250 Regular meeting of the City Council: Austin, Texas: April 22, 1915: The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular meeting were read and adopted : The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin, Texas: E.C.Bartholomew That E C Bartholomew be and he is hereby authorized to construct in the alley Catch Basin north from 10th street between Congress Avenue and Brazos streets catch basin for & 10th St. & alley for the purpose of collecting the sewage and waste water from the Laundry plant now being installed on the adjacent property. Be it further resolved, that the work under this permit is to be done under the supervision of the City Engineer and subject to his approval and it is not to be deemed accepted until his approval is received and filed in connection with said work . Be it further and finally resolved, that this permit is temporary and subject to revocation at any time in the judgement of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Not voting Councilman Bartholomew 1 The Mayor laid before the Council the following resolution : Wortham Shows Resolved by the City Council of the City of Austin, Texas: Permit granted That a permit be and is hereby granted to The Wortham Shows to exhibit in to use. the City of Austin, Texas, on the 26th, 27th, 28th ,29th & 30th days of Ap ril , 1915, and Be it further resolved : That this permit is granted said Wortham Shows to exhibit upon the Alliance Yard Alliance Yard Park without charge, for the use of the square for the days of & streets their exhibit in this City ,and Be it further resolved : That to facilitate them in this show or carnival ,in addition to the use of the Alliance Yard Park, the south one-half of 5th street from Trinity to Neches streets during the period of this show is vacated ,and Be it further resolved : That two thirds of the width of the roadway upon Neches street , from 4th to 5th streets id vacated during the time of this show ; and

.Be it further resolved: That the whole of Trinity street from 4th to 5th streets is vacated during the time og this show; and be it further resolved: That this permit is temporary and revocable at the pleasure of the City Council and be it especially resolved, that any abuse of any of the streets upon which said show is permitted to exhibit, especially the south side of 5th street between Trinity and Neches streets, shall call for an immediate revocation of this permit .Any abuse of the paved streets by driving spikes into it, will call for an immediate revocation of this permit . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.

The Mayor laid before the Council, An ordinance ordering an election to obtain the consent of the qualified voters of the City of Austin, Texas, who pay taxes on property within the limits of said City, to the issuance of bonds by the City Council for the purposes: First for permanent improvement of the streets of the City and the building of bridges and storm sewers; Second The construction of Sanitary Sewers; third The construction and repair of Public Free School Buildings, the equipment thereof; and the purchase of sites therefor; Fourth - The installation of an automatic Fire and Police alarm system for the City of Austin: The ordinance was read the 1st time, and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the 2nd time: Councilman Bartholomew moved to strike out in proposition No 3, for Public Schools, etc., the figures $ 250,000.00, and insert in lieu thereof the figures $ 200.000.0 which motion was lost by the following vote: Yeas Councilmen Bartholomew & Haynes 2 Nays Mayor Wooldridge, Councilmen Anthony & Powell 3. Councilman Haynes moved to amend proposition No 1, by striking out the words and figures $ 275.000.00, and insert in lieu thereof the words and figures "$ 250.000.00, which motion was lost by the following vote: Yeas Councilmen Bartholomew & Haynes 2 Nays Mayor Wooldridge, Councilmen Anthony & Powelll 3 A motion was then made to suspend the rule and place the ordinance on its 3rd reading and final passage, which motion prevailed by the following vote:

All present: Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the sum of one thousand ($1,000.00) dollars be and the same is he hereby appropriated out of the Earnings fund of the Water, Light and Power Dept of the City of Austin ,Texas, for the year 1915, and made payable to Mrs Anita C Quinlin and Husband , Jas W Quinlin,for the value of submerged landsand other damages done their propertyby reason of the lake formed by the dam building by the City of Austin across the Colorado River. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none.
April 27th 1915: All present: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,Texas: That a cordial invitation be and is hereby extendedto the Modern Order of Pretorians to hold its next biennial Convention in the City of Austin,Texas. We urge the Pretorians to accept this invitation ,and should they becom our guests at their next biennial State Senate ,the utmost hospitality of the City will be placed at their disposal.
