Paving, Jitneys, and a New K-9 Unit

419 . Regular meeting of the City Council : Austin, Texas, March 09, 1916. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read & adopted: Reports of City Officers : The Assessor & Collector, The Marshal, City Health Officer, the Fire Marshal, the Public Weigher, which were read and ordered filed: The Mayor laid before the Council a petition from Max E Dietzel, asking to have Rec. Dietzel Fine a fine assessed against him in the Recorders Court remitted, which was read ,and the petition granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Paving Colorado St The Mayor laid before the Council a resolution ordering the improvement of a certain part of Colorado street ,in the City of Austin, and approving specifications, contract and bond therefor, which resolution was read on the 2nd day of March 1916, and laid over for one week. The resolution was read and adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Paving W. Avenue The Mayor laid before the Council a resolution, ordering the paving of West Avenue with Bitulithic pavement, which was introduced and read on the 18th day of February 1916,and laid over. The resolution was read. Mayor Wooldridge, offered the following resolution as a substitute for the resolution: Resolved by the City Council of the City of Austin, Texas : 1. That the first north and south street in West Austin to be paved shall be Rio Grande from 6th to 28th streets , and the paving of this street is hereby ordered by the City Council of the City of Austin, Texas . 2. That the paving of Guadalupe street in this City from 24th to 28th streets be and the same is hereby ordered . Paving Guadalupe St. 3. That the paving of 28th street from Guadalupe street to Rio Grande street in this City be and the same is hereby also ordered. 4. All resolutions or parts of resolutions ,in conflict with the provisions of this resolution be and the same are hereby repealed. 5. That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to advertise for bids for the permanent paving of said before enumerated streets in this City, said bids to be filed with the City Clerk of this City on or before 12 O'clock m of Thursday April 6th 1916. Councilman Bartholomew moved to lay the substitute on the table, which motion was lost by the following vote : Yea Councilman Bartholomew 1 Nays Mayor Wooldridge, Councilmen Anthony Haynes & Powell 4 --- Page break --- 450 Vernon Hancock Drivers License ...The substitute was then adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew Haynes & Powell 5 Nays none: The Mayor laid before the Council an application from Vernon Hancock ,for license as Driver of Service car ,whic' was read and license granted by the folowing vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Sewer main Highland ave Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the sum of one hundred ($ 100.00) dollars ,be and the same is hereby appropriated out of the Sanitary Sewer fund for the purpose of constructing a six(6") inch sanitary sewer line a distance of 250 feet along Highland Avenue at its intersection with Tremont Street. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & $Powell 5 Nays none: Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 14.22,be and the same is hereby appropriated out of the Int. warrants General Street Improvement fund of the City of Austin, Texas, to pay interest on overdraft in the General Street Improvement fund for the month of December 1915. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: H.H. Plu... Councilman Haynes offered the following resolution : Whereas, H H Plumeyermas filed an affidavit with the Assessor & Collector of taxes ,to the effect that by mistake he had made two renditions of the stock held by him on the 1st day of January for the taxes of 1915,one rendition on January 18th ,to a deputy assessor and another rendition to the office on March 15th. And whereas both of said renditions appear assessed on the rolls of 191 , Thereforefe It Resolved,by the City Council of the City of Austin,that on the payment of the taxes for 1915,on his 1st rendition of January 1st by the said Plumeyer,that the Assessor & Collector be and is hereby authorized to cancel the assessment against the said Plumeyermade on March 15th 15. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Councilman Haynes offered the following resolution : Whereas, the assessments for Bank Stocks for the taxes of 1915,was reduced by the Council from 80 ¢ to 66 2/3 ¢ . --- Page break --- 451 Assessment Credits Therefore Re it resolved by the City Council of the City of Austin,that the Assessor and Collector be and is hereby instructed to assessall credits- including bank stocksat 66 2/3 cents on the dollar for the year of 1916. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Councilman Haynes offered the following resolution : Inventories (old) ordered burned Be it resolved by the City Council of the City of Austin ,that whereas,there has been accumulated ,during the years past ,great stacks of old inventoriesin the office of the Assessor & collector of taxes,and that these papers are now useless and of no use to any-one and the very large space now occupied by them being needed for other useful and important records of the office , Now therefore, Be it resolved that the Assessor & Collector be, and is hereby authorized and instructed to burn all such tax inventories of date prior to the year 1905. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none: March 10th 1916: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of $ 157.50,be and the same is hereby transferred from the General Purchase of Bloodhound Contingent fund of the City of Austin, Texas, for the year 1916, to the miscellaneous account in the department of Police and Public Safety and in that account appropriated to the purchase of a bloodhoundfor the trailing of criminals. March 14th 1916: All present: The Mayor laid before the Council Two resolution granting to Geo Fiegel Jr the privilege Geo Figel Jitney and operate Two Jitneys,over the following named streets : 1st and Congress ,up Congress Avenue to 19th street,thence up Speedway ( or Lampasas) to 40th street . Resolution s both approved by J B Rector, City Attorney, The resolutions were adopted ,the vote being taken on eaogh seperately,by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. March 15th 1916. Unanimous Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That the sum of One hundred($100.00) dollars ,be and the same is hereby appropriated out of the Sanitary Sewer fund to pay for building an extra manholeand re-arraging the sewer line on Colorado street between 9th & 11th streets preparatory to paving the street The resolution was adopted by the following vote: Yeas Mayor Wooldridge Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none Approved, A P Wooldridge, Mayor. --- Page break --- 452 .
