Here's a snapshot of Austin's civic agenda from June 25, 1914:

  • Street Modernization:

    Approved a major project to pave East Sixteenth Street with "Bitulithic pavement," including new curbs and gutters. Costs will be shared between the city, railway companies, and property owners through assessments.

Austin, Texas, June 25, 1914. Regular meeting of the City Council. The Mayor called the Council to order. Roll call. Present-Mayor Wooldridge and Councilmen, Anthony, Bartholomew, Haynie, and Powell. Minutes of last Regular and subsequent recessed meetings were read and adopted. The Mayor laid the following resolution before the Council:- ---------- RESOLUTION ORDERING THE IMPROVEMENT OF A CERTAIN PART OF EAST SIXTEENTH STREET, IN THE CITY OF AUSTIN, AND APPROVING SPECIFICATIONS, PROPOSALS, CONTRACT AND BOND THEREFOR:- WHEREAS:-It is deemed necessary to improve the following street of the City of Austin, within the following limits, to-wit:-East Sixteenth street, from the east property line of Congress Avenue to the West curb line of Sabine street; and WHEREAS:-The City Engineer of this City has this day filed with the City Council complete specifications for the performance of the said work, by paving said street with the Bitulithic pavement, upon a five (5) inch gravel foundation, with concrete gutters along the curb lines, 18 inches wide, concrete curbs along the curb line and necessary excavations; and WHEREAS, the Texas Bitulithic Company, has filed a proposal with the City Council to do said work at and for the following prices; to-wit:For earth and loose rock excavation, Thirty Five (35) cents per cubic yard. For excavation of solid rock, Three ($3.00) per cubic yard. For the construction of the Bitulithic Pavement, including five (5) inch gravel concrete foundation, as specified, and concrete gutters, Two and .09 (2.09) Dollars per square yard. For the construction of concrete curbs, as specified, forty (40) cents per lineal foot; and WHEREAS, the City Attorney has prepared a contract for said work between the City and the Texas Bitulithic Company and also a bond for the construction thereof by said Company, with the United States Fidelity and Guaranty Company, as surety, and has submitted the same to the City Council of the City of Austin; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:1.-That the said street be improved by paving the same with Bitulithic Pavement, within the limits above named, with five (5) inch gravel concrete foundation, necessary excavation and concrete gutters and curbs, as specified. 2.-That the specifications for said work, prepared by the City Engineer, are hereby adopted, and that the proposals of the Texas Bitulithic Company to perform said work at and for the prices above set forth, be accepted and said work let to said Company, and that the contract prepared and submitted by the City Attorney for the performance of said work, be and the same is hereby approved, and the Mayor of the City is directed upon the taking effect hereof, to execute said contract on behalf of the City, and in its name, and the City Clerk to attest the --- Page break --- "The quick brown fox jumps over the lazy dog" - This sentence is a pangram, meaning it uses every letter of the alphabet at least once. That the Form of construction bond submitted by the City Attorney for execution by said Company, with the United States Fidelity & Guaranty Company as surety thereon, is hereby approved, and that the same be accepted by the City upon execution by said principal and surety. 3.-That the cost of said improvements shall be paid as follows, to-wit: (a)-If any street railway company or Steam Railway Company shall occupy the said street, or intersection thereof, with its tracks, said Company shall pay the said Contractor the whole costs of making said improvements between and under its rails and tracks and twelve (12) inches on the outside thereof. (b)-The City shall pay to the said Contractor the whole cost of improving intersections of said streets with other streets, except so much of said intersections as may be occupied by the tracks of said railways companies, and twelve (12) inches on the outside thereof; and shall also pay to said Contractor twenty per cent (20%) of the balance of the total cost of said improvements, after deducting such cost payable for intersections by the City, and such part of the cost as is payable by the said railway companies; provided, however, that the City shall not pay any part of the cost of the curbing on said street. (c)-The remainder of said cost, after deducting the amounts payable under sections (a) and (b) above, shall be paid by the owners of property abutting on said street named to be improved and shall be assessed against said owners and