    Approved the final paving and upgrading of East 6th Street between Waller and Chicon streets, authorizing payment to the contractor.

    Formally adopted a detailed civil engineering survey establishing the precise East Line of the City of Austin for permanent record and future development.
  • Business & Advertising:

    Granted a permit to Union Woolen Mills for an electric sign at 724 Congress Avenue, reserving the right for the City to revoke it.
  • Judicial Leniency:

    Remitted a $10.80 fine for drunkenness for John Spates, taking into account his age, physical feebleness, and it being a first offense.

. Regular meeting of the City Council : Austin, Texas August 13, 1914. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew , Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted: Unfinished business : The Mayor laid before the Council an ordinance amending the sidewalk ordinance which was read the 2nd time: Reports of City Officers: The Mayor laid before the Council the reports of the following named City Officers, which were read and ordered filed : Asst City Clerk, City Treasurer, Sanitary Inspector, Inspector Weights & Measurers, and the Supt of Streets disbursements account of General Street Improvement fund. Resolution finally accepting pavement and improvement of East 6th street from the east side of Waller street to the west curb line of Chicon street: Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving East 6th street from the east line of Waller street to the west curb line of Chicon street , under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ; therefore , Be it resolved by the City Council of the City of Austin : That the work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the following transfers affecting appropriations of the Sanitary Sewer fundmade in the 1914 budget, be and are hereby authorized: Transfer from the [illegible] disposal, appropriation , the sum of two thousand ($ 2,000.00) dollars to the labor account. Transfer from the sewage disposal Plant appropriation , the sum of one thousand ($ 1,000.00) dollars to the material account. Transfer from the unappropriated account , the sum of three hundred $(300.00) dollars to the contract account. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. --- Page break --- .Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of five thousand ($ 5,000.00) dollars be and the same is hereby ordered transferred from the Sanitary Sewer Earnings fund to the Sanitary Sewer fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. .Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of forty ($ 40.00) dollars be and the same is hereby ordered transferred from the Incidental Account of the Sanitary Sewer Earnings fund to the salaries account of the same fund, to pay for the services of Assistant to the Cashier of the Sanitary Sewer Dept. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. .Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That the streets in and adjacent to the Chas Johnson Addition to the City of Austin be hereafter officially known by the following names : The street along the east side of the addition to be known as Atlanta street. The street between blocks 3 & 4 on one side and blocks 2 & 3 on the other side to be known as Upson street. The street between blocks 2 & 5 on one side and blocks 1 & 6 on the other to be known as Deep Eddy Avenue. The street along the west side of the addition to be known as Hearn st The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. August 14th 1914. The Council was called to order by the Mayor with all members present except Councilman Anthony. The Mayor laid before the Council the following resolution : Whereas, Walter Eyres, Sign Inspector, recommends the application of the Union Woolen Mills for an electric sign at 724 Congress Avenue . Now ,therefore, Resolved by the City Council of the City of Austin : That the petition for said sign on the part of the Union Woolen Mills be and the same is hereby granted, subject, however, to revocation at any time in thepleasure of the City Council. Survey East Line of City The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the survey of the East line of the City of Austin,Texas, together with the report of Orin E Metcalfe Civil Engineer, upon the same and bearing date July 21st, 1914, be and the same is hereby ordered to be copied in full for perma-nent record in the minutes of the City Council of the City of Austin,Texas. Survey of the East line of the City of Austin,Texas. Report of Orin E Metcalfe, Civil Engineer. July 21st 1914. To the Honorable Mayor and City Commissioners of Austin,Texas , Gentlemen : I am submitting to you this report, together with a map of my work showing the relation of the east line of the City to streets,additions and other land markswhich will be useful to the City. The original east line of the City was a straight line from the West of corner of Government tractoutlot 62 Division "A", and N W corner of Outlot 16,Div "C". I ran this line very carefully taking every angle and every distance twice before establishing any points as correct. I have placed 18 concrete Monuments upon the line and a great many iron stakes. I have made a map which shows these monuments and stakes and have shown the distance from City line to known points, such as street corners,property corners and other land marks at frequent intervals. Wherever possible I have placed the concrete monuments so that they will be of value to the City Engineer in making the location od street center lines permanent in the future. I have also spent some time in explaining the records and helping the Assessor to correct renditions along this line of the City.
