  • Infrastructure Expansion:

    Approved significant street paving projects for Guadalupe, Whitis, and 24th Avenues, and established permanent grades for several city streets to guide future development.
  • Civic Development & Professional Growth:

    Authorized the Fire Chief and City Engineer to attend national conventions, with one approved despite noted budget concerns. Began preliminary survey work for a new municipal park and wharf.
  • Commercial & Social Regulation:

    Reconsidered a permit for a new petroleum filling station on Congress Avenue and approved an electric sign for a downtown cigar store. Conditionally remitted a fine for public drunkenness, emphasizing rehabilitation.
  • Revenue Collection:

    Authorized the Superintendent of Streets to hire a contractor to collect overdue sewage rental payments to improve city finances.

125 Regular meeting of the City Council : Austin, Texas September 24, 1914 The Council was called to order by the Mayor: Rollcalled: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The reports of City officers for August were read and prdered filed ,Viz: Sanitary Inspector, Unfinished business : Pavement dft. + whitis ave ordered The Mayor laid before the Council the resolution ordering the pavement of Guadalupe street from Guadalupe street to Whitis Avenue, and Whitis Avenue from 24th to 25th streets , which resolution was presented and read on the 17th of September,1914, read and laid over. The resolution was read and passed by the following vote : Yeas Councilmen Anthony, Bartholomew, Haynes & Powell 4 Nay Mayor Wooldridge 1 Resignation - R Rasor, draftsman Councilman Powell presented the resignation of R Rasor ,as Draftsman in the Office of the City Engineer, which was accepted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Louis Gerbl appointed draftsman Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin ,Texas, that Louis Gerbl be and he is hereby appointed Draftsman in the Engineering Department, succeeding Romie Rasor, resigned, the same to take effect September 23rd 1914. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Not voting Councilman Powell 1 Councilman Powell offered the following resolution : Moving Bond Chas Johnson Cancelled + released Whereas, it appears from the statement of the Supt of Streets and Public Improvements that the house designated to be moved by Charles Johnson in his petition for moving house , dated Sept 2nd 1914, and secured by a moving bond for fifty ($ 50.00) dollars was a small house and needed to be moved but only across the street from the place where it was origihnly located ,which move was effected without damage , no far as the City Council knows, to person or property. Now, therefore, Resolved by the City Council of the City of Austin : That the personal bond given by Charles Johnson to indemnify the City against damages resulting from moving said house from one place to another,upon which bond T H Davis and H A Wroe are sureties, be and the same is hereby released so far as the sureties on said bond are concerned. Expenses Chf Fire Dept to Convention Councilman Anthony offered the following resolution: Resolved by the City Council of the City of Austin : That the sum of sixty five ($ 65.00) dollars or so much thereof as may be Necessary, be and the same is hereby appropriated out of the miscellaneous fund in the budget of the Fire Dept of this City for the year 1914 to defray the expenses of J W Goslin, Chief of the Austin Fire Dept ,to and from New Orleans, La, to be in attendance at the International Fire Chief's convention to be held in that City in the month of October 1914. Total fine and costs ,$ 59.80,worked out $ 28.00, balance owing ,$ 31.80. Petroleum Tank etc. That the resolution of the City Council which failed to pass on August 29th 1914, proposing to grant a permit to the Magnolia petroleum Co, to install and maintain for twelve months a filling tank and automobile supply station at 917 Congress Avenue in this City, be and the same is hereby reconsidered. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : Wharf Dam survey test holes etc. That the Mayor be and he is hereby authorized to employ labor and incur the reasonable expenses necessary to digging test holes in front of theproperty leased above the dam where the City proposes to improve as a municipal park and in front of which a municipal wharf is to be built. Theexpenses to be incurred under authority of this resolutionwill be .reported by the Mayor to the City Council and an appropriation therefor at a later date will be made out of the contingent fund of the City of Austin,Texas,for the current year. Theresolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor --- Page break --- 130 Bucks Cigar Store Sign The Mayor laid before the Council the following resolution: Whereas, the petition of Bucks Cigar store near the intersection of 8th street and Congress Avenue in this City for the installation of an electric light sign in front of its place of business is recommended by W L Eyres, Sign Inspector, Now, therefore, Resolved by the City Council of the City of Austin : That a permit to install said electric light sign at Bucks Cigar store near the intersection of 8th street and Congress Avenue is hereby granted to the said Bucks Cigar store, with the following provisos: 1. That when the sign is suspended it must meet with the approval of Walter L Eyres, Sign Inspector. 2. That this permit is subject to revocation at any time in the pleasure of the City Council.
