Contracts were awarded to furnish the New City Hospital with furniture and essential surgical and sanitary equipment.Reduced Water Rates:
A significant policy change lowered the minimum water rate for citizens, effective January 1915.Major Infrastructure Investments:
Substantial funds were allocated for expanding water, light, and power utilities, alongside improvements for city streets and bridges.

.. Regular meeting of the City Council: Austin, Texas, December 31, 1914
The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none.
On motion the reading of the minutes was postponed until the next regular meeting:
The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin: That the sum of two hundred and twenty five ($ 225.00) dollars be and the same is hereby appropriated out of the appropriation in the budget of the City of Austin, Texas, for the year 1914 to pay for overflowed lands caused by rebuilding the dam, and made payable to the order of W B Anthony and C B Moreland in payment of a perpetual easement over and upon their lands overflowed by the lake formed by the rebuilt dam. For full particulars as to the land conveyed and the terms of the deed, reference is here made to the deed of said W B Anthony and C B Moreland to the City of Austin, Texas, dated December 20th 1914, and by reference made a part of this resolution. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Present but not voting, Councilman Anthony 1 Approved, A P Wooldridge, Mayor.
Councilman Haynes presented bills from the Citizens Bank & Trust Co for interest on overdrafts General Fund $ 62.60 & bill overdraft Street Improve-ment for for $ 6.13, which were allowed and ordered paid. Councilman Anthony presented the following resolution: Resolved by the City Council of the City of Austin: That the bid of C A Dahlich, per report of the Supt of Police & Public Safety, of date December 12th, 1914, to supply certain furniture to the New City Hospital, amounting, per said report, to $ 393.15, is hereby accepted. Resolved further: That the bid of the Swan Furniture Company to supply certain furniture to the New City Hospital, per the report of the Supt of Police & Public Safety in the amount of $ 1,124.47, be and the same is also hereby accepted. Be it further resolved: That the bid of the Swan Furniture Company to supply Surgical and Sanitary equipment to the New City Hospital, per the report of the Supt of Police & Public Safety, of date December 12th 1914, in the amount of $ 821.96, be and the same is hereby accepted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 6 Nays none.

101 Janu ry 2nd 1915.Anthony & Powell absent: Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin : E. Adolph Housmann That the sum of seven hundred and fifty ($ 750.00) dollars be and the same is hereby pays overflowed applied out of the appropriation of $ 10,000.00,made in the budget of 1914 to pay for land. certain lands caused by rebuilding the dam, and made payable to E Adolph Housmann in payment of a perpetual easement over certain lands overflowed by the lake created by the dam across the Colorado River. A full description of the property conveyed by said easement deed is set forth in the same, which bears date the 29th day of December , 1914. Labor — That the sum of Ten Thousand ($ 10,000.00) dollars be and the same is hereby appropriated Water Light Dept by the City Council of the City of Austin,Texas, out of the Earnings fund of the Water , Light and Power Department of the City of Austin, Texas, to pay for temporary labor in and about the work of the Water, Light and Power Plant of this City, and especially for the employment of labor in the digging of ditches,laying of water mains and the erection of light and power poles in the City and for the stringing of light and powerwires. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : appro That the sum of ten thousand ($ 10,000.00) dollars be and the same is hereby appropriated $10.000.00 out of the General Street fund of the City of Austin,Texas, for the year 1915 for the Street Dept. purpose of paying for temporary labor upon the streets ,bridges and other public improve-ments of the City of Austin,Texas. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Bartholomew offered the following resolution : Resolved By the City Council of the City of Austin : Reduction water 1st. That beginning with the January 1915 readings of the meters of the Water, Light rates and Power Dept of this City the minimum rate for water be reduced from one dollar for five thousand gallons to fifty cents for twentyfive hundred gallons. 2nd. That all Resolutions in conflict with this resolution be and the same are hereby repealed. •Councilman Haynes presented bids for supplies for the City for the term ending June 30th 1915, which were opened and referred to the different heads of Depts for calculation and report.
January 5th 1914. All present:
•Councilman Anthony made the following nominations in the Employees ,Fire Dept,viz: For Driver & Capt , Austin Hook & Ladder Co 1 ,Geo Pendeper , Driven & Tillermen do do Arthur Quist , H & L Co- For Asst Driver do do Otto Brinkmann , For Asst Tillerman do do Walter Hearn , The nominations were confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of one hundred and fifty ($ 150.00) dollars be and the same Appro. Sanitary is hereby appropriated out of the Sanitary Sewer fund for temporary labor and Sewer Fund. other necessary expenses during the month of January 1915. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell5 Nays none.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of two hundred and fifty ($ 250.00) dollars be and the Appro. Perm same is hereby appropriated out of the Permanent Street Improvement fund to pay St. Fund. for temporary labor and other necessary expenses during the month of January 1915 The resolution was adopted by the following vote: Yeas Mayor Wooldridge , Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of one thousand ($ 1,000.00) dollars be and the same is Appro. Sanitary hereby appropriated out of the Sanitary Sewer Earnings fund to pay for temporary Sewer Earnings labor and other necessary expenses during the month of January 1915. Fund. On mo tion of Councilman Anthony, the following awards for supplies to for the term ending June 30th 1915, were made,viz : Contract For Meals for City Prisoners ,Mrs A E Wheeler , at 20cents each.
