786 Regular meeting of the City Council : Austin,Texas,May 21, 1914. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony,Haynes & Powell 4 Absent Councilman Bartholomew 1 The minutes of the last regular and subsequent recessed meetings were read and adopted:
The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of five thousand dollars ($ 5,000.00) be and is hereby appropriated out of the General Contingent fund of the City of Austin for the year 1914, to be ex-pended by the Supt of Streets and Public Improvements upon bridge and street work in this City and in ways where in his judgement these expenditures are urgently needed,save and except, that one thousand dollars of said appropriation of five the thousand dollars be and is hereby instructed to be applied in street work on East 1st street, from Congress Avenue towards the eastern limits of the City of Austin, Texas, and one thousand dollars is appropriated to assist during the present year in improving the Dam Boulevard.. The Mayor laid before the Council an invitation from the Austin Fire Dept to the Council to attend a Banquet to be given by the Dept in honor of West Austin Hose Co No 7 , which won the Firemans Prizeg at the meeting of the State Firemans Association. The invitation was read and filed.
The Mayor laid before the Council an ordinance amending an ordinance entitled " An ordinance ordering and requiring the Southwestern Telegraph and Telephone Co to construct certain underground conduits in the streets ,alleys and public grounds in the City of Austin, Texas; and to place its wires ,cables and conductors in the same, and to connect the same with its other underground and over-head construction as the same now exists or may hereafter exist". Which ordinance was read the 1st time on the 14th day of May 1914, but was not reported to the Clerk, and hence the same does not appear in the records of that date. The ordinance was read the second time and the rule suspended and it placed on its third reading and final passage by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1
..The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 585.00,less $ 45.00 allowed for old car of the Chief of the Fire Department ,leaving $ 540.00 net, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin for the year 1914, to purchase a new Ford Automobile ,with certain appliances for the use of the Fire Chief of the Fire Department of the City of Austin ,Texas. Mayor Wooldridge offered the following resolution :
Resolved by the City Council of the City of Austin, Texas : That the sum of fifty dollars ($ 50.) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin for the year 1914, to pay for the expense of a survey of the public philanthropies of the City of Austin, Texas.

The Mayor laid before the Council the following resolution : That A P Wooldridge, Mayor, be and he is hereby authorized to enter into and execute for the City of Austin the attached contract to supply the Intrenational and Great Northern Railway Company with water , per the schedules for the City of Austin, for the period of 5 years from and after June 1st ,1914, as is more particularly set out in copy of said contract which is attached to this resolution and made a part of the same. Councilman Anthony offered the following resolution :
Whereas, the City Marshal, W J Morris, advises the City Council that the defend-ant , Cedro Montalbo, had been subjected to great provocation , insults and indignities by the prosecuting witness against him in the case of the State of Texas vs Cedro Montalbo, No 8528, Corporation Court City of Austin, Texas; and Whereas, the provocations reported by the City Marshal as offered to Cedro Montalbo were very great, and, in the judgement of the City Council, warrent the remi-ssion of the fine and costs imposed upon him in said cause. Now, therefore,
Resolved by the City Council of the City of Austin : That the fine and costs in the case of the State of Texas vs Cedro Montalbo, No 8528, imposed May 8th ,1914, amounting to $ 19.80, be and the same are hereby remitted.
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 4 Nays none. Absent Councilman Bartholomew 1

The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the petition of S A Eads for remission of the fine and penalty imposed against him on the 8th day of May ,1914, for fast driving upon a motorcycle ,and amounting to $ 14.80, be and the same is refused; Mayor Wooldridge & Councilman Haynes voting in favor of remitting the fine & Costs and Councilmen Anthony & Powell voting against it, Councilman Bartholomew being absent.

788 J. Engdahl Fine Corrected
. Councilman Anthony offered the following resolution : Whereas, in the judgement of the City Council there are some mitigating facts and of circumstances in the case of the State of Texas vs Isaac Engdahl No 8558, in the Corporation Court of the City of Austin, Texas. Now, therefore, Resolved by the City Council of the City of Austin : That five dollars ( $ 5.00) of the fine imposed against the said Isaac Engdahl be and is hereby remitted ,but the costs are not remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor.
May 26th 1914: Rates to be Charged for Power The Council was called to order by the Mayor with all members present except Councilman Powell. Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin : That the following rates be charged for power ,effective July ,1914, reading of meters: For a monthly consumption of 8,000 Kilowatts,or more, per month 96 000 Kilowatts ,or more, per annum, 2 ½ cents per Kilowatt. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1
May 26th 1914. A. P. Wooldredge Dissent out The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of one thousand one hundred eighty nine dollars and eighty seven cents ( $ 1189.87) be and the same is hereby appropriated and set apart out of the item for costs and damages in the Street Department in part payment of the judgement obtained against the City of Austin,Texas, in cause No 29710,entitled Adelida Valdez vs City of Austin , in the Dist Court of Travis County, Texas,. The balance of the principal of the judgement in this cause, wh ich balance amounts to one thousand and thirty dollars ( $ 1030.00) ,it is stipulated shall be paid by the City of Austin ,without interest, on or before the 1st day of June ,1915. The agreement governing in this settlement is hereby ordered to be filed with the City Clerk of the City of Austin, Texas. This being the day set for hearing complaints of property owners, against the improvement of East 6th street from Waller to Chicon streets, and no one appearing to make any protest, the Council recessed subject to call.
