  • Honoring a Public Servant:

    The meeting opened with a resolution mourning the death of James P. Hart, a respected former Police Commissioner and District Clerk. He was lauded for modernizing the police and fire departments and for his instrumental role in establishing the new City Hospital.
  • Motorcycle Speeding Fine Reduced:

    The city approved the remission of half ($7.40) of a fine and court costs for S.N. Eads, who had been cited for "fast driving of a motorcycle."
  • Boost for Public Printing Budget:

    An additional $500 was appropriated from the general contingent fund for public printing, increasing its budget to $1,500 for the year.

80 .Regular meeting of the City Council : Austin,Texas, July 23, 1914: The Council was called to order by the Mayor: Roll called : The minutes of the last regular and subsequent record meetings were read and adopted : The Mayor laid before the Council the following resolution : James P Hart, one of the most highly respected and generally best beloved Citizen of Austin and a member of the 1st Commission Government ,is dead. He died after a very brief illness at his home near this City on the night of July 17th ,1914. Mr Hart came to Austin from Galletin, Tennessee, his birthplace, Resolution in Death for Mr Hart in A D 1868, then a mere youth . He lived here from that date until the day of his death,respected,trusted,honored and beloved. He was District Clerk of this County for over twentyfive years and Police Commissioner for four years. The Commission form of government was established in this City in February 1909.Mr Hart was one of the members of the first Commission . He was assigned to the Department of Police and Public Safety. In this position , the strong traits of Mr Hart in mind and character were fully exemplified . Mr Hart by nature was a very tender and gentle man , but his sense of responsibility and duty was so strong that he always performed the duties of his office with unusual firmness and at times some people thought him even a little severe. Mr Hart was a careful and orderly business man . His department was a model of efficiency. Mr Hart was by nature and temperament a progressive man .He had advanced ideas, not only for his own department ,but for the City at large. In view of the above estimate of Mr Hart as a man and as an official ,in which estimate the undersigned Mayor and City Councilmen of Austin as a body and individually concur; Resolved by the City Council of the City of Austin,Texas : 1. That in the death of James P Hart, the City of Austin looses one of its best and one of its most beloved and one of its most highly respected and honored citizens- a man faithful to every trust and duty ,and a man loyal to every friend and every conviction. 2. That while a member of the City Council of the City of Austin He was one of its most esteemed and efficient members, wise, courteous, just and gentle, but inflexible where duty was clear and apparent. 3. That he was a man and an official of progressive ideas, an witness, the advancement of the Police and Fire Departments ,in this City under his administration,and as witness, the new City Hospital, whose very existence can truthfully be said to be almost wholly due to Mr Hart's activity in its behalf. Resolved further: That in the death of Mr Hart,his wife has lost an affectionate Husband, and to her we tender our most respectful sympathy. Resolved further : That in the death of their Father , his Sons have lost a noble Sire, the memory of whose life will be an ever continuing cause for pride and gratitude . --- Page break --- Resolved finally: That this resolution be spread upon the minutes of the City Council of this City and copies of the same be transmitted to the Widow and Sons of Mr Hart, and copies also be furnished to the Press of this City . Councilman Anthony offered the following resolution : Whereas, it appears that there is some merit in the petition of S N Eads for remission of at least a part of the fine imposed upon him for motorcycle speeding . Now, therefore , Resolved by the City Council of the City of Austin, Texas: That seven dollars and forty cents ( $ 7.40 ), or one-half of the fine and costs imposed against S N Eads on May 8th 1914, in the case of the State of Texas vs S N Eads No 8538, in the Corporation Court of the City of Austin, Texas, for fast driving of a motorcycle , be and the same is hereby remitted . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. July 25th 1914. .The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of five hundred ($ 500.00) dollars be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin for the year 1914, and added to the appropriation of one thousand ($ 1,000.00) dollars for Public Printing heretofore made in the Budget of the City of Austin for the year 1914. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor.
