498 Pegu lar meeting of the City Council : Austin, Texas, Feby 24th 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted : Application of James Basey of 1309 E 3rd street ,was received and license granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powelll Nays none. The Mayor laid before the Council the reports of the City Health Officer and the Public Weigher, which were read and ordered filed. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That, upon the recommendation of H B Barnhart, Asst City Attorney,and Z T Fulmore, Judge of the Corporation Court,of the City of Austin, Texas, the fine and costs,amounting to $ 19.80,in the case of the State of Texas vs Sylve -vester Brown,NO 12336,in the Corporation Court of the City of Austin,Texas, for abusive language, be and the same is hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin, Texas : That a permit be and is hereby granted the firm of Voss & Koock to erect and temperarily maintain as an auxilary construction to the fire-proof warehouse they are erecting at the corner of 3rd and SanJacinto streets in this City,a loading platform on San Jacinto street west of said building. This platform is to be of the width of the sidewalk on SanJacinto street at this place and is to have a runwayat both ends and to be about forty feet in length. It is expressly and emphaticallt declared that this permit for a loadig platform herein and hereby authorized is absolutely temporary and can be remova without the assignment of any causefor so doing by this or any subsequent City Council of the City of Austin ,Texas,and Be it further resolved by the City Council of the City of Austin, Texas That in the event that the residents of this section of the City shall at any time complain of this platform as an incoovenience to foot traffic along San Jacinto street it shall then and in that event be promtly removed without any expense to the City whatever. A P Wooldridge, Mayor. --- Page break --- .Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 139.40 be and the same is hereby charged to the appropriation of $ 500.00 for renewals and repairs for maintenance of Colorado Hose Co No2 for the year 1916. This appropriation of $ 139.40 covers two necessary bills contracted for Colorado Repairs Hose Co No 2,during the year 1915,but not paid when contracted because of lack of funds Couraudother at that time in the City’s budget. One of these bills is to H H Taylor,amounting to Co No 2 $ 25.40,for casings on autoeused by the crew of Colorado Hose Co No 2,in answering alarms during the time the motor truck was in the shop for repairs.The other bill of $ 114.00, to Joseph Stumpf for painting and general repairs on Colorado Hose Co No 2, truck. The original of these bills are approved and attached hereto and made parts of this appropriation. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin : Sewer Line That the sum of twohundred and twenty five ($ 225.00) dollars ,be and the same is hereby 23½-24th appropriated out of the Sanitary Sewer fund for the purpose of constructing an eight inch (8”) sewer line from 23 ½ to 24th streets through the alley between Neches and Red River streets. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Anthony, Barthelemew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Feby 25th 1926: Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : Enfield Realty That the petition of the Endfield Realty Home Building Co, to make the sidewalks ten Co. Sidewalks feet in width instead of fifteen feet in width ,which is the usual ordinance require-ment ,for an extension of Ruiz street north of 12th street for a distance of 137½ feet in the Endfield Addition to the City of Austin, Texas, be and for sufficient reasons is hereby granted by the City Council of the City of Austin, Texas. The express reason for narrowing the sidewalk on this street from 15 to 10 feet is that thereby the width of the roadway on Ruiz street and Parkway can be made through-out of the width of 40 feet.Ruiz street is a street 60 feet in width from property line tp property line and Parkway, which is an extension of Ruiz street ,is 70 feet in width from property line to property line,and a width of 10 feet for sidewalks on Ruiz street will work in wellwith sidewalks of a width of 15 feet on Parkway and give a uniform roadway of 40 feet from Ruiz street in the Endfield Addition to and through Parkway in the same Addition . Petition and plat accompanying said petition are filed with this resolution. Approved ,A P Wooldridge, Mayor --- Page break --- 440 Feby 26th 1915: Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 216.40,be and the same is hereby transferred from the Permanent Street Improvement fund and that the sum of $ 277.87,be and the same is hereby transferred from the Sanitary Sewer fund for the purpose of reimbursing said fund for these amounts which were erroneously drawn by warrant 712, and Be it further resolved that the City Treasurer and Book-keeperbe and they are hereby requested to make said transfers. