156 .Regular meeting of the City Council : Austin, Texas ,November 05, 1914. The Council was called to order by the Mayor: Roll called : Present, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted : Reports of City Officers : The Mayor laid before the Council the following reports of City Officers, which were read and ordered filed, viz: The Fire Marshal, The Treasurer, the Asst Clerk, the Assessor & Collector , the Matron of the Hospital, the Cahier of the Sewer Dept, the City Health Office the City Marshal, Supt of the Water & Light Dept: Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : That for sufficient reasons thereunto moving , the fine and costs imposed against Ed St John in cause No 8913, for affray ,in the Corporation Court of the Ed St John Fine remitted City of Austin ,Texas, on October 28th 1914, be and the same are hereby remitted. And it appearing to the City Council that$ 14.80, the amount of the fine and costs imposedagainst the said Ed St John, has been deposited by the Police Clerk with the Assessor & Collector of this City . Now, therefore, Be it further resolved : That the sum of $ 14.80,be and the same is hereby appropriated out of the contingent fund of the City of Austin ,Texas, as a refund to the said Ed St John for the amount of fine and costs paid be him in this case. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of the alley Pavement of alley accepted between Congress Avenue and Colorado street from 7th to 8th streets: Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the McDonald Concrete Company has completed the work of paving and improving the alley between Congress Avenue and Colorado street from 7th street to 8th street ,under contract with the City and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ; therefore, Be it resolved by the City Council of the City of Austin : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : Earl Lloyd That for sufficient reasons thereunto moving, the fine and costs imposed against Earl Fine Remitted Lloyd, in cause No 8963, for assault, in the Corporation Court of the City of Austin, Texas, on October 16th 1914, be and the same are hereby remitted. And it appearing to the City Council that $ 7.50 of the fine and costs imposed against the said Earl Lloyd, amounting to $ 19.80.has been deposited by the Police Clerk with the Assessor & Collector of this City. Now, therefore, Be it further resolved: That the sum of $ 7.50 be and the same is hereby appropriated out of the Contingent fund of the City of Austin, Texas, as a refund to the said Earl Lloyd for the amount paid in by him on account of the fine and costs imposed in this Case. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : That for sufficient reasons thereunto moving, the fine and costs imposed Prince Brown against Prince Brown, Colored, in cause No 8998, for abusive language, in the Corporation Fine Remitted Court of the City of Austin, Texas, on November 4th 1914, amounting to $ 19.80, be and the same are hereby remitted. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : Mary Jackson fine suspended That upon the condition of the defendant's ,Mary Jackson, leaving Austin immediately and permanently remaining away, the fine and costs imposed against he her ,on November 2nd 1914, in cause No 8991, State of Texas vs Mary Jackson, in the Corporation Court of the City of Austin, Texas, be and the same are hereby suspended. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. November 6th 1914. The Mayor laid before the Council the following resolution : Approve Expenses Mayor Be it resolved by the City Council of the City of Austin, Texas : That the sum of Fifty & 00/100 ($ 50.00 ) dollars , or so much thereof as may be necessary , be and the same is hereby appropriated out of the General Contin-gent to pay the expenses of Mayor A P Wooldridge, to attend the Texas Munici- -pal Convention at Houston, Texas, November 10th & 11th 1914. The resolution was adopted by the following vote : Yeas Councilmen Anthony, Bartholomew, Haynes & Powell 4 Not voting , Mayor Wooldridge, 1 Approved, A P Wooldridge, Mayor. November 9th 1914. The Mayor laid before the Council the following resolution : Pat Cain suspended Whereas, it appears from an investigation this day made by the City Council that Pat Cain, foreman of the pipelaying gang in the Water & Light Dept, of this City, was intoxicated on the afternoon and evening of November 7th 1914, and while in that condition, ran over an old Lady by the name of Mrs W A Briley, on East 6th street in this City. Now, therefore, Resolved by the City Council of the City of Austin : 1. That the said Pat Cain, foreman, be and he is hereby suspended from work and pay for the period of two weeks from and after this date. 2. That he pay all of the reasonable necessary and proper medical and surgical expenses attendant upon the medical and surgical treatment of the said Mrs W A Briley ,growing out of the injuries caused by the said Pat Cain in running over her on East 6th street . 3. Be it further and expressly resolved : That should the said Pat Cain be found in any saloon during or after business hours, the discovery of that fact shall be the cause for his immediate discharge from the employment of the City . Wesley Pauck .The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the petition of Geo M Hesleyto install a four tank Bowser Dry Cleaning equipment at 917 Congress Avenue in this City be and the same is hereby granted; provided, that this installation shall be under the supervision of the Fire Marshal of this City, and before this permit is deemed effective, the Fire Marshal shall inform the City Council in writing that said four tank Bowser Dry Cleaning Equipment at 917 Congress Avenue has in all things been installed in conformity with the City ordinances of this City. Be it further resolved by the City Council : That this permit is revocable at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor . Caswell & Smith sign The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That a permit be and is hereby granted to the firm of Caswell & Smithto install a cloth sign across the sidewalk in front of their place of business at 613 Congress Avenue. This cloth sign is to be 1 ½ feet wide and about the length of the width of the sidewalk, and may be kept in position for 30 days from and after November 12th ,1914. Resolved further : That this permit is revocable at any time at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew , Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Council then adjourned.