their abutting property, in accordance with the terms of the City charter, and the ordinances in such cases made and provided, and in accordance with the front foot plan or rule, unless in individual cases said front foot plan or rule should be deemed by the Council unjust or inequitable, in which event such rule of apportionment shall be adopted as shall be just and equitable and provided that no assessment shall be made against said owner or his property in excess of the actual benefits to said property in the enhanced value thereof by means of said improvement, nor until after notice and hearing, as provided by the City Charter and ordinances. There is hereby appropriated and set apart out of the Permanent Street Improvement Fund of the City of Austin, not heretofore appropriated, the sum of Seventy five hundred ($7500.00) dollars or so much thereof as may be necessary to pay the portion of the cost of said improvement payable by the City, which sum so appropriated and set aside, is hereby declared to be a sacred fund, to be designated "Sixteenth Street Improvement Fund" which shall be kept and applied for the purpose of paying for said improvements only, and shall not be disbursed for any other purpose. 4.-That this resolution shall remain on file with the City Clerk, for public inspection for one week before its final passage or adoption and shall then be finally adopted. Hendrix, representing the firm of F. C. Hendrix & Co., for correction of assessment. Same was read and referred to the City Attorney by the following vote:Yeas-Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes and Powell.---5 Nays-None. ************************************* Somers System The Mayor laid before the Council the following resolution:RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:- That August 5th, 1914, be and is hereby fixed as the date for an informal election to be held on the question of adopting the Somers System of real estate equalizations for tax purposes. Adopted June 25th, 1914. Approved June 25th, 1914. The resolution was read and Councilman Bartholomew offered an amendment to the resolution, changing the date of the election to read July 25th instead of August 5th, which amendment was adopted by the following vote:Yeas-Councilmen Anthony, Bartholomew and Haynes---3 Nays-Mayor Wooldridge and Councilman Powell---2 The resolution as amended was then adopted by the following vote:Yeas-Councilmen Anthony, Bartholomew and Haynes---3 Nays-Mayor Wooldridge and Councilman Powell---2 *************************************** Sauer Flood claims The Mayor laid before the Council the following resolution:WHEREAS, the City Attorney, Mr. J. Bouldin Rector, recommends that the various claims for damages to the property of Mr. and Mrs. Henry Sauer, on Red River street, at the intersection of 12th street, in this City, caused by the floods of December and May, past and possibly other floods which have come during the years 1913 and 1914, can be settled in full for the sum of Three Hundred and Seventy Five ($375.00) Dollars; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:- Mrs. Henry Sauer Flood That the sum of Three Hundred and Seventy Five ($375.00) Dollars be and the same is hereby appropriated out of the Cost and Damage Fund of the Street Department of the City of Austin, to be applied in full settlement of all damages of every character to the property, real and personal, of the said Mr. and Mrs. Henry Sauer, by reason of back water, or otherwise caused at any time by floods to said property. Mauffrais for doing the excavation work and concrete work inside of the Eighth Street Fire Hall and at the front walls of said building, necessitated by the lowering of the floor in accordance with the attached specifications, the amount to be paid to Mr. Mauffrais to be $1000.00, and to be paid out of appropriations already made for improvement of West Eighth Street from Congress Avenue to Colorado Street. The petition was read, but no action was taken thereon. ***************************************** The Mayor laid before the Council a report from the City Engineer, giving the names of parties failing to connect with the sanitary sewers, after having been notified to do so. Referred to Councilman Powell. CEMENT:-Bids submitted by Nalle & Co., and Austin Builders Supply Co., and the contract was awarded to the Austin Builders Supply Co., their bid being the lowest. CASTINGS:-Bids submitted by the Dixon Manufacturing Co., and the contract awarded to them. HARDWARE:-Bids submitted by Walter Tips and W. H. Richardson & Co. Referred to Councilman Powell. BLACKSMITHING:-Bid submitted by Charles Bulian, and contract awarded to him. BURYING COLORED PAUPERS:-Bid submitted by Wm. M. Tears, and contract awarded to him.
