The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted.
The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the Treasurer of the City of Austin be and he is hereby authorized and instructed to transfer from the General fund of the City of Austin to the General Street Fund of the City of Austin the five thousand dollars ( $ 5,000.00 ) appropriated in the resolution of the City Council on the 21st day of May ,1914, appropriating to the general uses of the Street Department the sum of five thousand dollars ( $ 5,000.00) out of the General Contingent fund , a copy of which resolution is attached hereto. Now, therefore, Resolved by the City Council of the City of Austin : That the assessment of money against the said Miss Lettie A Condit for the year 1913, in the amount of one thousand dollars ($ 1,000.00) ,be and the same is hereby can-celled and annulled, and an assessment of credits in the amount of eight hundred dollars ( $ 800.00) accepted in its stead. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Jno H Biggs assess corrected Councilman Haynes offered the following resolution : Whereas, it appears from the attached affidavit of Jno H Biggs Jr , that on the 1st day of January 1913, he had interest bearing obligations of at least seven times as much as the credits in the amount of eight hundred and fifty dollars ( $ 850.00) assessed against him by the City of Austin for said year 1913. Now, therefore, Resolved by the City Council of the City of Austin : That the assessment of credits against Jno H Biggs Jr ,in the amount of eight hundred and fifty dollars ( $ 850.00) for the year 1913, be and the same is hereby cancelled and annulled.

Be it resolved by the City Council of the City of Austin,Texas: That the hearing to property owners concerning an assessment to be made against them and their property for the improvement of West 19th street from Lavaoca street to Rio Grande street having been closed and the said property owners having been fully heard as to the said assessments , the benefits thereof and all matters connected with the proceedings with reference to said improvements, and the property owners whose names are given below having in writing consented with the City and agreed to the amount of the proportion of sais costs to be assessed against them respectively and their property. 1st. Mayor Wooldridge laid before the Council the following resolution :Whereas, on the night of May 16th, 1914, there was a wind and rain storm in this city of unusual severity, against which storm the light and power installation of the City Water, Light and Power plant was admittedly not thoroughly adequate; and WHEREAS:-The loss sustained by the Austin Statesman on that night, by reason of certain of its mechanical operations being unavoidably idle and unemployed for a period of about seven hours, for which time, however, er, said employes had to be paid, as per the list attached to this resolution and made a part of it, in the amount of $45.30. Now therefore, Resolved by the City Council of the City of Austin:That the amount of cash actually paid by the Austin Statesman to its certain employes, as per the attached list, in the amount of $45.30, be authorized to be credited by the Superintendent of the Department of Parks and Public Property upon the bill for power furnished by the City of Austin to the said Austin Statesman for the month of May, 1924. Following resolution was introduced by Alderman Haynes: Whereas, it appears from the attached letter of Mrs. Myrtle Blum and the attached opinion of J. Bouldin Rector, City Attorney, that a homestead is not subject to the persona; property taxes of the owner of the homestead, now therefore, Mrs Myrtle Blum Assessor RESOLVED, by the City Council of the City of Austin:That the City Assessor & Collector be and he is hereby au- thorized to accept pay from Mrs. Myrtle Blum, the present owner, by purchase, from G. E. Adams, of Lot 20; Block F, Outlot No. 2, Division Z, of the City of Austin, Texas, of the taxes upon said lot alone for the year 1913, and not to require payment by the said Mrs. Myrtle Blum of the taxes upon the personal property of the said G. E. Adams, assessed for the year 1913, at Three Hundred and Sixty Dollars ($360.00). The Mayor laid the following resolution before the Council:Resolved by the City Council of the City of Austin, That a permit be and is hereby granted to the QUICK SERVICE FIRE REPAIR COMPANY, whose place of business is at 105 West Fifth street, in Quick Service Fire Repairs Air Pipe this city, to lay a one-half inch pipe for supply of free air to automobiles, under the surface of the sidewalk from the building to the curb line. This work is to be strictly and solely under the supervision of the City Engineer of the City of Austin, Texas . Resolved further by the City Council of the City of Austin:That this permit is revocable at the pleasure of the City Council. JUNE 1st, 1914.
