Regular meeting of the City Council; Austin, Texas, July 16, 1914 The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent None. The minutes of the last regular and subsequent recessed meetings were read and adopted: Unfinished business: The Mayor laid before the Council a resolution directing the Supt of Streets and Public Improvements to advertise for bids and arrange for paving the alleys between Congress Avenue and Colorado street, from 7th to 10th street and the alleys between Congress Avenue and Brazos street from 7th to 10th street with concrete pavement in accordance with the specifications of the City Engineer attached to this resolution, which specifications are Next: to ask for bids to pave alleys. hereby adopted for the aforesaid alleys. The resolution was read the second time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council a resolution ordering the improvement of a certain part of East 9th street in the City of Austin, and approving specifications, proposals , contract and bond therefor: The resolution was read the second time and passed by the following vote : Contract improving E 9th St. Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council a communication from Bakers of the City Protest of Bakers. in regard to regulation of Bakers Bread, which was read , but no action taken: The Mayor laid before the Council the following reports of City Officers: Inspector Weights & Measures , the City Sexton, for the month of June 1914, also the report the Supt of the Water & Light Plant for Feby 1914, and that of the Supt of Streets for the month of May 1914, which were read and ordered filed: Councilman Bartholomew presented a petition from Citizens on Red River street , asking to have electric lights placed upon said street from 4th to 11th streets, which was read and referred to Councilman Bartholomew: The Mayor laid before the Council the following resolution : Whereas, it appears from the attached statement of J Gregg Hill, Special Tax Collector Assessment J. Lemore Corrected of the City of Austin, with notes adjoined thereto of Fred Sterzing City Assessor and Colollector, that Mrs Mollie Mc Lemore assessed credits upon the basis of 80 cents on the dollar in the amount of $ 2,000.00, 80 % of which is $ 1,600.00; and, Whereas, t is $ 1,600.00, was 80 % of credits voluntarily rendered by Mrs Mollie Mc Lemore, leaving, upon the same principal of valuation , $ 1,440.00 not voluntarily assessed by the said Mrs Mollie Mc Lemore, but assessed by J Gregg Hill, special tax Collector. Now, therefore, Resolved by the City Council of the City of Austin : That the credits rendered upon an 80% valuation by J Gregg Hill to the City Assessor & Collector against the said Mrs Mollie Mc Lemore for the year 1912 should be the sum of but $ 1,440.00 and not $ 3,040.00, as heretofore claimed by him. --- Page break --- FD - Be it further resolved by the City Council of the City of Austin : That the City Assessor & Collector is authorized to change his assessment rolls in accordance with the terms of this resolution ; The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Whereas, it appears from the attached statement of J Gregg Hill, special tax colAssessment Mrs F Mittman Cancelled -lector of the City of Austin, Texas, that the assessment of credits against Mrs Franziska Mittman for the year 1912 should be $ 3,200.00 instead of $ 4,2000 Now, therefore, Resolved by the City Council of the City of Austin : That the assessment of credits against Mrs Franzisca Mittman for the year 1912 in the amount of $ 4,200.00 be cancelled and annulled and an assessment of $ 3,200.00 substituted therefor. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Whereas, it appears from the attached statement of J Gregg Hill, special Assessment T. P. Robinson Cancelled tax collector of the City of Austin, Texas, that the credits assessed against the estate of T P Robinson for the year 1912, in the amount of $ 1,520.00, were assessed in error. Now, therefore, Resolved by the City Council of the City of Austin : That said assessed credits against the estate of T P Robinson , in the amount of $ 1,520.00, for the year 1912, be and the same are hereby cancelled and annulled. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Whereas, it appears from the attached statement of J Gregg Hill, special tax Assessment G W Loney Cancelled collector of the City of Austin, Texas, that the assessment against Geo W Loney for the year 1913 should, by reason of an interest bearing obligation owing by him , be $ 1,100.00 instead of 1,600.00 . Now, therefore, Resolved by the City Council of the City of Austin : That the credits assessed against the said Geo W Loney for the year 1913 in the amount of $ 1,600.00 be cancelled and annulled and an assessment of $ 1,100.0 substituted therefor. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5. Now, therefore, Resolved by the City Council of the City of Austin : Assessment Mrs S.G. Phillips Cancelled That the assessment against the said Mrs Susan G Phillips for credits in the amount of $ 2,400.00,for the year 1913, be and the same is hereby cancelled and annulled: The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Whereas, it appears from the statement of J Gregg Hill,for Hill,Long and Maxwell, special tax collectors of credits for the City of Austin, Texas, that the credits assessed Assessment B. Badger & Sons Cancelled against B Badger & Sons in the amount of $ 560.00, for the year 1912, were assessed in error,as appears from the attached statement of the said J Gregg Hill. Now, therefore, Resolved by the City Council of the City of Austin : That said credits in the amount of $ 560.00, assessed against the said B Badger & Sons for the year 1912, be and the same are hereby cancelled and annulled. Councilman Powell offered the fllowing ordinance: An ordinance amending Section 5 of an ordinancecreating and establishing the Sanitary Sewer ordinance Amended Sewer Dept of the City of Austin; prescribing rules and regulations for the conduct of the business of said department; and adopting a schedule of rates for sewer service. Approved February 20th 1914. Councilman Powell offered the following resolution : Whereas, Jack Palm, rated on pay roll as Laborer at $ 2.00 per day, furnished a horse and wagon between February 1st and July 9th, 1914, and should have been rated as " Laborer with horse and Wagon " at $ 2.25 per day, and was therefore under paid during a period of 134 days at the rate of 25 cents per day, therefore, Be it resolved by the City Council of the City of Austin : That the said Jack Palm be paid $ 33.50, to cover the above mentioned shortage, and and that $ 28.50 is hereby appropriated out of the Sanitary Sewer fund , and $ 5.00 out of the Earnings fund , to pay said shortage. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of Six hundred twenty five & 00/100 ( $ 625.00) dollars be and the same is hereby appropriated out of the Permanent Paving fund to pay for the removal and reconstruction of the sidewalk in front of the City Hall property , made necessary on account of change of grade of 8th street.
