Granted a temporary permit for a downtown business to erect a water closet connected to the city's sanitary sewer, and allocated additional funds for the new City Hospital's supplies and budget corrections.Urban Development & Advertising:
Authorized temporary use of city space for a business to suspend construction timber and a dirt bin over an alley, and permitted advertising banners for local shows.

229 ..Regular meeting of the City Council : Austin,Texas, April 08, 1915: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. On motion the reading of the minutes of the last regular and subsequent recessed meetings were dispensed with: The Mayor laid before the Council the following report from the City Clerk , which was ordered copied in the minutes:
Austin,Texas, April 6th 1915: Hon Mayor & City Council, City of Austin,Texas. Gentlemen : As required by Art 3 ,Sec.3 of the City Charter,I have the honor to report the following as the result of the election held in this City on Monday April 5th 1915, for the purpose of electing a Mayor and four Councilmen ,to serve this City for the next City Clerks two years ,vis : Report General For Mayor: Election April 6th A P Wooldridge received 3050 votes 1915 For Councilmen : W B Anthony received .2338 votes E C Bartholomew received 2995 " Otto Ebeling received 1420 " H L Haynes received 2925 " P W Powell received 2611 " Total number of votes cast at said election 3162 Respectfully submitted . Jno 0 Johnson ,City Clerk. The Mayor appointed Councilmen Powell, Haynes & Anthony ,a committee to canvass the returns of election ,as submitted by the City Clerk : The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,Texas : Permit E.M. Scarbrough That a permit be and is hereby granted to E M Scarbrough to run two pieces of timber News. to hang 4X14 X 22across the alley back of his property known as numbers 512- 518 on Congress pieces Lumber Abenue in this City and to hang to said pieces of timber a bin to hold dirt taken out of the basement during the excavation thereof. The timber authorized to be erected under this permit is to be fifteen feet above the level of the alley. Resolved further: That this permit is temporary and revocable at the pleasure of the City Council.

The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,Texas : That the petition of E M Scarbrough & Sons to erect and maintain for the period Scarbrough & Say of,say, six months from this date a toilet room,or water closet,to be connected of with the sanitary Sewer of this City ,upon the vacant ground behind E M Scarbrough & Sons store in this City ,be and the same is hereby granted, provided: First-- That permission from the owner of the vacant land on which said water closet is to be erectedand maintained is previously obtained ; Second - That said water closet is to be connected with the Sanitary Sewer of this City ; Third- That the work under this permit is to be done subject to the inspection and approval of the Plumbing Inspector of this City .
Resolved further and finally : That this permit is temporary and revocable at any time in the Pleasure of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge , [illegible] Mayor.

The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin,Texas : That the petition of the Lake Austin Navigation Company to install and Austin Lake Navigation Gasoline 5 maintain a gasoline Tank and gasoline pump upon the City's premisses at the Dam be and the same is hereby granted ,with,however, the express conditions and provisos: The locality, lines and gradesand depth below the surface and connec-tions of said tank must be prescribed in advance by the City Engineer and the work under this permit must be done under his supervision and subject to his approval . That tHisopurbto be held as temporary and subject to revocation at the pleasure of the City Council . ..The Mayor laid before the Council the following resolution : Whereas, in the budget for 1915,for the new City Hospital there was an appropriation of $ 81.51, for sewer pipe furnished by the City of Austin to the said new City Hospital building ; and Whereas, the true amount should have been $ 88.51,instead of $ 81.51,; and Whereas, a warrant was drawn in favor of the Sewer Dept for $ 88.51,which created an overd -draft in thid appropriation of $ 7.00. Now ,therefore, Resolved by the City Council of the City of Austin, Texas: That the sum of $ 7.00 be and the same is hereby appropriated out of the General Contingent $ fund of the City of Austin ,Texas, and added to the special appropriation of $ 81.51, owing by trhe City of Austin to the sewer Dept for pipe furnished the new City Hospital building The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none , Approved, A P Wooldridge, Mayor.
The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 134.25be and the same is hereby appropriated out of the supplemental budget of $ 4,227.50 by reason of anticipated income from the new City Hospital ,as adopted by the City Council February 15th 1915,and set apart and applied to the payment T H Williams Supplies New Hospital of a bill of T H Williams & Co ,per the attached itemized and approved statement of the same ,which is filed herewith and made a part of this appropriation. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none , Approved, A P Wooldridge, Mayor.
The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : C A Dahlich Aprile 1915 That the sum of $ 309.30be and the same is hereby appropriated out of the supplemental budget of $ 4,227.50 by reason of anticipated income from the new City Hospital ,as adopted by the City Council February 15th 1915,and set apart and applied to the payment of a bill of C A Dahlich ,per attached itemized and approved statement of the same,which is filed herewith and made a part of this appropriation. 244 April 14th 1915. All present except The Mayor laid before the Council the following resolution : Anthony Resolved by the City Council of the City of Austin, Texas: That a permit be and is hereby granted to C A Wortham Showstsexxxxxx to suspend or affix small banners to or in front of premises in this City as an advertisement of said shows ; provided, the owners of the property to which or upon which said banners are affixed shall consent thereto. Be it further resolved by the City Council of the City of Austin : That this permit shall go into effect from and after this date and shall be good until the end of the month of April 1915.
