775 Regular meeting of the City Council : Austin,Texas, May 07, 1914: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Absent None. The minutes of the last regular and subsequent recessed meetings were read and approved : Reports of City Officers: The Mayor laid before the Council the following reports of City officersfor the month of April 1914, which were read and ordered filed : viz: The City Marshal, the City Assessor & collector, the Treasurerand the City Engineer Mounted Policeman resigned ✓ Councilman Anthony presented the resignation of H W Owen, as Mounted Policeman, to take effect May 10th 1914. The resignation was accepted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. A. H. VonRosenberg appointed policeman ✓ Councilman Anthony nominated Mr A H VonRosenberg to be Mounted Policemanvice H W Owen resigned, which nomination was confirmed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 Policeman Owen leave of absence ✓ On motion of Councilman Anthony leave of absence was granted to Policeman Owen until May 10th 1914. Councilman Powell presented the following Resolution : A resolution finally accepting pavement and improvement of Lavacca street from 6th street to 7th street: Paving Lavacca st accepted ✓ Whereas , the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving Lavacca street from 6th to 7th street ,under contract with the City and that said work has been fully done in strict accordance with the said contract and specifications adopted by the City, Therefore, Be it resolved by the City Council of the City of Austin, Texas : Th t the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. 777 The Mayor laid before the Council the following resolution : Whereas, it appears to the City Council of the City of Austin from the attached state-ment from W L Eyres, Official Sign Inspector, that the proposed electric light sign of S. Greenburg Elec Sign ✓ S Greenberg at 709 Congress Avenue is in all things in conformity with the law, rules and regulations of this City. Now, therefore, Resolved by the City Council of the City of Austin : That a permit be and is hereby granted to the said S Greenberg to hang an electric light sign above the awning at 709 Congress Avenue ; the work under this permit to be done under the supervision of the Electric Sign Inspector of this City . Be it further resolved by the City Council of the City of Austin : That this permit is revocable at any time in the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Jno Partelle Deed for property Sold for taxes ✓ Inasmuch as the City Attorney of the City of Austin advises that the Costs of the Court amounting to $ 21.08, in a cert ain suit against John Portelle and Theodore Portelle, judgement for which was had on the 6th day of August ,1895, for the taxes for the year 1893, are barred by the Statute of Limitation, Now, therefore, Resolved by the City Council of the City of Austin: That upon the payment of all taxes ,interest and penalties,due on lots 1 & 2, Block1, Outlots 72 & 73 Div"B",Bridgeview Addition to the City of Austin,Texas, said costs amounting to $ 21.08, be and the same are hereby remitted , and the Mayor is hereby author-ized and instructed to execute a quit claim deed to said premisesupon payment of all taxes interest and penalties, and other costs, if any, accrued against said above named property. The Mayor laid before the Council the following resolution: Whereas, S R Evans has agreed with the City of Austin to adequate sprinkle ,and by adequately sprinkling is meant to sprinkle not less than twice daily ,Congress Avenue from the north end of the Bridge across the same,and along the Dykes across the Colorado RiverValley at the foot of Congress Avenue,continuously to the corpo-rate limits of the City of Austin on the south; and to sprinkle not less than twice daily Lampasas street, or the Speedway,from 19th street to 39th street in Hyde Park, for the price of one hundred dollars ($ 100.00) per month and City water sufficient to adequately sprinkle said Avenue and Speedway. Now, therefore, Resolved by the City Council of the City of Austin: That the sum of six hundred dollars ($ 600.00) be and is hereby appropriated out of the General Contingent fund of the City of Austin for the current year to pay the said S R Evans for sprinkling from May 10th 1913, to November 10th 1914,at the rate of one hundred dollars ($ 100.00) per month ; the sprinkling to be done under a the authorization of this resolution must be under the supervision of the head of the Sanitary Department of the City of Austin,Texas. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin : That the sum of two hundred and fifty dollars ($ 250.00) be and the same is hereby appropriated out of the General Contingent fund of the City of Austin for the year 1913X and transferred to and made available for the current expenses of the Audito-rium Building of this City. It is expressly understood and agreed ,however, that this advance is to be reimbursed to the General Contingent fund whenever the income of the Audito-rium will admit of the same being done. The Mayor laid before the Council the following resolution: Whereas it appears from the attached affidavit of A G Fuhrmann that he had no credits whatsoever subject to taxation on the 1st day of January 1913, and paid taxes thereon for the year 1913in the amount of $ 7.36 in errorand by oversight as to the facts. Now, therefore, Resolved by the City Council of the City of Austin : That the sum of $ 7.36 be and is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, to reimburse the said A G Fuhrmannfor taxes on credits in the amount of $ 400.00 ignorantly and improperly paid by him on said credits. W. T. Williams pound fees Cancelled V
The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That for sufficient reasons thereunto moving , the City Council of the City of Austin hereby remits to W T Williams the pound fees on 8 head of cattle impounded in this City on the 26th day of April 1914, which fees amount to $ 12.00,It is stipulated however , that the feed bill for the maintenance of said cattle while in pound ,also amounting to $ 12.00, is not to be held as hereby redeemed.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.

T J Caldwell credits assessment Cancelled V
Councilman Haynes offered the following resolution : Whereas, it appears from the attached affidavit of T J Caldwell that he, the said T J Caldwell,owed interest bearing debts in excess of the $ 477.00, of credits assessed against him for the year 1913,and that Mrs W H Caldwell had interest bearing obligations in excess of the $ 1,040.00,of credits assessed against her for the year 1913, Now, Therefore, Resolved by the City Council of the City of Austin; as follows : 1. That in view of the said affidavitattached hereto and made a part hereof, the assessment of credits against the said T J Caldwell for the year 1913,in the amount of $ 477.00,be and the same is hereby cancelled and annulled. 2. That the assessment of credits against Mrs W H Caldwellfor the year 1913, in the amount of $ 1,040.00 ,be and the same is hereby cancelled and annulled. 3. That the Assessor & collector be declared entitled to take credit for the above amounts of credits herein and hereby stricken from the assessment rolls of the City of Austin for the year 1913. 780 W R Miller bid for sidewalk W 23rd accepted ✓
May 11th 1914:
The Council was called to order by the Mayor with all members present, except Councilman Bartholomew:
Councilman Powell presented bids for sidewalks on W est 23rd street, from J Brueggerman & Son & W R Miller, which were opened. Councilman Powell moved that the contract be awarded to W R Miller, his being the lowest bid, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1
Councilman Powell moved that the City Clerk be authorized and directed to return to J Brueggermann & Son their certified check, which motion prevailed. The Council then adjourned.
