Austin's Real Estate Overhaul Rejected, New Hospital

  • Real Estate Equalization System Rejected:

    City leaders voted against installing the "Somers System," a proposed $8,800 plan for city-wide real estate value equalization.
  • Diverse Tax Decisions:

    A tax exemption for the Christian Science Society was denied due to non-religious property use in 1913. Conversely, exemptions were approved for a non-resident's personal credits and a commercial college's furniture, while individual property assessments were adjusted for fairness.
  • Infrastructure & Public Health Investments:

    The city accepted completed paving work on West 8th Street and approved a significant upgrade ($524) for new, permanent sidewalks and structural improvements on another section of 8th Street. A building permit was also authorized for the new City Hospital.
  • Flood Damage Compensation:

    A $25 payment was approved to compensate a resident for damages to their yard and garden from a May 1914 flood.

Installation of Sommers System Resolution lost . Regular meeting of the City Council: Austin, Texas, June 04, 1914. The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Hynes & Powell 5 Absent none. The minutes of the lasr regular and subsequent recessed meetings were read and adopted: Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: 1st. That the Somers system of real estate equalization of values be installed in this City. 2nd. That the price to be paid for the service of installing this system complete in every particular and detail shall be the sum of eight thousand eight hundred dollars ( $ 8,800.00) . There are to be no incidental expenses . 3rd. That the Somers system be installed in this City shall be its latest ,most thorough and complete form , and is to be accompanied by all maps, charts, cards, legers and other data and documents of every character and description usual to go with said installation where it is done in most recent thorough and complete way. 4th. That all maps, charts, reference cards, ledgers and other data and documents acquired in the work of equalizing real estate values are to become ,be and remain the absolute property of the City of Austin. 5th. That where practicable so to do,local men, especially in the matte of ascertaining local values , shall be employed by the management installing the Somers system. The resolution was lost by the following vote: Yeas Mayor Wooldridge, Councilman Powell 2 Nays Councilmen Anthony, Bartholomew & Haynes 3 Reports of City Officers: The Mayor laid before the Council the reports of the Matron of the Hospital, the Sexton, City Marshal, the Fire Marshal, the City Health Officer, which were read and ordered filed. Councilman Powell offered the follwing resolution: Be it resolved by the City Council of the City of Austin: That the City Treasurer be requested to transfer the sum of fifty three dollars ($ 53.00) from the Permanent Street Improvement fund to the General Street Improvement fund for the purpose of re- imbursing said fund for this amount which was erroneously drawn from said fund- See voucher No 37099 The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. ( Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That the sum of $ 1.05 be refunded to Wm Bohn of 1409 West Avenue , caused by vacancy of the house . Also that the sum of $ 1.10 be refunded to E K Schutzeaat 908 East 7th caused by excessive charge. Transfer funds General Street Improvment Rec: $ 53.00 Wm Bohn E.K. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : Christian Science Society Exempt from taxation. That the petition of P L Wilkins and R H Felter, Trustees of the Christian Science Society of the City of Austin, Texas, to exempt from taxation forthe year 1913, Lot No 15 Block No 2, Leander Browns Sub-division of Out Lot No 63, Div "D" of the City of Austin, Texas, be and the same is hereby declined for the reason that said property was not on the 1st day of January 1913, nor for a month or more thereafter ,used for religious purposes. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Thelka Dohman Assess Corrected Whereas, it appears from the attached affidavit of Thelka Dohmen, and L N Goldbeck her agent, that she was not on the 1st day of January 1912, a resident of the City of Austin, Texas, but that at time had her home and domicile in the City of Cambridge State of Massachusetts where she was then and is now a bona fide citizen in that City, living and residing ; and Whereas, It is a doctrine and well established principal of law that personal property ,including credits, is assessable for taxes only at the domicile of the owner of personal property. Now, Therefore, Resolved by the City Council of the City of Austin : That the credits assessed against Mrs Thekla Dohmen by the City of Austin for the year 1912,amounting to eight thousand and fifteen dollars ($ 8,015.00)be and the same are hereby declared exempt from municipal taxation. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the City Council the following resolution : Whereas, it appears from the opinion attached hereto of the City Attorney,Mr J Bouldin Rector, and made the basis of this resolution, that the furniture used exclusively Nixon & Clay For exemption for school purposes in any public institution of learning is exempt from taxation. Now, Therefore, Resolved by the City Council of the City of Austin : That the petition of Messrs Nixon & Clay, of the Nixon-Clay Commercial College of this City, be granted and the furniture of said Nixon- Clay Commercial College be and is hereby declared to be exempt and free from municipal taxation. