Austin's Future: Bonds, Jitneys, and Bridges

200 . Regular meeting of the City Council : Austin,Texas, June 17, 1915. The Council was called order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew,Haynes & Powell 5 Absent none: The minutes of the lastregular meeting were read and adopted : The Mayor laid before the Council the following report from the City Clerk: Austin, Texas, June 10th 1915: To the Hon Mayor and City Council , City of Austin,Texas : Gentlemen: As required by Art 3 Section 3,of the City Charter,I have to report the following as the result of the election held in this City on the 9th day of June 1915,on the proposition to issue certain bonds of the City ,as the same has been reported to me by the Officers of election of the different wards of the City,viz: For proposition NO 1 1275 votes , Against Proposition No1 245 votes For Proposition No 2 1158 votes Against Proposition No 2 347 votes For Proposition No 3 1295 votes Against Proposition No 3 217 votes For Proposition No 4 1002 votes Against Proposition No 4 510 votes Total Number of votes cast at said election 1597 Respectfully Submitted , Jno,O, Johnson City Clerk. The report was received and ordered filed. Councilman Bartholomew presented his report as Supt of the Water ,Light and Power Plant for the months of March & April, which were read and ordered filed. The Mayor laid before the Council Anordinance to define the term"Jitney" ; to license and regulate the operation of Jitneys on the streets and public places of the City of Austin; and prescribing penalties for the violation thereof, which was introduced and read the 1st time June 10th 1915. The Mayor moved to lay the ordinance on the table, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays --- Page break --- 292 Jitney Ordinance The Mayor laid before the Council An Ordinance to define the term "Jitney" to linense and rguate the operation of jitneys on the streets and public places of the City of Austin ;and prescribing a penalty for the violation thereof. The ordinance was read the first time ,and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the follow-ing vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes Powell 5 Nays none. The ordinance was read the second time: Councilman Bartholomew moved to amend in Section 6 ,lines 3& 4,by striking out teh Words" City Clerk"in each line ,and inserting the words " City Tax Assessor and Collector ",which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. A motion was then made to suspend the rule and place the ordinance onits third reading and final passage, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The ordinance was then read the tird time and passed' by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. June 19th 1915: All Present: The Mayor laid before the Council the following communication: The State of Texas County of Travis. Bonds destroyed June 19, 1915. We, the undersigned Mayor and members of the City Council of the City of Austin, Texas, do hereby make the following declarations to the destruction of certain bonds and certificates of indebtednessof the City of Austin, Texas, by burning in the furnace at the City Hallat ten oolook A M , June 19th 1915. For information to the public ,the City Council states that two cancelled Refunding bonds of the City of Austin, Nos 1284 & 1285,of $ 1,000.00 each ,were on the 8th day of March 1915, loaned to Mary C Mercer for use in the suit of F M Maddox vs City of Austin and others. In addition to the above, the City Council of the City of Austin has destroyed the following sewer debt certificates ,dated April 1st 1913, and each payable to the Austin Sewerage Co at the Chase National Bank of New York City, and each being in the amount of $ 3,333.33,or a total of $ 9,999.99,and due January 1st 1915,and Nos 4,5 & 6. It is hereby directed by the City Council that the foregoing statement be copied into the minutes of the City Council of the City of Austin, Texas . B B Harrieldge,Mayor, A P Wooldridge, Mayor, E C Bartholomew, H L Haynes, W B Anthony, P W Powell, Councilmen --- Page break --- 204 June 22nd 1915; All present: The MRgsplkaddbpxlTheCity Council af theMayor being present framission : The Mayor laid before the Council the following resolution : Be it resolve by the City Council of the City of Austin : That the sum of $ 25.00,be and the same is hereby appropriated out of the Geheral Contingent fund of the City of Austin for the purpose of paying and sat Chas Scrivener -isfying in fullthe judgement obtained by plaintiff against defendant ,City of damage Austin, in the certain causeentitled Chas Scrivener vs City of Austin,etal,in District Court of Travis County, Texas, in and for the 26th Judicial District, this sum however not to include such cost of Court as may have been adjudged against defendant ,City of Austin ,and Be it further resolved by the City Council of the City of Austin : That the sum of $ 22.80, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin for the purpose of paying and satisfying in full the cost of Court adjudged against defendant ,City of Austip in the certain cause entitled, Chas Scrivener vs the City of Austin et al, obtained in the District Court of Travis County Texas,in and for the 26th Judioial District . Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin ,Texas: That the Supt of Streets and Publio Improvements be and he is hereby authorWalter Tips Co. -ized to contract with the Corporation of Walter Tips Company for the purohase Contract of said Corporation gaa for about one hundred tons of steel at 2 cents per Approved pound basis ,for use in the construction of the oonorete bridges expected to be by Mayor built in this City beginning at an early date. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- 265 ...The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin : That the $ 15.00,deposited this day to the credit to the General fund with the Assessor Fire Insurance and Collector of this Citybe and is hereby transferred to and appropriated to the expenses Fund. of the Miscellaneous fund of the Fire Dept of this City. This $ 15.00 is the amount of an adjusted fire insurance losswhich occurred at the 10th Ward fire hallin this City and is intended to reimburse the loss sustained by the Company at this fire. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,Texas : That the budget of the Mayor for the year 1915,be so amended as that the unexpended appropriation of $ 10.00 per mont made in such budget for rental of quarters for Troop Budget "C"lst Texas Cavalry Texas National Guard shall be available in assistance of payment for Amendment. Cavalry Quarters. quarters for Company "F" 2nd Infty.Texas National Guard ,said payment to be made at the rate of $ 10.00 per month . This resolution is to be retroactive and begin with May 1915.
