Suspended a $31.80 fine for vagrancy for Edna Smith, with the condition she not re-offend. Also, increased the commission for collecting difficult-to-recover old sewer bills from 5% to 10% to incentivize collection.

162 Regular meeting of the City Council: Austin, Texas Nov 19th
The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none.
The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers:
The Mayor laid before the Council the report of the City Sexton, the Sanitary Inspector, the Supt of the City Hospital Building, for the month of October 1914, also also those of the Supt streets, account of General Fund and the Permanent street fund, the Cashier of the Sewer Plant, for the months of Sept & October 1914 which were read and ordered filed. The Mayor laid before the Council the following resolution: Magnolia Petroleum Co. Whereas, the application of G Flury, agent for the Magnolia Petroleum Co, to Sign erect an electric light sign at 917 Congress Avenue in this City has been approved by the Sign Inspector, W L Eyres Now, therefore, Resolved by the City Council of the City of Austin: That permit be and is hereby granted by the City Council of the City of Austin, Texas, to the Magnolia Petroleum Co to erect and maintain an electric light sign at 917 Congress Avenue in this City, said sign to be in general accordance with the specifications set out in the petition of the said G Flury, agent, and in all other particulars to be in strict conformity with the ordinances of this City in this behalf made and provided. Be it further resolved: That this permit is revocable at the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes and Powell 5 Nays none.
Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin: Final Sewer Payment That the 2 % of the final estimate on sewer construction contract # 15, amount-ing to $ 72.42, which amount is being held to cover maintenance expenses, be Johnson & Carr and the same is hereby ordered paid to Johnson & Carr, the firm contracting for this work. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Electric wiring The Mayor laid before the Council an ordinance amending existing ordinance ordinances of the City of Austin, regulating the installation, repair opera-tion and maintenance of all electric wiring, and providing for the licensing and bonding of electric contractors, and providing penalties. The ordinance was read the 1st time.

163 The Mayor laid before the Council the following resolution: Whereas, it appears from the report of the City Electrician, and also the Architect in charge of the construction of the building, that a mistake was made in the size of the wires used for wiring the new City Hospital building, Now, therefore, Resolved by the City Council of the City of Austin: That the proposition of the A E Hancock Co to increase the size of all wires and panel to take care of 110 volts instead of 220 volts, as originally figured, for the price of $ 32.25, be and the same is hereby accepted. Be it further resolved by the City Council of the City of Austin: That the proposition of the said A E Hancock Co, to lay a three inch underground conduit containing one duplex No 6 lead covered cable, and one triplex No 2 lead covered cable, extending from the City's power lines at the curb north of the new City Hospital under ground and into said building to the main meters, be and the same are hereby also accepted. Be it further resolved by the City Council: That the sum of $ 180.00 be and the same is hereby appropriated out of the General Contin-gent fund of the City of Austin, Texas, to pay the said A E Hancock Co. for doing the work and supplying the material called for in the two propositions herein above accepted. November 24th 1914. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sum of $ 2.00 be refunded Robinson & Hamby, agents for Chas Schurr Estate, for overpay of sewerage on house No 402 East 11th street: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew & Powell 3 Absent Councilmen Anthony & Haynes 2 Approved, A P Wooldridge, Mayor.
B. H. Schurrn refund Sewerage
November 25th 1914. All present: Councilman Haynes offered the following resolution: Resolved by the City Council of the City of Austin: That the sum of $ 8.90 be and the same is hereby appropriated out of the General Contin-gent fund of the City of Austin, Texas, as a refund to Mrs Hans Assman upon retail Liquor dealers license No 641, for the selling of Malt liquor in the City of Austin, Texas. Said license was dated the 11th day of July, 1913, and expired on the 11th day of July, 1914. Hans Assman died March 28th, 1914, and the unused portion of said license is $ 8.90, the amount of this appropriation. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor.

•Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That for good reasons unto it shown ,payment of the balance of the costs and fine ,amounting to $ 31.80,in cause No 8956, State of Texas vs Edna Smith ,in the Corporation Court of the City of Austin,Texas,be and the same is hereby sus-pended and the Marshal of the City of Austin is hereby authorized to release he her from custody , but subject to re-arrest upon the balance of the fine and costs in this case should she at any time be guilty of the offense of Vagrancy of which she now stands convicted in this cause. The fine and costs imposed against the said Edna Smith on October 16th 1914, amount to $ 64.80. The amount served out is $ 33.00, leaving a balance of $ 31.80 owing. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the commissions to be allowed W H Bright for collecting old Sewer accounts be increased from 5 % to 10% in view of the fact that said accounts are hard to collect and 5 % not being adequate for his services. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : • That the sum of $96.05 be and the same is hereby appropriated out of the Permanent Street Improvement Fund of the City of Austin,Texas,in payment of a bill of the Texas Bitulithic Company for paving 30.35 feet in front of the property of Mrs L J Suttonat the corner of East 6th street and Chalmers Avenue in this City ,the same being a part of Outlot No 6, Division "A" of this City, conveyed by the said Mrs Sutton in part payment to her of a strip of land of varying width from 4 ½ feet to nothing in front of her property . The consideration for this appropriation is fully set out in the deed from Mrs L J Sutton and Sons to the City of Austin,Texas, dated 19th day of November 1914.