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 3C The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of twenty five dollars ($ 25.00) be and the same is hereby appropri-ated out of the General Contingent Fund of the City of Austin for the year 1914, in full payment and complete discharge of every and all claims made by John Hargraves for damages sustained to his yard and garden situated at 1415 Garden street in the City of Austin,Texas, on occasion of the flood on the 16th day of May 1914. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Haynes offered the following resolution : Whereas, it appears from the attached affidavit of G W Loney, that he owed interest bearing debts against the $ 2,000.00 of credits assessed against him for the year 1913, Now, therefore, Resolved by the City Council of the City of Austin : That the assessment of credits against the said G W Loney for the year 1913, shall be eighty per cent um of $ 1,500.00 ,instead of $ 2,000.00, for credits heretofore assessed against him for the year 1913, and said assessment of $ 2,000.00, of credits for the year 1913 be and the same is hereby cancelled and annulled , and the City Assessor & Collector of taxes is hereby instructed to assess credits against the said G W Loney for the year 1913 in the amount of 80% of $ 1,500.00 ,or $ 1,200.00. The resolution was adopted by the following vote; Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Council then recessed. June 10th 1914: The Council was called to order by the Mayor with all members present: Reports of City Officers: The Mayor laid before the Council the reports of the Assessor '& Collector, the Supt of the Water ,Light & Power Plant, the Supt of Streets 7 the Supt of the New City Hospital, which were read and ordered filed. Councilman Powell offered the following resolution : Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving West 8th street between the west curb line of Congress Avenue and the east property line of Colorado street ,under contract with said City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City; therefore, Jno Hargraves Flood damages ✓ G W Loney taxes corrected ✓ Tex Bitulithic West 8th st work accepted ✓ --- Page break --- HB Barnhart Dup warrant issued 8th St sidewalks New City Hospital Building permit He it resolved by the City Council of the City of Austin: That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Whereas, it appears from the statement made by H B Baenhart, Assistant City Attorney, that he has lost or mislaid City Warrant No 1749, issued in his behalf on May 30th 1914, for the sum of seventy five dollars ($ 75.00). Now, therefore, Resolved by the City Council of the City of Austin: That the City Clerk be authorized to issue to the said H B Barnharts duplicate of said lost warrant, and the City Clerk is further instructed to notify Chester Thrasher, City Treasurer, of the loss of said original warrant No 1749. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes& Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution: Whereas, it appears from the attached communication of M C Welborn ,City Engineer, that there are two alternatives for building sidewalks on the south side of 8th street from Congress Avenue to alley west of same. The first alternative calls for an expenditure of $ 168.60; the second calls for a much more effective and permanent way of handling this propositionat an approximate cost of $ 524.00. Now therefore. Resolved by the City Council of the City of Austin: That the sum of Fivehundred and twenty four dollars ($ 524.00)& forty two cents, or so much thereof as may prove to be necessary, be and the same is hereby appropriated out of the permanent street fund of the City of Austin,Texas, to pay for the cutting down of the sidewalk on the south side of 8th street from Congress Avenue to the alley west of same ,for building curtain wall ,constructing new sidewalk, steps and platforms- all to be done under the supervision of the City Engineer of the City of Austin,Texas, and sub-ject to the approval of the Supt of Streets and Public Improvements. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Haynes & Powell 4 Not voting Councilman Bartholomew 1 On motion Councilman Anthony was directed to take out a building permit for the New City Hospital building. --- Page break --- 87 The Mayor laid before the Council the following resolution : Whereas, it appears from the statement of the Assessor & Collector of taxes of this City, that the property of Miss Bettie Brewster, being lots Nos 1,3,5,7, 9,11 & 13, & 15,in block 2 outlet 77,Div "D",of the Buddington subdivision ,and situated between Main street & Pitts Avenue,west of Speedway ,in this City, and which is assessed at $ 2500.00,is not equally assessed when compared with the ots of Mrs M L Evans ,being situated between Water street and the main street,west of Speedway in this City, and being lots Nos 1,3,5,7,9,11, 13 & 15,in block No 1, Outlet No 77, Div "D",of the Buddington subdivision ,and which is assessed at $ 1,800.00,which assessment has heretofore been approved by the Board of Equalization of this City, Now, therefore, Resolved by the City Council of the City of Austin : That the assessment of the property of Miss Bettie Brewsterand being Lots Nos 1,3,5 ,7,9,11,13 & 15in block No 2, Outlet 77 Div "D", of the Buddington Subdivision ,be and is hereby for the purpose of wqualization, reduced to the sum of $ 1,800.00. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor.
