  • Wartime Economic Support:

Regular meeting of the City Council: Austin, Texas, Sept 10th 1914: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The Mayor laid before the Council the reports of the City Sexton, The Clerk and the Inspector of Weights & Measures for the month of August 1914, which were read and ordered filed: Contract for wood J.C. Brodie Councilman Haynes presented bids for furnishing the City with 100 cords of wood for use of the Hospital and Charities, which were opened and read. The bid off J C Brodie being the lowest and best bid, he was awarded the contract for same, at the price of $ 4.35 per cord, corded on the ground at the City hospital building Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: That the following grades on San Antonio street from 24th to 26th street be and the same are hereby established as permanent: Street Grades San Antonio 24th to 26th North side of 24th street 593.3 out .3 247' north of 24th street 594.35 " .2 297' north of 24th street 594.6 " .2 293' north of 25th street 597. 6 " 1 343 north of 25th street 598.1 " 11 393' north of 25th street 598.6 unchanged South side of 26th street 599.3 " 600.1 " The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Pavement 9th St. Councilman Powell offered the following resolution: A resolution finally accepting pavement and improvement of 9th street from the east line of Brazos street to a point 10 feet east of the west line of Trinity street Whereas, the supt of streets and public Improvements has filed his report with the City Council to the effect that the Texas Bitulithic Co.has completed the work of paving and improving of 9th street from the east line of Brazos street to a point 10 feet east of the west line of Trinity street, under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ; Therefore, Be it resolved by the City Council of the City of Austin: That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said company be paid. Approved, A P Wooldridge, Mayor. --- Page break --- 11: Paving alley 7th to 10th st both sides Avenue Councilman Powell offered the following res lution : Alley west of Congress Avenue ,7th street to 10th street: Resolution approving City Engineers report concerning improvements on the alley between Congress Avenue and Colorado street , from the north property line of 7th street to the south property line of 10th street ,in the City of Austin, and directing a hearing to property owners concerning the assessment for the cost of such improvements against them and their property,fixing a time for said hearing and directing that a notice be given to said property owners concerning the said hearing: Whereas ,the City Council of the City of Austin has heretofore deter-mined to improve the alley between Congress Avenue and Colorado street ,from the north property line of 7th street to the south p roperty line of 10th street ,by paving the same with concrete pavement and necessary excavation ,and has adopted specifications for said work ,and has entered into a contract for the same with the McDonald Concrete Company ,Inc, a corporation organized and existing under the laws of the State of Texas, and Whereas, the City Engineer of the City of Austin has this day filed his report in writing with the City Council, showing the total cost of the said improvements upon the alley, the amount per front foot of abutting property to be paid by the owners thereof and also the names of persons ,estates or Corpora-tions owning property and a statement of the total amount payable by each of said owners for said improvements; and Whereas, the City Council has examined the said report and finds the same correct ; and Whereas, the necessity exists that the cost of said improvements should be assessed against said property owners and their property, subject to theterms of the Charter of the City and the ordinance in such cases made and provided, nd after the notice and hearing provided by said Charter and ordinance,Now Therefore Be it resolved by the City Council of the City of Austin : 1. That the said report of the City Engineer be and the same is hereby approved and adopted- 2. That the entire cost of making the said im provements shall be assesd against said owners of property abutting on the al ley between Congress Avenue and Colorado street ,from the north property line of 7th street to the south property line of 10th street ,in the City of Austin, and against the said prop-erty; that the said ass ssment shall be made at the rate of $ 1.70 per front foot in accordance with the " Front Foot " rule or plan ,in proportion to the frontage in that block to be improved provided that if said rule of apportionment shall appear to the Council to be unjust or unequal in any particular case , or to result in an assessment in excess of the benefits received through said improvement by any owner or his property,the City Council shall adopt such rule of apportionment as shall effect substantial equality and justice between said property owners ,considering benefits received by and burdens imposed upon said owners, and that in no event shall any assessment be made in excess of the actual benefits received by the owners of said property through the enhanced value thereof. ----- --- Page break --- 15 $50.000.00 for improve- ment of Cemetery by means of said improvement. 3. That a hearing shall be given before the Council to said property owners on the 24th day of September A D 1914, at 10 O'clock A M, at the Mayor's Office in the City Hall in the City of Austin, Texas, at which hearing said property owners, their agents or Attorneys, shall be fully and fairly heard as to all matters concerning the said improve-ment or by any irregularity or invalidity in the proceedings with reference thereto, or as to the benefits thereof, if any, to their property, and as to the assessment proposed to be made against them and their property, and as to any other matter or thing connected there-with; at which hearing the said owners shall have the right to produce witnesses and testimony, and which hearing shall be adjourned from time to time and from day to day until all are heard, and all matters in connection with the said improvement and assessment fully ascertained; that after the said hearing shall be closed, said City Council will proceed to assess against owners of property upon the said assessments, such sums as may be so agreed upon and determined as provided by the Charter of the City and the said ordinance; that as to any such property owners who may not so agree, the City Council will, after said hear-ing, appoint a commission to determine said assessments, and will take such further steps in ascertainment thereof as are provided by the Charter and Ordinance. 4. That the S upt of Streets and Public Improvements of the City of Austin is hereby directed to give notice thereof to the said property owners, their agents and attorneys, by publication of a copy of this resolution not less than twice in the Austin American, a daily paper of general circulation in the City of Austin, the first publication to be not less than five days prior to the date of said hearing. 