344 . Regular meeting of the City Council, Austin, Texas, September 30, 1915.. The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Councilman Powell presented the report of the Supt of Streets for the month of August 1915, which was read and ordered filed: The Mayor laid before the Council an ordinance ordering an election to obtain the consent of the property taxpaying qualified voters of the City of Austin to the levy of an additional tax of 11 2/3 cents on each one hundred dollars worth of property subject to taxation by said City, the proceeds of said tax to be used for school purposes: The ordinance was read the first time, and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the second time: Councilman Bartholomew moved to amend the ordinance by striking out in line 12 section 1 of the ordinance the words " And annually thereafter unless it be discontinued by law ". The [illegible] was lost by the following vote: Yeas Councilman Bartholomew 1 Nays Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 A motion was then made to suspend the rule and place the ordinance on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nay Councilman Bartholomew 1 The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Nays Councilman Bartholomew 1 The Mayor laid before the Council a petition from Harry Jones, asking that the amount of two dollars, amount paid for Drivers License for service car, be refunded him as he had never used said lice nse, and did not expect to do so. On motion the amount of $ 2.00 was ordered refunded, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The Mayor laid before the Council the following resolution: Whereas, it appears that the deed executed by J W Robertson, Mayor of the City of Austin, Texas, on the 8th day of March 1886, to Francis Patterson of the South -west quarter of cemetery lot no 496 in Oakwood Cemetery in the City of Austin, Texas, was not acknowledged for record by the said J W Robertson, Mayor; and Whereas, the present owners of said lot desire a deed with proper acknowl-edgement for record made. Now, therefore, Resolved by the City Council of the City of Austin, Texas: That A P Wooldridge, Mayor of the City of Austin, Texas, be and he is hereby [illegible] General School Tax. [illegible] Drivers License Refunded Legal Cemetery lot --- Page break --- authorized to execute a duplicate deed of said above described deed by J W Robertson, Mayor of the City of Austin ,to Francis Patterson, to which duplicate deed he is author-ized to attach the original as a part of the same. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor: Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin : That the sum of three hundred and fifty ($350.00)dollars, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, for the year 1915, to pay the balance owing to the Barkers garage in full payment of a Ford automobile sold by the said Barkers garage to the Chief of the Austin Fire department. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. October 5th 1915. The Mayor laid before the Council the following applications for Drivers of Service cars: William Pitts,O H Livingston, Robt Hall, J J Smith: On motion the applications were granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : That the sum of $ 20.00 be and the same is hereby appropriated out of the Sanitary sewer Earnings fund,of the City of Austin, Texas, to pay R O Eyres for damages sustained to his personal property by reason of the backing up of the sewage at his premises at 1205 San Antonio street upon the night of April 23rd 1915. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor . The Mayor laid before the Council the following resolution : TMM Resolved by the City Council of the City of Austin, Texas : That a permit be and is hereby granted to the F H Johnson Tire Co., to install and maintain one Bowser Gasoline tank of the capacity of 200 gallons, to be approved by the Supt of Police & Public Safety,under the sidewalk at 414 Congress Avenue. Resolved further: That in connection with this gasoline tank hereby authorized to be installed ,the said F H Johnson Tire Co.,is likewise authorized to install and maintain a gasoline pump to be located at the curb line in front of 414 Congress Avenue, at a position to be designated by the Supt of Streets & Public Improvements ;said gasoline pump to be of the most modern and improved fashion,character, construction and design,and subject to the approval of the Supt of Police and Public Safety. Resolver further: That the said F H Johnson Tire Co., shall install and maintain at the top and upon the gasoline pump hereby authorized, an electric light of not less than 40 watt power and placed in a globe of not less than ten inches diameter,which electric light must be kept. Resolved further; That the hose through which air, gasoline or any other oiler volatile substance is conveyed by pumping or otherwise,from the storehouse at 414 Congress Avenue, or from the tank authorized to be placed in front of same ,must be kept,when not in actual use, neatly coiled and stored, either in the recepticalinside-walk provided for such hose,or in the receptacleal in the pumpauthorized to be installed and provided for the storing of said hose. Resolved furthet : That the work done under this resolution authorized to be installed and maintai -ained,must be installed and maintained,where not otherwise assigned,under the immediate supervision of the City Engineer of the City of Austin, Texas, who is hereby authorized to prescribe the necessary specifications for the work MXM herein authorized to be done. Resolved further and finally: That this permit is Granted and must be accepted as revocable at any time in the pleasure of the City Council : The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That in consideration of the recommendation of Z T Fulmore, Corporation Judge, and of H B Barnhart, Assistant City Attorney,the aggregate of the costs and fine imposed in the case of the State of Texas vs Willie Washington,No 9834, in the Corporation Court of the City of Austin, Texas, and amounting to $ 31.80 be and the same is hereby cut down to $ 19.80,and a credit of $ 12.00,be and the same is hereby allowedby the City Council against said aggregate amountof fine and costs.
