by Mrs H H Criswell as Nurse to the Public Free Schoolsfor three and one-half months , beginning November 15th 1913, and ending March 1st 1914. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew,Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Whereas, it appears from the opinion of the City Attorney,Mr J Bouldin Rector, attached to this resolution and by reference made a part of it,That, in his judgement, the securities of the Scottish American Mortgage Company ,LTD, at times temporarily in this City , where said securities are from time to time sent for collection as the same mature, are not credits permanently in this City, and therefore, not properly ,for this and other reasons, the subject of local municipal taxation. Now, Therefore; Resolved by the City Council of the City of Austin : Scottish American Mortgage Co. Ltd. Assest cancelled ✓ That the credits of the Scottish American Mortgage Company ,LTD, for the year 1912 in the amount of seventy seven thousand four hundred and eighty two dollars ($ 77,482.00) assessed at eighty cents on the dollar, and thereby amounting to sixty one thousand nine hundred and eighty five dollars ($ 61,985.00),and credits assessed against the Scottish American Mortgage Company LTD, ,for the year 1913, in the amount of ninety nine thousand six hundred and twelve dollars($99,612.00), assessed at eighty cents on the dollar ,and at said assessment amounting to seventy nine thousand six hundred and eighty nine dollars ($ 79.689.00),be and the same are hereby cancelled and annulled and ordered struck from the assessment rolls of the City of Austin for the years 1912 and 1913,respectively. Councilman Haynes offered the following resolution: Resolved by the City Council of the City of Austin : appr to pay bill of O.P. Bonner for 2 copies poll tax lists 1914 ✓ That forty dollars($40.00) be and is hereby appropriated out of the general contingent fund of the City of Austin for the year 1914, to pay the bill of O P Bonner for furnishing the City of Austin two copied of the Poll tax lists of the City of Austin for the year 1914. In the year 1913, 4,703 poll tax receipts and exemption certificates were issued for voters inside of the corporate limits of this City. For the year 1914, --- Page break --- 7,888,poll tax receipts and exemption certificates were issued for voters within the corporate limits of the City of Austin .The increase in qualified voters for 1914 over 1913 is 3.195 Theresolution was adopted by the following vote°: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
