The city approved a $4.60 refund to a citizen for overpaid sewer charges, directly resulting from a new sewer ordinance implemented in April 1914.Hiring Special Legal Counsel:
An attorney, E.C. Gaines, was hired for $500 to assist the City Attorney in defending a lawsuit filed against the City of Austin by F.M. Maddox.Conditional Building Permit:
A permit was granted for an 8x10 foot iron shed at 107 Congress Avenue, with the specific and unusual condition that the city could revoke the permit at its discretion.

100 Regular meeting City Council: Austin, Texas, November 12, 1914: The Council was called to order by Councilman Bartholomew, Mayor Pro Tem: Roll called: Present Councilmen Anthony, Bartholomew, Haynes & Powell 4 Absent Mayor Wooldridge, Mayor. The minutes of the last regular and subsequent recessedmeetings were read and adopted: Reports of City Officers: The following reports of City Officers were presented, read and ordered filed, viz : Supt Water & Light Plant for the month of August 1914, and that of the Inspector of Weights & Measures for October 1914. & Supt Streets for Sept 1914. A communication from Dr Quesenbury , County Vetinarion , was read , but no action taken. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: R.W. Finley That the sum of $ 4.60 be refunded to R W Finley which was overpay in Sewer Refund Sewer charges for the quarter ending June 30th ,1914, caused by the new sewer ordinance Charges. adopted April 1st 1914, on the following property being adjoining. 703 Lavacca street $ 2.25 217 West 8th street 2.35 Total 4.60 The resolution was adopted by the following vote : Yeas Councilman Bartholomew, Anthony, Haynes & Powell 4 Absent Mayor Wooldridge, 1 Approved, E C Bartholomew, Mayor Pro Tem. Nov 18th 1914. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin : That whereas it is deemed expedient that the City of Austin employ special CounHired Special -oil to assist the City Attorney in the defense of a certain suit No 31145 and Council Maddox Suit entitled F M Maddox vs the City of Austin ,at al, now pending in the Dist Court Maddox vs City of Travis County ,Texas ; and E.C. Gaines Whereas, E C Gaines ,Esq, an Attorney at Law , is deemed a proper and competent person to employ in such capacity ; now therefore The Mayor of the City od Austin be and he is hereby authorized and instructed to employ said E C Gaines to assist the City Attorney in all matters necessary to a defense of the City 's interest in said suit.Said Gaines to act and perform said services under the direction of said City Attorney and to receive therefor as his fee for such services the sum of $ 500.00,upon the following terms: $ 250.00 as a cash retainer to be paid upon the execution of a written contractby said parties and $ 250.00 to be paid immediately after Judgement shall have been entered in the Dist Court;

. The sum of $ 250.00 is hereby appropriated out of the general contingent fund of the City of Austin for the purpose of paying the cash retainer hereinabove stated. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : Building Permit That a permit be and is hereby granted to J R Hamilton to erect a shed 8 feet one way by 10 feet the other on the premises at 107 Congress Avenue in this City . This shed is to be entirely of iron or steel ,save and except the ceiling joists to which the galvanized iron is attached . Resolved further: That this permit is subject to repeal at the pleasure of the Cityv Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. The Council then adjourned. J.
