Here’s a summary of the Austin City Council meeting from December 03, 1914:

  • New Electrical Safety & Licensing:

    The council passed an ordinance regulating electrical wiring installations and repairs, requiring licenses and bonds for electrical contractors to enhance public safety.

107 Regular meeting of the City Council : Austin, Texas, December 03, 1914: The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Owing to the absent men, the Clerks reading of the minutes was postponed The Mayor laid before the Council the following reports of City Officers, viz: The City Marshal, the Cashier Sanitary Sewer Dept, the City Health Officer, which were read and ordered filed : Unfinished business : The Mayor laid before the Council an ordinance amending existing ordinances of the City of Austin ,regulating the installation , repair, operation, and maintenance of all electric Electronic wiring,and providing for the licensing and bonding of electrical Contractors , and ordinance passed providing penalties. The ordinance was read the first time and passed under suspension of the rules by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. New business : Councilman Haynes offered the following resolution : Resolved by the City Council of the City of Austin : Citygen Bank & Co. That the sum of $ 8.92 be and the same is hereby appropriated out of the General Continoverdrafts -gent fund of the City of Austin,Texas, to pay the Citizens Bank & Trust Company for interest on overdraft in the General fund for the month of November 1914. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : A E Hancock Co. Whereas, the petition of A E Hancock Co, to install an electric light sign Sign in front of their place of business at 908 Congress Avenue in this City has been approved by W L Eyres, Sign Inspector, Now, therefore, Resolved by the City Council of the City of Austin : That a permit be and is hereby granted to the said A E Hancock Co to install and maintain an electric light sign in front of their place of business at 908 Congress Avenue in this City . This sign must be in strict conformity with the ordinances of the City regulating electric light signs. Be it further resolved by the City Council : That this permit is subject to revocation at the pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 108 Bohn-Shelby Co Sign The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin That a permit be and is hereby granted to the Bohn-Shelby Company to str streach across the sidewalk infront of their place of business at 221-223 Ea 6th street a canvas sign;this sign is to be securely attached to the adjacent building and awning and to be at least 8 feet above the sidewalk. It will advertise a cost sale. Permission is granted to the said Bohn-Shelby Company to streach and maintain this sign for 30 days ,beginning December 3rd 1914. Resoted further : That this permit is subject to revocation at the pleasure of the City Council . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved , A P Wooldridge, Mayor. Transferred funds to extra work Hospital The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 180.00, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin ,Texas,for the year 1914,and transferred to the Hospital Building fund for the purpose of paying the A E Hancock Co for increasing the size of wires and panel at the Hospital to take care of 110 volts instead of 220 volts, as called for in the original specifi-cations The City is also to pay out of this appropriation to the said A E Hancock Co to lay a three inch underground conduit ,containing one duplex No 6 lead covered cable and one triplex No 2 lead covered cable ,extending from the City's power lines underground to the meters of the City Hospital building. This resolution is intended to be supplimental to the resolution passed by the City Council on the 19th day of November 1914,appropriating $ 180.00 dire to carry out the purposes stated in this resolution. The resolution was passed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Haynes offered the following resolution : Whereas it appears from the attached affidavit of Thomas J Christal that credits were erroneously assessed against him for the year 1913 in the amount of $ 9,000.00 ,when indeed he held credits in the sum of but $ 8,000.00 against which as an offset there were interest bearing obligations owing by him in the amount of $ 5,950.00,which left a balance of $ 2,050.00,for assessment instead of $ 9,000.00, which at the appraised value of 80 cents on the dollar amount to $ 1,640.00. Now, therefore, Resolved by the City Council of the City of Austin : That the assessment against the said Thomas J Christal of credits for the year 1913 in the amount of $ 9,000.00 ,figured at 80 cents on the dollar ,or $ 7,200.00, be and the same is hereby cancelled and annulled ,and an assessment of credits in the amount of $ 1,640.00, be substituted therefor. Resolved further: That the City Assessor & Collector take credit in accordance with the terms of this resolution . