430 Regular meeting of the City Council; Austin, Texas, February 10, 1916 : The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent None. The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The Mayor laid before the Council the reports of the following named City Officers for the month of January 1916: The City Sexton, the Supt Water & Light Dept, the Assessor & Collector the Marshal, the Sanitary Inspector,Fire Marshal,& the Chf Operator of Colorado Hose Co, which were read and ordered filed: F Swander Drivers license Petition of F Swander for Drivers license was read and license granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none: Councilman Haynes presented the following resolution: Be it resolved by the City Council of the City of Austin: Transfer funds That the following transfers are authorized to be made in the Accounts of the appropriations for the Sanitary Department for 1915,to-wit: Transfer $ 618.95 from the appropriation for"salaries of two men for 6 months" to the credit to the appropriation for " 24 men" Transfer $ 280.00, from the appropriation for " Tools & [illegible] Sweeper Brooms " to the credit of appropriation for " Miscellaneous" Transfer $ 66.87,from the appropriation for " Blacksmithing & Repairs" to the credit of appropriation for " Miscellaneous " Transfer $ 280.00, from the appropriation for " Carts " to the credit of the appropriation for "Purchase of Mules " Transfer $ 159.20, from the appropriation for " Asst Sanitary Inspector" to the credit of appropriation for the purchase of Mules " The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. February 11th 1916: All present,except Councilman Bartholomew: The Mayor laid before the Council the following resolution : J O Buass Be it resolved by the City Council of the City of Austin, Texas : Awning permit That Mr J O Buass be and he is hereby granted a permission to construct a chain awningin front of his building at 207 West 6th street,same to comply with the City ordinance specifying the type of construction to be used on such struc -turesexcept that the joist may be made from 2x 4 timbers instead of 2 x 6 timbers as specified in the said ordinance. February 15th 1916: All present : The City clerk presented to the Council the following My report: Austin, Texas, February 15th 1916. Hon Mayor and City Council. City of Austin, Texas. Gentlemen : There was filed in this Office on Feby 10th 1916,an amended petition from citizens proposing " An ordinance for the purpose of properly regulating local street transportation of persons for hire by "Jitneys"automobiles and other morer vehicles". Said amended petition containes the names of 379 citizens of Austin,who claim to Jitney petition claim to be qualified voters. After having said petition carefully examined,checked and compared with the Official Poll List of the City of Austin, Texas, for the year 1915, as furnished me by Robt Maud, Tax Colloter of Travis County,we find that on said amended petition 287 qualified voters,and that 92 names do not appear on said PollTaxList ,or are duplicatesof signatur on the original petition. I have had filed with me three applications from parties whose names appear on the original petition,asking to have their names stricken from the said petition. I also hand you a package,claiming to contain 293 cards asking to have their names stricken from the said petitions. I have not opened this package,and hand same to you for such disposition as you may see fit. Respectfully submitted , Jno O Johnson , City Clerk W B Calloway J H Hubbard Tom Henderson Who checked the petition. The Mayor directed the Clerk to open the said package said to contain request to have their names stricken from the petitions,and have the same checked with the petitions to see how many had been checked as qualified voters. February 11th 1916: Paving H 12th St. The Mayor laid before the Council the following resolution: Colorado A West. Resolved by the City Council of the City of Austin, Texas : That the paving with Bitulithic pavement is hereby ordered of West 12th street in this City from Colorado street to West Avenue,and BeThatfahenSuptofStreetsandCtyEngineerandMehns&Cbeyand Austinhereby Be it further resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby instructed to carry out by proper legal methods ,the proceedings necessary to make this resolution effective. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony,Haynes & Powell 4 Absent Councilman Barthelemew 1 Approved, A P Wooldridge, Mayor. --- Page break --- 452 February 16th 1916 : The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the contract to build a re-inforced concrete stone bridge on Riverside drive ,known as Stone's bridgein South Austin, Texas, be and the same is hereby let , as per plans, specifications and bid,to O E Metcalfe for the sum of $ 1,820.00; and O. Ellistrope Contract Bridge River Road Be it further resolved by the City Council of the City of Austin, Texas : That the conditional award of this contract heretofore on the 8th day of February ,2916,to O E Metcalfe conditioned upon the opinion of the City Attorney in this case ,be and the same is hereby set asideand the award of this contract to Mr O E Metcalfeis hereby made absolute and unconditional. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Council then adjourned.
