. Regular meeting of the City Council : Austin, Texas ,November 11, 1915. The Council was called to order by the Mayor: Roll called : PresentMayor Woolridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and approved.
Reports of City Officers: The Mayor laid before the Council the following reports of City Officers, which were read and ordered filed: The Assessor & Collector,the Fire Marshal,the City Marshal,the Supt of the Water & Light Plant,the City Health Officer& the City Sexton.Public Weigher. Councilman Powell presented the following communication:
Austin, Texas, November 10th 1915. To the Hon Mayor and City Council , City of Austin, Texas.
Gentlemen :
Some months ago we had Mr Bantelof the Engineering department of the Universityto help us in the work of making preliminary plans for the impro-vement of Little Shoal Creek from the alley north of 7th street to 19th street A considerable amount of work was put in on these plans and the grade lines of the bottem of the sewer were determined,the sizes of the sewer for the entire entire distancewere carefully figured out ,and we are now ready to take up the work of making detailed plans. In these investigations it was found that we could use all of the stone arch bridgesalong this creek except the 11th street arch which is entirely too small and will have to be removed.Now ,in improving this waterway,the bottoms of these bridges will have to be dug out,the walls underpinned and smoth cement bottoms will have to be put in.This character of work is difficult for a con-tractor to figure on and the main thing that he will consider in making his price on work like this will be to get them high enough,in which case the City will be required to pay the maximum price instead of a reasonable price ,and I recomm end that the City go to work and have these bridges put in shape for connecting up with the rest of the work when it is undertaken.If we do this work we should start it now in order that we may get out of the way of the contractor so there will be no confusion and delay caused by our getting in his way ,and I recommend that we start this work at once and that an appropriation from the Permanent Street fund for the amount of twenty five hundred(x,2,500) dollars be made to carry on this work throughout the balance of the year. Through all of these bridges along this drain there are a great many pipe lines which very seriously obstruct the flow of water by catching drift and debrisand stopping up the water way.These pipes belong to the Sewer department, the Water and Light department,and to the Gas Co,and I recommend that the Cou-oil at once order these pipes to be removed and placed either over or under the drain way.It will take sometime to do this,and even if no ore is ever done to the creek chanel,conditions will be very much improved.

265 . The bridges as proposed to be improved fit in with our plan for the entire workand will carry considerable more water than they are now carrying, thereby improving conditions very materially.

Know all me by these presents, that we, Chester Thrasher, as principal and American Surety Co of New York as surety, are held and firmly bound unto Honorable A P Wooldridge, Mayor of the City of Austin, Texas, and his successors in Office in the sum of one hundred thousand ($100,000.00) dollars , good and lawful money of the United States of America, for the payment of which well and truly to be made , we hereby bind ourselves, our heirs, executors, administrators and successors, jointly and severally, firmly by these presents. The condition of the above obligation is such that, whereas, the above bounden Chester Thrasher was on the 2nd day of May 1915, duly elected City Treasurer of the City of Austin, Texas, in accordance with Article 7, Section 16 of the City Charter of the City of Austin, Texas, as shown by the records of the City of Austin, Texas; Now, if the said Chester Thrasher, as such City Treasurer of the City of Austin, Texas, shall securely keep, strictly account for, and pay over in accordance with law, all monies that may come into his hands as such City Treasurer, and shall otherwise faithfully perform and discharge all of the duties that are or may hereafter be imposed upon him by or under the Charter or the ordinances of the City of Austin, Texas, or by the order of the City Council of the City of Austin, Texas, or by any other lawfully constituted authority, then this obligation shall be null and void, otherwise to remain in full force and effect. 366 * Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sidewalk line along the east side of Trinity street from 12th to 15th streets be and the same is hereby established in such a position as that the outside edge of the sidewalk will be 5 feet from the outside edge of the curbing A dewalk lines Trinity Str established The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor.
Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That the sum of five thousand two hundred and fifty ($ 5,250.00) dollars, be and the same is hereby appropriated out of the Sanitary Sewer bond fund of the City of Austin, Texas, to pay for Outlot No 52, Division "O" of the City of Austin now owned by Mrs T P Robinson and to be sold to the City of Austin as a Mrs P Robinson Purchase of Land Sewer Plant site for a sewage disposal plant and other uses of the Sanitary Sewer dept of this City . Five thousand dollars ($ 5,000.00) of this amount is to be paid in a warrant to be issued in favor of Mrs T P Robinson, owner of said property, and two hundred and fifty ($250.00) dollars is to be paid in a warrant in favor of C O Smith, who negotiated the purchase of said Outlot No 52, Division "O"for the use of the City of Austin . November 12th 1915. Approp Sewers Pavement C & C Councilman Powell offered a resolution appropriating the sum of $ 4,334.00, for constructing certain lines of Sewers, which was read the first time. Councilman Powell offered a resolution appropriating the sum of ($464.51, for the purpose of reconstructing pavement washed away on East 26th street at Waller Creek, which was read the first time. Application for Drivers License for Service cars were presented from the following named persons, viz: Rainey Herlin, 1902 University Avenue, Driver License T M Hanley, 82 Rainey street, The applications were granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. November 16th 1915. 207 November 16th 1915. The following applications for Drivers license for service cars were presented,and Driver licenses license granted,by the following vote : Yeas Mayor Woolridge, Councilmen Bartholomew, Haynes & Powell 4 Nays none. Everhard Haynie,708 West 13th street, C S Ezell, 109 Congress Avenue, Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of one thousand two hundred and fifty ($1,250.00) dollars ,or so much therec as may be necessary,be and the same is hereby appropriated out of the Permanent Street Improvement fund of the City of Austin, Texas, to build a storm sewer across the east end of the Hospital block in this City. Resolved further by the City Council of the City of Austin: Storm Sewer Hospital Block That the work under this appropriation be done by day work or contract ,just as the Supt of streets and Public Improvements may deem best. The resolution was adopted by the following vote : Yeas Mayor Woolridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the proposal of George S Iredell,Civil Engineer, to do certain Engineering work of a preliminary and final sort ,upon the proposed City Bridges at 19th street and Waller creek and State street and Shoal creek,as set out in his Communication to the City Council of date October 27th 1915, and which communication is attached hereto and made a part of this resolution, be and the same is hereby accepted. The object of this communication and of this resolution is to pay the said George S Iredell for professional services at 3% of the cost of the bridgeswhich may be finally G S Iredell employed Cival Engineer ordered to be builtby the City Council at 19th street and Waller creek and State street and Shoal creek,and to do the things necessary under this contract proposed in his said letter to the City Council .
