722 Mrs M E Gooch assessment cancelled Tuesday, March 12, 1914. The Council was called to order by the Mayor with all Councilmen present. The Mayor presented the following resolution: Whereas, J. Gregg Hill, Special Tax Collector for the City of Austin, Texas, certifies that Mrs. M. E. Gooch was erroneously assessed $500.00 as cash on hand for the year 1913. Now Therefore, RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said assessment of cash against the said Mrs. M. E. Gooch for the year 1913 be and the same is hereby cancelled and annulled. The resolution was adopted by the following vote: Yeas - Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Councilman Haynes moved that the Assessor & Collector be and is hereby authorized to correct the assessment in accordance with statement by J. Gregg Hill, attached to said resolution and to take credit therefor. The motion prevailed by the following vote: Yeas - Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Council then adjourned. City Clerk. Present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The minutes of the last regular and subsequent recessed meetings were read and adopted. The report of the Water & Light Department for the month of December, 1913, was presented , read and ordered filed. The following reports for the month of February, 1914, were presented, read and ordered filed. City Physician, City Marshall, P. S. Spiller Cashier, Sewer Earnings fund. Also P. S. Spiller, cashier, Sewer Earnings fund from April 1st, to Dec. 31, 1913. The Mayor introduced the following Resolution: Whereas, Fred C. Von Rosenberg is the present owner of certain lots in the City of Austin described in suit No. 28752, pending in the District Court of Travis County, Texas, 53rd Judicial District , which lots are in arrears for taxes, and which lots had been sold to him, the said Fred C. Von Rosenberg, under tax sale F. Von Rosenberg's taxes reduced & paid & deed issued by City to certain property in a suit wherein the State of Texas was plaintiff for itself and the County of Trav is ; and Whereas, the said Fred C. Von Rosenberg proposed in adjustment of the taxes owing the City against said lots to pay the principal of said taxes for the year 1910, taken as a typical year, and to multiply the taxes owing for 1910; said taxes being in arrears for fourteen years, by fourteen, which will give $143.78 as the principal of said taxes; and Whereas, the said Fred C. Von Rosenberg proposed to pay in addition to said of $143.78, the sum of $54.68 for interest on the deferred payments of said taxes and; --- Page break --- 72:3 Wheron, the said Fred C. Von Rosenberg in addition to pay'ng the previously stated sum of $148.78 of said principal and the previously stated sum of $54.68 interest on said taxes in arrears, proposes also to pay the sum of $5.63 penalties upon said sum of taxes in arrears, giving a total of all amounts to be paid by him of $204.09. Now Therefore: Resolved by the City Council of the City of Austin, acting herein under the advice of the City attorney who states that for some years the value of said property was greatly over assessed. That upon payment by the said Fred C. Von Rosenberg of the sum of $204.09 for principal, interest and penalties for taxes against the properties described in said proposal of adjustment, the City of Austin will release and quitclaim all right, title interest and claim for taxes which it may have in and to the properties described in said petition and proposal of adjustment, and the Mayor of the City of Austin, upon payment of said sum of $204.09 is hereby authorized to execute a quitclaim deed to the said Fred C. Von Rosenberg of the City's title in said property. The resolution was adopted by the following vote: Yeas - Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Mayor presented the following resolution: That the regular assessment roll of the City of Austin for the year 1913 and yielding an estimated General Revenue Tax of $215,919.90 and an estimated School Tax of $71,973.28 and an estimated Interest and Sinking Fund of $107,959.97, or a total estimated tax for said year 1913 of $395,853.15, be and the same is hereby approved by the City Council of the City of Austin, Texas. AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the special supplemental tax roll of the City of Austin for the year 1913 yielding an estimated General Revenue Tax of $4001.47, an estimated School Tax of $1,333.82, and an estimated Interest and Sinking Fund Tax of $2,000.67, or a total estimated tax on said supplemental roll of 1913 of $7,335.96, be and the same is hereby approved by the City Council of the City of Austin, Texas. AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the special supplemental tax roll of 1912 on the 1913 roll and yielding for General Revenue purposes an estimated tax of $1,541.71, and an