341 Regular meeting of the City Council : Austin, Texas, Sept 23rd 1915. Roll Called; Present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read & adopted: Co unoilman Bartholomew presented the report of the Supt of the Water & Light Plant for the month of August 1915, which was read and ordered filed: The following applications for license as Drivers of Autos,were received and license granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Viz: Paul Juergens, 2901 Pearl street. Drivers License Sam Lagrone,407 East 3rd street, L C Smith, 803 East 1st street, Fred A Jacobson, Jr,1701 Sabine street, Clyde Lipscomb,93 East Avenue, R W Randle, 300 Beland street South Austin, The application of Max Kitchler for license was refused ,as he was not 18 years old ,as is required by the ordinance. . The Mayor laid before the Council an ordinance ordering an election to obtain the consent of the property paying qualified voters of the City of Austin to levy an additional tax Election to of 11 2/3 cents on each one hundred dollars worth of prop ertysubject to taxation by said increase Tax City ,the proceeds of said tax to be used for school purposes. The ordinance was read the first time And,the XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX made to suspend the rule and place it on its secon d reading, which motion prevailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The ordinance was read the second time, Councilman Bartholomew moved to amend the ordinance by striking out in lines 12 & 13,Section 1,the words "And annually thereafterunless it be discontinued by law ". The amendment was adopted by the following vote : Yeas Councilmen Bartholomew,Haynes & Powell 3 Nays Mayor Wooldridge & Councilman Anthony 2 A motion was then made to suspend the rule and place the ordinance on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The ordinance ,as amended was then read the third time and passed by the following vote; Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Sidewalk line Councilman Powell offered the following resolution : 27th St. Be it resolved by the City Council of the City of Austin, Texas: That the sidewalk line on the south side of 27th street from Wichita street east to the alley between Wichita street and speedway,be and the same is hereby ,established in such a position that there will be left a space eighteen (18) inches in width between the outside edge of the sidewalk and the inside edge of the curbing. --- Page break --- 342 The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following petition: Austin, Texas, Sept 23rd 1915. To the Hon Mayor and City Council, City of Austin. Gentlemen : The Austin Oakcoal Mfg Coof this City wishes to get permission from you to cross 4th street at the intersection of Brushy streetwith a guy wire, said wire will be not less than 40 feet high ,fastoned to the smoke stack connected with the Oakcoal plant and will be not less than 16feet high after crossing said 4th street ,said wire to be fastoned to a good and substantial pole set in concrete and from there said wire will be connected to a dead man securely buried in the ground. The petition was granted,the work to be done under the supervision of the Supt of Streets and the City Engineer, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. September 24th 1915. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin,Texas: That a permit be and is hereby granted to the Walker refining Coto install and maintain at its place of businesson the corner of 4th and Guadalupe strees in this City, a catch basin, Said catch basin is authorized to he placed on the sidewalk level on the Guadalupe side of said plant ,and it must be installed as to place, time and condition under the approval of the City Engineer of this City. Resolved further: That this permit is revocable at any time in the pleasure of the City Council The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin,Texas : That the rate of $ 12.00 per year for sanitary sewer service be and is hereby fixed for the Walkers refining Cofor its place of business at the corner of Guadalupe & 4th street s in this City. Resolved further : That this rate is subject to cahange at the pleasure in the judgement of the City Council. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays bobe.
