751 Regular meeting of the City Council : Austin, Texas April 09, 1914. The Council was called to order by the Mayor: Roll called : Present, Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The minutes of the last regular and subsequent recessed meetings were read and approved.
Reports of City Officers : The Mayor laid before the Council the following reports of City Officers which were read and ordered filed, viz : The Assessor & Collector of taxes, the City Health Officer, the Matron of the hospital, Dr Swift, Health Inspector, 7 the Fire Marshal. Councilman Powell offered the following resolution : Whereas, If the curbs on 17th street between San Jacinto street and Waller creek are placed on lines leaving only a 30 foot roadway , the ditched which are necessary will leave the roadway too.narrow; and Whereas, this portion of the street has no outlet on the east ,making it necessary to leave the roadway wide enough for vehicles to turn; Therefore Be it resolved, by the City Council of the City of Austin , Texas, that the curb curb lines 17th st fixed lines on 17th street from San Jacinto street to Waller creek be and the same are hereby ordered to be placed in the same line as those now existing between Brazos and San Jacinto streets , which will leave a roadway approximately 35 feet in width. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of the north side of 19th strestreet from Lavaca to Guadalupe street . Paving 19th Lavaca Guadalupe accepted work Paid - Tex. Bit. Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving the north side of 19th street from Lavaca to Guadalupe street, under contract with the City and that the work has been fully done in strict accordance with the said contract and specifications adopted by the City, Therefore : Be it resolved by the City Council of the City of Austin, Texas: That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of the East side of Guadalupe street Paving Guadalupe st accepted Forder paid Tex Bit Co from 19th to 24th street.: Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving the east side of Guadalupe street from 19th to 24th streets,

752 .under contract with the City and that the work has been fully done in strict accordance with said contract and specifications adopted by the City , Therefore: He it resolved by the City Council of the City of Austin,Texas : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. Councilman Haynes offered the following resolution : Whereas, it appears from the attached affidavit of August Kunz that he was twice assessed for substantially the same credits for the year 1913. Now, therefore, A Kunz cancelled ✓ Resolved by the City Council of the City of Austin: That the assessment of Nine hundred twenty dollars ($ 920.00) credits against the said August Kunz for the year 1913be and the same is hereby cancelled and annulled The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4. Absent Councilman Bartholomew 1 The Mayor laid before the Council the followinf resolution : Resolved by the City Council of the City of Austin : That the attached addenda to locate specifications for the City Hospital, now being built by the City of Austin on Block No 166 ½,be and the same are hereby accepted City Hospital plans adopted ✓ and adopted by the City Council of the City of Austin. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution : Whereas, it appears from the attached affidavit of Jud S James,husband of Mrs Constance James, that she owed more interest bearing obligations on the 1st day of January ,1913, than she had notes due her. Now, therefore, Resloved by the City Council of the City of Austin : That the credits assessed against Mrs Constance James on the 1st day of Jud S James Assid cancelled ✓ January 1913, amounting to $ 480.00 ,be and the same are hereby cancelled and annulled . Theresolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays none. Councilman Powell offered the following.XXXXXXXXXordinance. An ordinance accepting the dedication of a public street out of a certain parcel Changing street requal [illegible] ✓ of land conveyed by W A Harper to the City of Austin and agreeing to keep open and permanent maintain said street and vacate Leander street , all in the City of Austin, Texas. The ordinance was read the first time and laid over for one week.

Councilman Anthony offered the following resolution: Whereas, it appears that H C Mears, who was fined fourteen dollars and eighty cents ($ 14.80) on the 6th day of April 1914, for exceeding the automobile speed limits in this City, was at that time a comparative stranger in this City and not familiar with the speed limit laws of this City, and this was his first offense. Now, Therefore: Resolved by the City Council of the City of Austin that the fine of fourteen dollars and eighty cents ($ 14.80 ) imposed in this case be and is hereby remitted; and it appearing to the City Council that the fine and costs imposed in this case having not yet been deposited with the City Assessor & Collector, therefore,
Resolved by the City Council of the City of Austin: That the Clerk of the Police Court be and he is hereby authorized to refund said fourteen dollars and eighty cents ($ 14.80 ) to the said H C Mears, taking his receipt therefor. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent: Councilman Bartholomew 1