estimated School Tax of $571.01 and an estimated Interest and Sinking Fund Tax of $736.59, or a total estimated tax for said special supplemental roll of 1912 on the 1913 roll of $2,849.31, be and the same is hereby approved by the City Council of the City of Austin, Texas. The resolution was adopted by the following vote: Yeas- Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Mayor offered the following resolution: Resolved by the City Council of the City of Austin; That in appraising credits for assessment purposes, the Assessor and Collector of Taxes of this City be and he is hereby instructed to appraise, value and assess said credits at eighty per centum of their face or par value. Walker, Manager and Lessee of the Hancock Opera House, be and is hereby, with the consent of the owners of the property in front of which cloth or paper signs are to be placed, authorized to suspend such or paper signs of about the dimensions of twelve inches by three, four or five feet, which signs must be at least eight foot above the sidewalk and must positively be removed on or before April 21st, 1914. This permit is temporary and must be so received by the said George H. Walker, Manager and Lessee of the Hancock Opera House, and may be cancelled at any time in the judgment and pleasure of the City Council. The resolution was adopted by the following vote. Yeas- Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Mayor introduced the following resolution: P. Vaudauris Assess Cancelled ✓ Whereas, it appears from the attached affidavit of Peter Vaudauris that he did not own any manufactur's tools, implements or machinery in the amount of $200.00, or any other sum, on the 1st day of January, 1913, but that the placing of an assessment against said tools on that date in the amount of $200.00 was an act of gross ignorance on his part. Now, therefore, RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment of $200.00 against Peter Vaudauris for personal property for the year 1913 be and the same is hereby cancelled and annulled. The resolution was adopted by the following vote. Yeas-Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Councilman Haynes offered the following resolution: That the Assessor & Collector be and is hereby authorized to cancell the above assessment of $200.00 rendition of Peter Vaudauris for 1913 as erroneous in accordance with above affidavit and to take credit for same. The resolution was adopted by the following vote: Yeas- Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Mayor introduced the following resolution: Besserer & Marshall sign ✓ That the Besserer & Marshall Amusement Company be and is hereby, with the consent of the owners of the property in front of which cloth or paper signs are to be placed, authorized to suspend such cloth or paper signs of about the dimensions of twelve inches by three, four or five feet, which signs must be at least eight foot above the sidewalk and must positively and absolutely be removed on or before Apirl 21st, 1914. The Council was called to order by the Mayor with all Councilmen present. The Mayor presented the following resolution: That the sum of Two Hundred and Fifteen Dollars ($215.00) be and is hereby appropriated out of the General Contingent Fund of the City of Austin in the part payment to J.D. Copeland of a lot of Ground 15 feet by 128 feet out of the Eastern part of Lot No. 1, and East 30-½ feet of Lot No. 2 in subdivision of Outlot No. 4, Division "E", of the City of Austin, Texas, purchased by the City of Austin for alley purposes. The resolution was adopted by the following vote: Yeas-Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Mayor introduced the following resolution: That the sum of One Hundred Dollars ($100.00) be and the same is hereby appropriated out of the Sanitary Sewer Fund of the City of Austin in part payment of a tract of land 15 feet by 128 feet out of the Eastern portion of Lot No. 1 and East 30-½ feet of Lot No. 2 in Subdivision of part of Outlot No. 4, Division "E". The resolution was adopted by the following vote: Yeas-Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The Council then adjourned. City Clerk. The reading of the minutes of the last regular & subsequent recessed meetings of the Council was postponed until the next regular meeting of the Council. The following resolution which was read first time March 5th, 1914, was taken up and read: Resolved by the City Council of the City of Austin: That Seven Thousand, Four Hundred and Fifty-seven Dollars and Thirty-one Cents ($7,457.31) be and the same is hereby appropriated out of the unapplied balance in the Permanent Street Improvement Fund to pay the City's part for paving with bitulithic pavement West Eighth Street from Congress Avenue to Colorado Street, and to defray the cost of the additional necessary expenses incidental to this work.
