The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none.
The minutes of the last regular and subsequent recessed meetings were read and adopted:
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the City Treasurer and Assistant City Clerk be and they are hereby inTransfer funds from Gen'l fund to Park -structed to transfer the sum of $ 250.00, from the General fund to the Park fund to reimburse the Park fund for Band Concert erroneously paid out of Park fund:
The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin : That the City Treasurer be and he is hereby instructed to transfer the sum Transfer funds Cemetery fund to Gen'l fund of $ 129.00, from the City Cemetery fund to the General fund to correct an error made during the month of May by depositing the said sum of $ 129.00, in the City Cemetery fund instead of the General fund, the amount being from the sale of Lots in the City Cemetery .

The Mayor laid before the Council a protest from Citizens against Petition re Election re Sommers System setting a date later than July 25th 1914, for voting on the proposed adoption of the Sommers System of taxation, which was read :
Councilman Haynes offered the following resolution : Whereas, A Committee of the Young Mens business Club petitioned the City Council to order an informal election on the 5th day of August for the adoption or rejection of the Sommers System of equalization by the City of Austin ., And Whereas, the date suggested was not satisfactory to a majority of the Council, and upon motion of Councilman Bartholomew the date for calling said informal election was fixed for the 25th day of July,
And Whereas, the Committee of the Young Mens business Club not being satis-fied with the date fixed by the Council , have withdrawn their petition for said informal election,
And Whereas, Othe r representa tive Citizens and taxpayers have filed a petition with the Council asking that said formal election be held on the 25th day of July in order that a more general expression of the people can be had. Now therefore,
Be it resolved by the City Council of the City of Austin : That the Mayor be and is hereby instructed to issue his proclamation ,calling said informal election on the 25th day of July ,to determine whether or not the

Contract for Hauling Pauper Awarded to V.O. Weed Councilman Haynes presented bids from V O Weed and G W Patterson , for hauling paupers and pauper remains for the term ending Dec 31st 1914. Councilman Haynes moved that the contract be awarded to V O Weed,his being the lowest bid, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: Sup't Streets. Inst to adv. for bids Paving Alley- That the Supt of Streets and Public Improvements be and is hereby instructed to advertise for bids and arrange for paving the alley between Congress Avenue and Colorado street , from 7th to 10th street and the alley between Congress Avenue and Brazos street from 7th to 10th street with concrete pavement in accordance with the specifications of the City Engineer attached to this resolution , which specifications are hereby adopted for the aforesaid alleys.
The resolution was read the 1st time and laid over for one week. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: Hans Helland appointed 2nd Asst Engineer. That Hans Helland be and he is hereby appointed 2nd Assistant Engineer at $125.0° per month ,taking the place of R G Tyler resigned. Taylor fine remitted • Councilman Anthony offered the following resolution : Whereas, it appears to the City Council that there is some merit in the Petition of Frank S Taylor for remission of the fine imposed against him for running his automobile without lights, Now, therefore, Resolved by the City Council of the City of Austin : That in the case of the State of Texas vs Frank S Taylor, No 8685, in the Corporation Court of the City of Austin, Texas, that $ 9.90, or ½ the fine of $ 19.80, imposed in this case be and the same is hereby remitted-Provided ,that this remission of a part of the fine and costs in the above entitled and numbere cause shall only take effect when the said Frank S Taylor shall have fully paid into the office of the Clerk of the Corporation Court of the City of Austin,Texa any and all other fines imposed against him , but not yet collected. Gieseke fine remitted Councilman Anthony offered the folowing resolution : Whereas, it appears to the City Council that there is merit in the petition of B E Giesekefor the remission of at least part of the fine imposed against him for operating an automobile without lights. Now, therefore, Resolved by the City Council of the City of Austin : That ½ the fine ,or $ 7.40, of the fine of $ 14.80, imposed against him on the 11th day of May,1914, in cause No 8546, State of Texas vs B E Gieseke, be and the same is hereby remitted to the said B E Gieske. O.G. Hill shooting gallery July 11th 1914. The Council was called to order with all members present. The Mayor laid before the Council the following resolution : Whereas, it appears from the report of Mayor A P Wooldridge, who has inspected the premises, that O G Hill has in all things complied with the law regulating shooting galleries in this City. Now, therefore, Resolved by the City Council of the City of Austin : That the said O G Hill be and he is hereby authorized to maintain and operate at 511 East 6th street in this City ,a shooting gallery for the period of 12 months from and after this date. Be it further resolved : That the Mayor be and he is hereby authorized to execute the usual permitto the said O G Hill to conduct said shooting gallery for a period of 12 months

Edwards & R.L. Spotts and penalties due and owing by the owners thereof, the Mayor of the City of Austin is hereby authorized to execute a quit claim deed to Isaac K Edwards and Robert L Spotts to lot No 8, Block No 13, of the Maas addition to the City of Austin,Texas. Mayor Wooldridge moved that the premises of the Children's Home located at 1206 East 11th street in this City , from and after this date shall be exempt from sewer charges and granted free sewerage. To this motion ,Councilman Bartholomew moved that the rate of exemption be fixed at one-half the regular charges. Amendment lost by the following vote: Ayes Councilman Bartholomew 1 Nays Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 The amendment having been lost , the motion came up in the original form and was adopted by five affirmative votes .

July 15th 1918.
The Council was called to order by the Mayor with all members present, except Councilman Anthony.
Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That Chas Rosner be, and he is hereby granted permission to construct in the alley back of and adjacent to the wall of the building at 506 Congress Avenue ,two ventilating shafts for the purpose of ventilating the basement of said building and also to construct a coal chute in the alley adjacent to the said building ,for the purpose of conveying coal into the said basement. Air shafts are to be covered with strong iron grates and coal chute to be covered with strong iron cover, neither the coal chute nor the air shafts are to extend a greater distance into the alley than two feet from the building line. All work to be done under the supervision with the approval of the City Engineer, and be it further resolved that this permit is granted with the express understanding that it is revocable at any time when, in the opinion of the City Council , these openings are undeniable and with the further understanding that the City of Austin shall not be held liable for any damages caused by overflow of basement by water from these openings. .Councilman Powell offered the following resolution : Whereas, the present insufficient facilities for transporting the sewerage from the Tom Smith place on West 9th street in this City constitutes an intolerable nuisance to the family of H P Gammel living next on the east to the Smith residence. Now, therefore, Resolved by the City Council of the City of Austin: That the Mayor be authorized to contract with some responsible plumber to have the sewerage from the Tom Smith homestead on the corner of West 9th and Guadalupe streets in this City changed from an easterly to a westerly direction . Be it further resolved by the City Council of the City of Austin : That the necessary expense, when ascertained, of making a change in the direc-tion of and connecting up the sewerage from the house to the lateral in the street adjacent to said premises be appropriated out of the sanitary sewer fund. The Mayor laid before the Council the following resolution : Whereas, it appears from the attached communication of J Bouldin Rector, City Attorney, that the attached account for damages against the City of Austin and in favor of C C Pool for repairs to his automobile ,occasioned by the bad condition of San Gabriel street near its intersection of 34th street, is a just and lawful claim for damages against the City of Austin . Resolved by the City Council of the City of Austin : That the sum of thirty three and ninety cents ($ 33.90)be and the same is hereby appropriated out of the cost and damage fund of the Street department of the City of Austin,Texas, to pay said C C Pool for repairs to his autimo-bile occasioned by the bad condition of San Gabriel street at its intersection with 34 th street .