5. That this resolution shall take effect from and after its passage. The Mayor laid before the Council the following communication : Austin, Texas, September 10th 1914. To the Hon City Council, of the City of Austin, Texas. Gentlemen : I beg to recommend to the City Council an appropriation of $ 5,000.00, out of the proceeds of the sale of $ 50,000.00, of Cemetery bonds for the purpose of improving the Annex to Oakwood Cemetery, to carry out said recommendation, and to amend my budget for the present year by submitting a resolution appropriating $ 5,000.00, for the purpose hereinabove stated. Respectfully, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin : That Five Thousand ($5,000.00) dollars out of the proceeds of the sale of $ 50,000.00, of Cemetery bonds be and the same is hereby set apart for the purpose of improving by fencing, grading, laying off road, streets, and walks, and otherwise, to Annex to Oakwood Cemetery. --- Page break --- 116 . On motion of Mayor Wooldridge, leave of absence for 15 days, was granted Dr S J Swift City Health Inspector. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: That a permit be and is hereby granted to R C Hall of Austin, Texas, to install and maintain an automobile stand on the south side of east 3rd street in this City, beginning about 20 feet east from Congress Avenue. This permit is granted upon condition that the proprietor of the adjacent building consents thereto, and is intended to be purely experimental, the City Council determining to grant, or refuse any extension of same after the expiration of the 30 days of this grant, as it may see then fit. Be it further resolved by the City Council of the City of Austin: That the automobile stand at the place hereinbefore designated is granted the right of facing westwardly on east 3rd street. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell; 5; Nays none. The Mayor laid before the Council the following resolution: Whereas, it appears from the report to the City Council of the City Engineer M C Welborn, that the City sanitary sewer crosses lot No 6, in block No 103, in this City, at its northeast corner; and Whereas, from all of the information that the City Council can obtain after careful inquiry, it appears that no compensation has at any time been paid to the present or former owner of said lot No 6 block 103, for the right of passage through said lot No 6, block 103, for said sanitary sewer; and Whereas, said right of way for said sanitary sewer is of pecuniary advantage to the City of Austin and a general public convenience, Now, therefore, in consideration of the premises, Resolved by the City Council of the City of Austin: That a perpetual right be and is hereby granted to Mr Henry Ormay, his heirs and assigns, to connect such buildings as are now or may hereafter be erected on said lot No 6, block No 103, in this City with the sanitary sewer of the City of Austin which traverses said lot, and Be it further resolved by the City Council of the City of Austin: That free sanitary sewer service be and is hereby granted to said improvements located on lot No 6, block No 103 perpetually and without charge. Approved, A P Wooldridge, Mayor. *** **Handwritten notes on left margin:** R C Hall Permit Grant- ed and 3rd St Free Sewerage granted Henry Ormay --- Page break --- .Councilman Anthony offered the following resolution: Be it resolved by the City Council of the City of Austin: That the sum of four hundred and fifty five ($ 455.00) dollars be and the same is hereby transferred and appropriated out of the appropriation for feeding prisoners the Police Department of the City of Austin,Texas, for the year 1914, and set apart to be used for the purchase of an Automobile patrol wagon for the City of Austin,Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That the sum of twelve & 30/100 ($ 12.30) dollars be transferred from the general street improvement fund to the Permanent Street Improvement fund which was erroneously drawn by warrant 3793...And that the City treasurer and Book-keeper of the Street department be requested to make this transfer. The Council was called to order by the Mayor with all members present: The Mayor laid before the Council the following resolution: Whereas, the prevalence of the great war upon the European Continent has resulted in largely reducing the export demand for raw cotton, the chief agricultural product of the south; and Whereas, it is desired by the people of the South to stimulate the sale of raw cotton by every legitimate and practicable means, Now, therefore, Resolved by the City Council of the City of Austin: That a permit be and is hereby granted every business man or householder who may desire so to do, to exhibit in front of his place of business or residence for the period of 30 days from the 15th day of September, 1914, a single bale of raw cotton subject to the following conditions: 1. The price paid for the raw cotton must be not less than 10 cents per pound. 2. The raw cotton bought under this authorization must be purchased from a small farmer, preferably a tenant farmer. 3. All cotton authorized to be placed in front of a business house or residence must be placed either next to the building or the curb line, and if at the curb line any buckle or spider must be exposed towards the street. 4. This permit is subject to revocation at any time in the pleasure of the City Council. The Council was called to order by the Mayor with all members present: Councilman Powell offered the following resolution: Whereas, the City Council under a previous administration, gave permission to place a sidewalk near the curb line on the north side of 20th Street, between University Avenue and the alley east, and the sidewalk was so placed at that time, and Whereas, the owner of property in the same block east of the alley now desires to have a sidewalk constructed in front of her premises, and said sidewalk cannot be placed in the correct location next to the property without making an offset from the walk west of the alley, unless the latter is torn up and replaced in the correct location, therefore Be it resolved, that the owner of property on the north side of 20th Street east of the alley between University Avenue and Wichita Street, be and she is hereby given permission to place her sidewalk in line with the sidewalk already constructed west of the alley, and further, Be it resolved that this permission is only temporary until such time as the City wishes to place the sidewalk in the entire block in the correct location next to the property line. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : That the sum of nine ($ 9.00) dollars be and the same is hereby appropriated out of the cost and damage fund in the general street department of the City of Austin, Texas, to reimburse J B Williams for injury to his automobile sustained in acci-dent at the corner of West 22nd street and SanAntonio street in this City on the night of Saturday ,Sept 5th 1914.