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Whereas, for good cause unto the City Council moving, especially the fact that the defendant herein below named is young,has served out a considerable portion of the sentence imposed upon her , and yhis constitutes her first offense, Now, therefore, Resolved by the City Council of the City of Austin,Texas: That the balance of the fine and costs, amounting at this date to $ 38.80,imposed on Fine Travinio Suspended October 26th ,1914, against Carma Travinio in cause No 8974, in the Corporation Court of the City of Austin,Texas, be suspended from payment with the express stipulation upon the part of the City Council that should the said Carma Triveniobe again arrested for vagrancy in the City of Austin,Texas, the payment of the balance of the fine and costs in this cause , amounting to $ 36.90, shall be enforced. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved , A P Wooldridge, Mayor. Cause No 8974,State of Texas vs Carma Trivinio ,sentenced October 26th 1914, fine and Costs $ 59.00, laid out in Jail $ 23.00, balance owing , $ 36.80. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : That, after a full consideration by the City Council of the proposals to furnish Contracts for Fire Hose fire hose for the Austin Fire Dept as made by the Fabric Hose Co of New York,through C L, awarded. Woodward its local Agent , Voss & Koock, representing the Boston Hose & Rubber Co, the Gutta Percha & Rubber Manufacturing Co of New York, through their local Agents , Walter Tips Hardware Co, and the Eureka Hose manufacturing Co, of New Jersey, through their local Agents, W H Richardson & Co, at prices varying with the quality of Hose offered from from 70 cents per running foot up to $ 1.20, the City Council of Austin here resolves that its purchase of 1500 feet of the Red Cross brand of the Eureka Fire Hose at $ 1.00 per running foot , paying therefor in full $ 1,500.00,and 1365 feet of the Baker 3 ply Multiple woven Fire Hose , of what is known as the " Paragon Brand", as furnished by the Gutta Percha Rubber Manufacturing Co of New York at $ 1.10 per running foot ,amounting to --- Page break --- 170 $ 1,500.00. Resolved further: That the Mayor of this City be and he is hereby authorized to make contracts with the sellers of the hose herein agreed to be purchased by the City in conformity with the terms of this resolution. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: Office That permission is hereby granted to O G Hillto install and maintain for the period Shooting Gallery of 12 months from this date a shooting gallery at 411 Congress Avenue in this City: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin: That sidewalks of the width of 4 feet, beginning at the property line, are Sidewalks Block hereby authorized to be constructed on the north side of the alley east of 160- Congress Avenue in block No 160 in this City. This authorization of a 4 foot sidewalk on the north side of said block will leave an alley of the width of 16 feet for vehicles. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Haynes offered the following resolution: Whereas, the City of Austin now owns, and uses for Cemetery purposes & and has owned since July 1st, 1913, and was negotiating for the purchase thereof some months prior to said date of purchase, Lots 5 & 6, in Block 8, Outlot 37 Division " B " of the City of Austin, Texas. Taxes remitted Now therefore, Resolved by the City Council of the City of Austin: That the City taxes upon said property for the year 1913, amounting with inter-est and penalties to the sum of $ 10.58, be and the same are hereby remitted as a charge against said property. Be it further resolved by the City Council of the City of Austin: That the Assessor & Collector of taxes of this City be and he is hereby author-ized to take credit in accordance with the terms of this resolution: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 171 Councilman Anthony offered the following resolution : Whereas, it appears from the report of J W T Goslin Chief of the Austin Fire Dept, and J E Keller, W Ziller and E Von Rosenberg,Committee of the Austin Hook & Ladder Co No 1,that the motor Hook & Ladder truck bought for the City of Austin by A P Wooldridge, and A O Roeth, H A Wroe and A J Sellers is in all things in compliance with the specifications for said Motor Hook & Ladder truck ,less certian minor details which the Council does not regard as substantial ; and Whereas, the Committee of experts appointed originally to help order said Motor truck and additional experts , including Mr H H Cullen who had noted certain defects, as he thought, in said Motor truck,all now declare that said Motor Hook & Ladder truck is in all things in compliance with the specifications for same and is a good and substantiall piece of Fire apparatus and should be taken over by the City under its contract so to do if said Motor truck prove to come up to the specifications. Now, therefore, Resolved by the City Council of the City of Austin : That said Mortor truck purchased of the Seagraves Cobe and the same is hereby accepted by the City of Austin and will be paid for in accordance with the terms of the contract ordering the same . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen, Anthony, Loke & Haynes 3 Absent Councilmen.Bartholomew & Powell 2 Approved, A P Wooldridge, Mayor. .The Council then adjourned.
