Mayor's Discretionary Funds & Budget Shifts:
The Mayor gained more control over a $500 incidental fund for municipal purposes, and a budget surplus of $748 was reallocated to general contingent expenses.Urban Development & Public Space:
Projects advanced for street paving and grading, including a sidewalk improvement project contingent on the Southern Presbyterian Church removing a building obstruction. A billboard on Nueces Street obstructing a Live Oak tree was ordered removed.Citizen Grievances & Justice:
While a $7.40 fine for one resident was remitted (despite the Mayor's dissent), a request to remit a fine for drunkenness for another resident was denied. The city also approved $350 in compensation for a resident's flood-damaged property.City Operations & Historical Items:
Contracts were awarded for essential city supplies (drugs, lumber, feed, hardware, groceries), and an old bill for a horse and feed for the North Austin Fire Company was finally paid.

Regular meeting of the City Council : Austin, Texas, July 02, 1914.
The Council was called to order by the Mayor: Roll called: Present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent None. The minutes of the last regular and subsequent recessed meetings were read and adopted. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That the Supt of Streets and Public Improvements be and is hereby authorized to advertise Bids for store house for bids to sell to the highest bidder the storehouse now on the property recently pur-chased from J L Costley,at 11th & Red River streets. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
The Mayor laid before the Council a communication from the City Engineer, stating that the specifications for paving e 16th street from Congress Avenue to Sabine Specifications Paving 16th street application to vote to be withdrawn street will be the same as those for paving Lavacca street ,except that 16th street is to be paved 30 feet wide between curbs instead of 40 feet as provided on Lavacca street . The communication was ordered filed. The Mayor laid before the Council a communication from Jno F Butler ,Chairman, declining to accept July 25th 1914, as the date for informal election on the adoption of the Summers Systemin this City,which communication was read and ordered filed:
The following bids for supplies for the City for the term ending Dec 31st 1914, were accepted and contracts awarded,in accordance with the several bids,viz: Full list of Supplies awarded For Drugs, Spalding Bros, For Lumber Kuntz, Sternberg Lumber Co, For Feed Robinson Bros, For Hardware Richardson & Co, For Groceries Wm Wellmer, The Mayor laid before the Council a petition from Ray Hedges, asking that a fine assessed against him in the Recorders Court be remitted. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: Appropriation for grading 24th street That the sum of $ 330.00 be and the same is hereby appropriated out of the Permanent Street Improvement fund, for the purpose of covering the expense of excavating and grading on 24th Street between Guadalupe Street & Whitie Avenue and on Whitie Avenue between 24t & 25th streets ,preparatory to paving these streets. Amendment to Budget 1914
• The Mayor laid before the Council the following resolution: Whereas, the amount available for general expense purposes of the City of Austin, Texas, for the year 1914, has been estimated by the Mayorat the sum of $ 171,075.00, and Whereas, the appropriations made against said amount do not equal the total sum of $ 171,075.00, but there is an apparent surplus or unappropriated balance of $ 748.00. Now, therefore, Appropriation Contingent Expenses Resolved by the City Council of the City of Austin: That said apparent surplus or unappropriated balance of $ 748.00, of the income of the City of Austin for the year 1914 be and the same is hereby set apart and appropriated to the Contingent expenses of the City of Austin for said year 1914. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Whereas, in the budget of the City of Austin for the year 1914 there is an appro-priation of but one hundred ($ 100.00) dollars for the incidental expenses of the Mayors Dept, which amount is deemed inadequate for the reasonable needs of the Mayor for incidental municipal purposes. Now, therefore, Transfer funds Contingent Expenses Made to Mayor Resolved by the City Council of the City of Austin: That the sum of four hundred ($ 400.00) dollars be and the same is hereby transferred from the Contingent fund of the City of Austin, Texas, for the year 1914, and added to the one hundred ($ 100.00) dollars for incidental expense authorized to be made by the Mayor, which five hundred ($500.00) dollars is hereby authorized to be dispensed and disbursed by the Mayor in such manner as he may deem best for the welfare of the City of Austin. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution: Appropriation Sidewalk Improvement Presbyterian Church Resolved by the City Council of the City of Austin: That the sum of Three hundred and thirty ($ 330.00) dollars , or so much thereof as may be proved to be necessary, be and the same is hereby appropriated out of the Permanent Street Improvement fund of the City of Austin, Texas, to do certain work in the way of sidewalk improvement and alley construction upon the sidewalk west of the Southern Presbyterian Church in this City, which is situated at the corner of 8th & Brazos Streets. Be it further resolved by the City Council of the City of Austin: That the consideration largely moving the City Council to make the appropriation hereinabove stated and to do the work in this resolution contemplated, is a writ-ten contract to be entered into by and between the proper Officials of the Southern Presbyterian Church of this City and the City of Austin to remove a port

Councilman Powell offered the following resolution : Resolution ordering the improvement of a certain part of East 9th street in the City of Austin ,and approving specifications ,proposals ,contract and bond therefor. The resolution was read the 1st time and laid over for one week. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 173.56,be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, for the year 1914, in payment of attached bill of commissions due Hill & Long upon taxes collected upon credits reported by them only to the Assessor & Collector in the amount of $ 1,157.09. The itemized bill upon which this appropriation is based is hereto attached and made a part hereof,signed by Fred Sterzing Collector,and O K by H L Haynes, Supt of the Dept of Receipts ,disburse-ments and accounts of the City of Austin,Texas. Leave of absence H B Barnhart
• The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: That leave is hereby granted to H B Barnhart, Acting Assistant City Attorney, to be absent from the City of Austin from July 13th, 1914, to October 13th , 1914, the leave of absence hereby granted is to be without salary during the absence of said H B Barnhart, Acting City Attorney. Bill North Austin Fire Co & proportionate horse The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: That the sum of $ 247.00, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, to pay a bill owing by the City of Austin to the North Austin Fire Company, in the amount of said $ 247.00, for the value of a horse at $ 165.00, bought by said North Austin Fire Company for the use of said Company, and feed bills for said horse for the months of March, April and a part of May , 1913, in the total amount of $ 22.00 , and $ 60.00 for the hire of a horse for two months from Geo Miller. The items of this bill and their amounts are set out in an account for which this appropriation is made and which account will be filed with the City Clerk of Austin as a basis for a warrant to be issued against the General Contingent fund for $ 247.00. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 350.00, be and the same is hereby appropriated out of the cost and damage fund of the Street Dept of the City of Austin,Texas, in payment in full of all damages of everycharacter and description to the property ,real and personal, at any time sustained by J M Easterling at the hands of the City of Austin,Texas, especially such damages to his property ,real and personal,as may have arisen from floods injuring his property, real and personal, at the corner of Red River and 12th streets in this City.
