368 . Regular meeting of the City Council : Austin, Texas, November 18, 1915. The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Bartholomew ,Haynes & Powell 4 Absent Councilman Anthony 1 The minutes of the last regular and subsequent recessed meetings were read and approved: Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That one hundred ($100.00) dollars ,or as much thereof as may be necessarybe, and the same is hereby appropriated out of the Sanitary Sewer Bond fundfor the purpose of constructing a six inch sewer line along the north side of East 8th st street between Trinity and Neches streets,a distance of 300 feet. The resolution was adopte by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Sewer Main The Mayor laid before the Council the following report from the City Clerk: Austin, Texas, November 13th 1915. Hon Mayor and City Council, City of Austin, Texas: Gentlemen: As required by Article 3, Section 3, of the City Charter, I have the honoe to report the following as the result of the election held on November 12h 1915, on the proposition to increase the School tax of this City ,as shown by returns made to me by the Officers of election in the different wards of the City: Total number of votes cast at said election 1449, For the proposition 1019 Against the proposition 423, Respectfully submitted ( Sgd )Jno O Johnson, City Clerk. Election School Tax On motion the report was received and ordered recorded in the minutes of the Council: Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That the sum of $ 663.82, be and the same is hereby appropriated out of the General Street fundof the Street department of the City of Austin, Texas,and made payable to the Austin Street Railway Company for work done and material supplied by the said Austin Street Railway Company in the interest and at the request of the City of Austin upon Johnson Creek bridge and repairs made on the East 1st street bridge in this City. The items of this bill are set forth in the original billof the Austin Street Railway Company against the City of Austin ,dated June 5th 1915, attached hereto and made a part hereof and made the basis of this appropriation. Be it resolved further: That the City Assessor & Collector of the City of Austin, Texas,be and he is hereby instructed to procurereceipts for the itemized costs in the individual causesenumerated in the exhibit attached to this resolution,which itemized statements in these seperate individual causes, approved by the City Attorney, J Gouldin Rector,are here recited to have been this day deliveredto the City Clerk by the Mayor of the City of Austin,Texas. Mayor Wooldridge offered the following resolution : Rice Carnival Resolved by the City Council of the City of Austin, Texas : Shows. to use, That a permit is hereby given to the W H Rice Carnival Showsto exhibit their carnivalon Old Alliance Yard the old Alliance Yard for the week beginning November 29th ,1915. for show Be it further resolved : That the said W H Rice Carnival Shows be and they are hereby required to deposit with the Supt of Receipts and Disbursements of the City of Austin, Texas, the sum of twenty five dollars ($25.00) as an indemnity fund against injury to said block for use by the said W H Rice Carnival Shows and to assure its properly being cleaned up when the Carnival is over, and Be it further resolved : That during the time of this said show,the west one-half of Meshes street ,from 4th to 5th --- Page break --- 370 . streets,and the east one-half of Trinity street between 4th ans 5th streets,be and the same are hereby declared vacated for the use of said snow. The Mayor laid before the Council an application from Rusty Wilson,asking for a Drivers 1 cense,which was read and the license granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Unfinished business : The Mayor laid before the Council a resolution appropriating $ 4,334.00,out of the Sanitary Sewer fund ,for the following purposes: 1 . $ 1,640.00, for the purpose of constructing an 8 inch line 2000 feet inl lengthon East 23 1/2 or Bremond street ,beginning at the alley between Trinity and Neches streets and running eastward to a point near the Cameron road. appropriation sewers. 2 . $ 382.00 for the purpose of constructing a 6 inch line 600 feet in lengh on East 23rd and Trinity streets,beginning on east 23rd street at the alley between Trinity and Nechesrunning westward one-half block to Trinity street, thence northward along the west side if Trinity street to a point near 24th street. 3 . $ 762.00, for the purpose of constructing a a 6 inch and an 8 inchsewer line ,a total length of 1300 feet ,beginning on Guadeloupe street at its inter-section with 30th street ,running southward on Guadeloupe street to 29thstree thence westward on 29th streets distance of one-half block,thence southward through the alley between Guadeloupe and Reo Grande streets to a point near the north line of 28th street. 4 . $ 840.00, for the purpose of constructing an 8 inch line beginning at Neches street on east 18th streetand running westward to San Jacinto street and northward on San Jacinto street to 19th street a total distance of 1000 f feet. 5 . $ 418.00, for the purpose of constructing a 6inch line in South Austin beginning at the intersection of Nickerson and Elizabet streets and running eastward one-half block,thence southward through the alleybetween Nickerson and6Brackenridge streets to Monroe street a total distance of 900 feet. 6 . $ 292.00, for the purpose of constructing a 600 foot extension of the 6 inch sewer line now ending in the Boy's Scouts property just north of South side drive,KoyNewmingXXsnma,XX ,thence sourhward across private property to South side drive,thence eastward on south side drive to Newning Avenue, and on Newning Avenue to a point 200 feet north of south side drivea Total distane of 600 feet . The resolution was read the 2nd time and passed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Appropriation to Repair pavement on E. 16th Street CounoRäsäVbEwbglt[illegible]sF[illegible]t[illegible]g Chansello[illegible]ager[illegible][illegible]ue[illegible]MRK[illegible]M : Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the specifications for paving certain streets in the City of Austin, Texas, with Vitrified Brick, Rock Asphalt, Bitulithic,or any material as may be determined by the City Council ,submitted by the Supt of Streets and Public Improvements on this day, together with advertisement for said paving ,and together with general specifications for public work in the City of Austin, Texas,and general specifications for street paving in the City of Austin Texas, and, specifically, specifications for street Asphalt pavement, Asphaltic concrete pavement,Bitulithic pavement,VerticalFiber VitrifiedBrick paving, McDonalaids Granitated concrete pavement,Blome SineKCompany GranatoidConcrete pavement, Bituminous Concrete known as Travilla's Class " A A ",Uvalde Rock Asphalt pavement, and Vibrolithic pavement, together with form of bid for street pavement,likewise submitted to the City Council by the Supt of Streets and Public Improvements ,be and the same are hereby adopted ,and said specifications as hereinabove enumerated,are filed with this resolution as an exhibit to the same. Specifications for Paving adopted November 22nd 1915. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the City Treasurer and the Book-keeper of the Street & Sewer Dept,be and they are hereby instructed to transfer the sum of $ 93.75,from the Sanitary Sewer Earnings fund to the General Street Improvement fund.Also the sum of $ 3.13,from the Permanent Street fund to the General Street Improvement fund.For the purpose of re-imbursing said funds for amounts stated which were erroneously drawn ,See Warrants Nos 38319 & 38441. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Transfer funds Sewer to St. Imp. November 23rd 1915. Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 150.00, be and the same is hereby appropriated out of the appropriation to pay for submerged lands above the dam in the budget of the City of Austin for the year 1915, and made payable to Dr W H Tobinfor overflowed land above the dam .