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 245.00. be and the same is hereby appropriated out of the Prewmber funds. general Contingent fund of the City of Austin, Texas, and made payable to the City of Austin, Hospital Department,in payment of balance owing upon the sterilizer purchased for said department on November 15th 1915.The purchase price of t e sterilizedr was $ 325.00.The old sterilizer was taken as a crediton said bil of $ 80.00,thus leaving $ 245.00, balance owing,for which this appropriation is specifically made. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of five hundred ($500.00) dollars be and the same is hereby appropriated out of the Sanitary Sewer fund for the purpose of constructing a Sewer Line 440'' six(6" ") inok sewer line beginning on 22nd street one-half block east of East Avenue,extending westwardly along said street a distance of two blocks,thence northward to the alley across block 29,a distance of one block,the total length of the line being nine hundred and forty feet ( 940") The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- 44! February 29th 1916: The Mayor laid before the Council the following resolution : Whereas, there has recently been acquired and opened for public uses by the City of Austin a street extending from 5th to 6th streetin this City and across a portion of the western part of Outlot No 1, Division "Z" of the City of Austin, Texas; and Powell Street Named Whereas, said street above describedhas as yet not been named by the City Council; and Whereas, it is important, if not necessary,to name all of the streets of this City; and Whereas, P W Powell, the present Supt the department of Streets and Public Improve-ments of this City ,has been for a long time a resident of the western part of the City of Austin, Texas,and was for some years an Alderman of this City,and was, also,a member of the Old Water & Light Commissionprior to his election to the present City Councilof the City of Austin, Texas,of which Council he has been a member for about seven years, and in charge of the Department of Streets and Public Improvements ; and Whereas, the said P W Powell,is held in respect and confidence by the general citizenship ps of Austin and is deemed by his colleagues in this body faithful and efficient in the discharge of his public work and duties; and Whereas, in the judgement of the City Council the said P W Powell is a man worthy of public recognition and honor; Now, therefore, Resolved by the City Council of the City of Austin,Texas : That the new street extending from 5th to 6th streets in this City and across a portion of the western part of Outlot No 1, Division "Z" of this City, which street is approximately a north and south street and lies between Oakland Avenue and West Lynn street ,be and, for reasons hereinbefore stated,is hereby named and designated Powell street. March 1st 1916: The Mayor laid before the Council the following resolution : Whereas, while in out Judgement the City of Austin has had an efficient volunteer Paid Fire Dept - Organized. Fire Departmentfor many years, yet in view of the present population of this City ,which is not less than thirty five thousand inhabitants ,and the assessed values of this City which are something in excess of $ 23,000,000.00 ,the time has come to begin to organize a paid Fire Department; and Whereas, in our Judgement,the first important step to be takenin the way of Organ-izing a paid Fire department 'is the selection of a competant paid Fire Chief. Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That we, the members of the City Council of the City of Austin, Texas, on this 1st day of March A D 1916,do proceed to elect a Fire Chief to serve ,until his salary is changed ,for the compensation of $ 100.00 per month,and Be it further resolved: That out of respect and courtesy to the present volunteer Fire Chief,whose term of office expires on the 21st day of April 1916, the salary and authority of the paid Chiefthis day selected ,shall begin on the 21st day of April 1916, and --- Page break --- 442 . Resolved further: Taht the special reason for electing a paid Fire Chief at this time is that the City Council may have the benefit of his advice in some preliminary yet important,matters which at this time are requiring the urgent and careful consideration of the City Council. C L Woodward Councilman Anthony, Supt of Police and Public Safety ,here nominated Mr Clarence appointed L Woodward to be paid Fire Chief of the City of Austin,Texas,for the portion Chief [illegible] Dept of the calander year beginning April 21st 1916,and expiring December 31st 1916 Nomination confirmed by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew ,Haynes & Powell 4 Not voting Councilman Anthony 1 Councilman Haynes offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 164.80, be and the same is hereby appropriated out of the interest General Contingent fund of the City of Austin, texas, to pay interest on overover drafts -draft in the General fund for the month of December 1915. The resolution was adopted by the following vote : Yeas Mayor Wooldridge,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. " Councilman Haynes offered the following resolution : " Resolved by the City Council of the City of Austin,Texas: That the sum of $ 196.62, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, texas, to pay interest on over-draft in the General fund for the month of January 1916.