The Mayor laid the following resolution before the Council:Resolved by the City Council of the City of Austin, Texas:- That the sum of Three Hundred Dollars ($300.00), be, and is hereby appropriated out of the General Contingent Fund of the City of Austin for the year 1913, in part payment of the judgement obtained against the City of Austin by Otto Mantz, on the 28th day of April, 1914, in cause No. 30986, District Court of Travis County, Texas, which judgement was in the amount of Seven Hundred and Fifty Dollars ($750.00), and costs of Court. This appropriation is based upon the agreement attached to this resolution and made a part of it, wherein the said Otto Mantz consents to deduct Two Hundred Dollars ($200.00), from the principal of the judgement and to accept the balance of Two Hundred and Fifty Dollars ($250.00), to be paid on or before June 1st, 1915. 20 The Mayor laid the following resolution before the Council:Whereas, it appears from undoubted evidence that Will Loney, a trust- worthy employe of the City in its Park Department, lost or had stolen from him on the 30th day of May, 1914, his warrant for the sum of Fifty Dollars ($50.00), which warrant he has not yet been able to recover. Now therefore, RESOLVED, by the City Council of the City of Austin:That the City Clerk of the City of Austin is authorized and in- structed to issue to the said Will Loney a duplicate warrant for the Park Department of the City of Austin, No. 672, and for the amount of Fifty Dollars ($50.00). Be it further resolved by the City Council of the City of Austin:That the City Clerk instruct Mr. Chester Thrasher, Treasurer of the City of Austin, not to pay the original warrant No. 672, issued to the said Will Loney on the 30th day of May, 1914, but to pay the duplicate of the same, issued as of the same date. BY THE MAYOR---AN ORDINANCE.
An ordinance authorizing and confirming the sale by the City of Austin and its Board of School Trustees, of Three Hundred and Twenty (320) acres of land, more or less, being abstract No. 341, located by virtue of Certificate No. 165, D. M. Wiseman, original grantee, situated and lying in the County of Bastrop and State of Texas. SECTION 1:---Be it ordained by the City Council of the City of Austin, Texas, that its Board of School Trustees be, and they are hereby authorized to sell and dispose to C. Chalmers, the interest of the City of Austin in and to320 acres of land, more or less, being abstract No. 341, Certificate No. 165, D. M. Wiseman, survey, situated and being in the County of Bastrop and State of Texas. SECTION 2:---That the sale of said real estate by the said Board of Trustees to C. Chalmers, for the sum of Two and 75/100 Dollars ($2.75) per acre, be and the same is hereby confirmed and ratified upon date of sale,said purchase money to be paid in cash. SECTION 3:---That the Mayor of the City of Austin, A. P. WOOLDRIDGE, or his successor in office and the City Clerk, JOHN O. JOHNSON, and the President of its Board of School Trustees, H. M. METZ and the Secretary of said Board of School Trustees, H. C. JACKSON, be, and they are hereby authorized and directed to make , execute and deliver to said C. Chalmers, of Bastrop County, Texas a deed in accordance with this ordinance for said real estate. The Mayor laid the following resolution before the Council:--- Whereas, it appears that the deed executed by John McDonald, Mayor of the City of Austin, Texas, on the 12th day of June, 1890, to Christian Kofahl, of the Northeast Quarter of Cemetery Lot No. 720, in the Austin City Cemetery, was not acknowledged, and therefore could not be placed of record. Now therefore, BE IT RESOLVED, by the City Council of the City of Austin, that A. P. Wooldridge, Mayor, be and he is hereby authorized to execute a duplicate deed to Christian Kofahl, his heirs and assigns, in lieu of the original deed heretofore executed by the said John McDonald, Mayor, on the said 12th day of June, 1890, and to attach to said duplicate deed, said original deed of John McDonald to Christian Kofahl and make it a part of said duplicate deed.
