.Regular meeting of the City Council : Austin, Texas , February 17, 1916: The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and Adopted: The Mayor laid before the Council the following report from the City Clerk : Austin, Texas, February 16th 1916. Hon Mayor and City Council , City of Austin, Texas. Gentlemen : As directed by your honorable body,we have carefully checked the 293 postal cards requests,together with 63 others ,which have been filed since,asking that their names be stricken from the Jitney petition,with the following result,viz : We find that 187 of these names have been checked as good on the two petitions,149 of which are on the original petition ,and 38 on the amended petition. All of which is respectfully submitted. Jno O Johnson, City Clerk. Jilney Clerk Tom Henderson,W B Calloway,J H Hubbard. 23 withdrawals handed in since above report was made. The Mayor laid before the Council the following resolution : Whereas, it appears to the City Council of the City of Austin, Texas, after careful consideration of all of the facts of the case ,that the petition, original an amended, filed with the City Council of the City of Austin, Texas, by certain qualified voters of the City of Austin, Texas, to enact " An ordinance for the purpose of properly regulating local street transportation of persons for hire by jitneys, automobiles, motor busses,and other motor vehicles",is insufficient in law to entitle the petitioners to the relief sought in said petition,in that it lacks the signatures of thirty -four qualified persons, Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : 1. That said petition as amendedis found insufficient to meet the requirements of the Charter in this behalf printed. [illegible] 2. That the City Clerk of the City of Austin,Texas,be and he is hereby instructed to return said petition to the petitioners without prejudice to the filing of a new petition in said matter if said petitioners so desire. Councilman Bartholomew offered the following resolution : . Resolved by the City Council of the City of Austin, Texas : That the sum of $ 250.00, be and the same is hereby appropriated out of the Earnings fund of the Water, Light & Power Dept for the year 1916, in paymentin full of the balance owing to E C Gaines, Attorney, in the suit of F M Maddox vs the City of Austin, in the Dist Court of Travis County, Texas. For full particulars as to the character of professional services hereto-fore renderedand yet to be rendred by E C Gaines in this case, reference is made to his attached [illegible] letter to the City Council of date January 26th 1916. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That at the request of Ben J Knape, the firm of Ben J Knape & Bro, be and it is hereby substituted for Ben J Knape in the contract with the City of Austin to build the rock bridge across Waller Creek at its intersection with East 22nd street in this City. 437 February 18th 1916: Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the paving with Bitulithic pavement is hereby ordered on West Avenue,from 6th street to 19th street,and on 19th street,from West Avenue to Rio Grande street,in this City;and Be it further resolved by the City Council of the City of Austin : That the Supt of Streets and Public Improvements be and he is hereby instructed to carry out by proper legal methods and proceedings necessary to make this resolution effe effective. The resolution was read the first time and laid over. The Council then adjourned.
