Austin's Paving, Poles & Permits

  • Major Street Paving:

    The Council ordered the paving of 24th Street and Whitis Avenue with granited concrete, with the city responsible for only excavation and rolling costs. A new street was also named "Bierce Street."
  • New Urban Regulations:

    An ordinance was passed authorizing and setting specifications for illuminated barber poles on sidewalk curb lines.
  • Commercial Signage:

    Permits were granted to S.H. Kress & Company and Spalding Drug Co. to install electric signs on Congress Avenue, subject to city regulations and revocable by the Council.
  • Public Safety & Property:

    A settlement was approved for a citizen injured by falling into a ditch, and a land strip was acquired for street widening, with compensation paid in paving and sidewalk costs.

121 Regular meeting of the City Council: Austin, Texas, Sept 17th 1914. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew ,Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved: Reports of City Officers: The Mayor laid before the Council the reports of the Fire Marshal and the Supt of Streets which were read and ordered filed: Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of two hundred ($ 200.00) dollars be and the same is hereby trans-ferred from the miscellaneous appropriation in the Fire Dept of the City of Austin, Texas, to the appropriation for repairs to apparatus-Fuel and Chemicals in the Fire Dept. Theresolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge Mayor. Transfer Fund Fire Dept Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of two hundred forty three and twenty five cents ($ 243.25 )be and the same is hereby transferred from the appropriation for new apparatus, North Austin Hose Co No 6, in the Fire Dept of the City of Austin, Texas, to the appropriation for repairs to apparattus-Fuel and Chemicals -in the Fire Dept : The resolution was adopted by the following vote : Yeas Mayor Wooldridge. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : That 24th street from Guadalupe street to Whitis Avenue , and Whitis Avenue from 24th to 25th streets in this City be and the same is hereby ordered to be paved with granited concrete, Provided, however, that the City is to pay no part of thecost of this construction ,except excavating and rolling. Bierce Street Named Councilman Powell of fered the following resolution: Be it resolved by the City Council of the City of Austin, Texas : That the name of the 40 foot street running south from Red River street ,between Rainey street and Red River street, to the Bridge View Addition in Out Lot 73, Division "F",be known as Bierce street, Mr Walter L Bierce having been the first settler on that street, and having lived there ever since. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin: That the sum of two hundred and seventy six dollars and sixty cents ($ 276.60) be and the same is hereby appropriated out of the Cost & Damage fund in the general street dept,in complete payment and full dischargeof the claim of --- Page break --- 128 Delivered Ingram McLennan Kunze Mr & Mrs Selma Kunze for injuries sustained by Mrs Selma Kunze in falling into a ditch on South Congress Avenue on January 27th 1914, the items of which are set forth in the attached statement and account. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Whereas, the City of Austin, through its Mayor, has entered into an agreement Paying Paving with Herman Pressler, owner of Lot 12, North ½ of Outlot 5,Division "A", to transfer to the Sidewalk property City a strip of land along the south end of said lot,36.45 feet in length , five feet (5) in width at the east end ,and running to a point at the west end, said strip being needed by the City to widen the street at this corner; and Whereas, the City has agreed,as full compensation for said strip ,to pay for the Bitu-lithic pavement in front of said strip , 36.45 feet in length, and for the 4 ½ foot sidewalk and for the curbing in front of the entire lot, the lot frontage being seventy feet (70'); Therefore Be it resolved, by the City Council of the City of Austin , Texas,that the Mayor be and he is hereby authorized to pay for said Bitulithic pavement and for said sidewalk and curbing in compensation for said strip of land when same has been duly transferred to the City,and further,. Be it resolved ,that the sum of one hundred and fifteen and 35/100($ 115.35) dollars for pavement and seventy five ($ 75.00) dollars for sidewalk and curbing, a total of $ 190.35, or such part thereof as may be necessary ,be and the same is hereby appropriated out of the Permanent street fund as payment in full of the above named obligation. The Council was called to order by the Mayor with all members present: Barber Pole. The Mayor laid before the Council An Ordinance authorizing the installation and mainteOrdinance -nance of illuminated barber poles on sidewalk curb lines in the City of Austin, Texas, prescribing general specifications for said authorized barber poles and imposing a penalty for the violation of any of the provisions of this ordinance. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. --- Page break --- 124 S. H. Kress Co. Electric Sign The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That permit be and is hereby granted to the S H.Kress & Company to install an electric sign over their awning in front of their establishment at 810-812 Congress Avenue in this City . This sign is to be in strict conformity with the rules and regulations prescribed for electric light signs by the City of Austin Be it further resolved : That this permit is revocable at any time in the pleasure of the City Council : The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved , A P Wooldridge, Mayor. Spalding Drug Co. Electric Sign The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That upon the recommendation of Walter L Byres, Sign Inspector, permission is hereby granted to the Salding Drug Co, to install and maintain at the corner of 9th street and Congress Avenue in this City an electric light sign , siad sign to be in strict conformity with the rules and regulations prescribed for such electric light signs. Be it further resolved : That this permit is subject to revocation at any time in the pleasure of the City Council .
