The balance of an 18-year-old's $31.55 fine was waived, and he was released from jail after serving 30 days for his first offense, due to illness and inability to pay.

Regular meeting of the City Council : Austin, Texas, Sept 3rd 1914. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers : The Mayor laid before the Council the following reports of City Officers for the month of August 1914., which were read and ordered filed : viz : City Helath officer, Dog Catcher, City Treasurer, City Marshal, Matron Hospital and the Supt of Streets: The Mayor offered the following resolution : Resolved by the City Council of the City of Austin: Magnolia Petroleum Co. Gasoline Tank That a permit be and is hereby granted to the Magnolia Petroleum Co to install and maintain for the period o f twelve months from the 1st day of Sept ,1914, a gasoline tank of the most modern and approved pattern under the sidewalk at 917 Congress Avenue Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed the said Magnolia Petroleum Co is likewise authorized to install and maintain for the period of twelve months from Sept 1st 1914, a gasoline pump at the curb line in front of 917 Congress Avenue in this City, of the most modern and approved fashion , character , construction and design . Resolved further: That the work under this resolution authorized to be installed and maintained must be installed and maintained under the immediate supervision of the City Engineer of the City of Austin, Texas, who is hereby authorized and directed to prescribe specifications for the work herein proposed to be done. Resolved further and finally: That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council . The resolution was lost by the following vote: Yeas Mayor Wooldridge & Councilman Anthony 2 Nays Councilmen Bartholomew, Haynes & Powell 3 The Mayor laid before the Council a petition of Citizens asking for certain street work Referred to Supt Engr. of streets to be done on Tom Green street, which was read and on motion referred to the Supt of Strets for investigation and report. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : Permit Henry Miller That based upon the attached recommendation of Oscar Kunz, Fire Marsha, and J W T Goslin Fire Chief, a permit be and is hereby granted to Henry Miller, owner, to repair a plat-form in rear of his premises situated in lot No 4, block 98, 816 Congress Avenue in this city.

Councilman Powell offered the following resolution : Whereas, it appears from the attached communication of the City Attorney, Mr J Bouldin Rector, that in his judgement the City is liable for damages to Geo Nalle and Horace Roberdeau by reason of certain obstructions in San Gabriel street in this City south of State Street , in the amount of fifty two ($ 52.00) dollars. Now therefore, Resolved by the City Council of the City of Austin : That the sum of fifty two ($ 52.00) dollars be and the same is hereby appropri-ated out of the cost and damage fund of the appropriation for the general street fund of the City of Austin, Texas, to pay Geo Nalle and Horace Roberdeau for damages sustained by them in the way of injuries to persons and properties in' the itemized bills presented to the City of Austin and amounting to fifty two ($ 52.00) dollars. The Mayor laid before the Council the following communication :
Austin, Texas , Sept 2nd 1914. Hon City Council , Austin, Texas. Dear Sirs : I am this day in receipt of a payment of $ 1,000.00. from the Austin Cemetery Association for credit against the cost of construction of a service home for the dead at Oakwood Cemetery in this City. I respectfully here ask leave to amend my budget for the year 1914 and to credit to the appropriation for account of Cemetery receipts & Expendi-tures this item of $ 1,000.00. Respectfully , A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin : That the budget of the City of Austin for the year 1914 be and the same is hereby amended so that one thousand dollars appropriated by the Austin Cemetery Associ-ation may be added to the present appropriation of two thousand dollars for cost of construction of a service chapel at Oakwood Cemetery. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin : X That the City Clerk of the City of Austin, Texas, be and he is hereby instructed to copy into the minutes of the City Council the statement made by the Mayor and Councilmen of the City of Austin, Texas, on of date Sept 3rd 1914, allowing the distruction by burning of certain refunding bonds in the total amount of $ 22,000.00, redeemed by the City of Austin prior to the date hereof. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.

Statement. The undersigned Mayor and Councilmen of the City of Austin here certify that they destroyed by burning in the furnace at the City Hall in this City Sept 3rd 1914, the following Bonds numbered refunding bonds of the City of Austin, Texas: destroyed No 701 No 1510 " 702 "1511 " 703 " 1512 X " 704 " 1513 " 706 " 1514 " 757 " 1515 " 758 " 1516 " 759 " 1517 "760 " 1518 " 880 " 1519 " 1509 " 1520 Each of these bonds is for one thousand dollars($ 1,000.00), each is dated July 1st ,1901, and due July 1st ,1931, and to each of these bonds is attached the coupons maturing from July 1st 1912, to July 1st 1930.

Councilman Anthony offered the following resolution: Whereas, in cause No 8779, State of Texas vs Olney Childress in the Corporation Court of the City of Austin, Texas, it appears that the defendant, Olney Childress, is only about eighteen years of age, and in addition thereto, is sick and unable to work out his fine but must serve it out in jail; and Whereas, this is his first offense. Now therefore, Resolved by the City Council of the City of Austin: That the balance of the fine and costs imposed in said cause, which on Sept 1st 1914, was $ 31.55, be and the same is hereby remitted and the defendant, Olney Childress, who has served thirty days in jail upon his sentence, be and he is hereby ordered released upon custody.
