Paving Plans, Power Prices, Jitney Rules Set

  • New Street Paving & Utility Pricing:

    City leaders ordered major street paving projects for Rio Grande and West 19th streets, including a direct contract for Rio Grande. They also set a new electric rate of 4 cents per kilowatt for heating purposes.
  • Modern Transit Regulation (Jitneys):

    Significant amendments were approved for the "jitney" (early shared taxi) ordinance, including allowing vehicle substitutions during breakdowns and modifying route length and permit revocation rules.
  • Property Tax Adjustments & Flood Relief:

    Multiple property tax assessments were corrected or reduced due to errors or "misunderstandings." Additionally, a tax penalty was waived for a resident who suffered severe losses in the 1915 floods.
  • Community & Local Infrastructure:

    Funds were allocated for new sanitary sewer construction, as well as the purchase of property and equipment for the East Austin Hose Co No 4 fire station.

157 .Pegular meeting of the City Council : Austin, Texas, March 23, 1916: The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The Minutes of the last regular and subsequent recessed meetings wer read & adopted: Reports of City Officers: The Mayor laid before the Council the reports of the Sanitary Inspector, the Sexton, the Asst City Clerk, & the Inspector of Weights & Measures, which were read and ordered filed: The Mayor laid before the Council the following resolution: . Resolved by the City Council of the City of Austin, Texas : Mrs Lina Robin That the sum of $ 24.50, be and the same is hereby appropriated out of the Sanitary Taxes refunded sewer fund,of the City of Austin, Texas, for the year 1916, to reimburse to Mrs Mary A Robinson the amount of State & County taxes paid by her on Outlot 52, Division # 0 "of the City of Austin, Texas, for the year 1915. That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to contract with the Texas Bitulithic Company Paving Rio Grande for the permanent paving with Bitulithic pavement , of Rio Grande street from 6th to 28th streets in this City. The Mayor laid before the Council a resolution ordering the improvement of a certain part of Guadelupe street, from the north property line of 24th street, to the north property line of 27th street, in the City of Austin, and approving specifications, proposal, contract and bond therefor: The resolution was read the 1st time and laid over for one week. --- Page break --- 459 • Councilman Haynes offered the following resolution : Whereas, it appears to the City Council from the attached statement of Fred Sterzing, Assessor & Collector of this City ,that an error was made in taking the assessment of J O Garnett for the year 1914, in that in copying the value of improvements made upon Lot No 2, Outlot No 27,Division "E" of this City,a statement was made that such improve-ments were assessed at $ 1,400.00, whereas the correct amount should have been $ 400.00, Now, therefore, Resolved by the City Council of the City of Austin, Texas : That in consideration of the foregoing ,the assessment of improvements on Lot No 2, Outlot 27 Division "E" of the City of Austin, for the year1915, is reduced to $ 400.00, and the Assessor & Collector is hereby authorized to correct said error and assess the improvements on said Lot 2, Outlot 27, Division "E" of the City of Austin, Texas, at $ 400.00, instead of 1,400.00. Councilman Haynes presented the following resolution : Resolved by the City Council of the City of Austin, Texas: That in consideration of the very severe pecuniary loss sustained by J B Macray in the floods of April 22nd & 23rd ,1915, the sum of $ 2.21, the same being the penalty owing upon his unpaid taxes for the year 1914, be and is hereby remitted,it being understood that the said J B Macray will pay the balance in full ,principal and interest,on his taxes for the year 1914. It is found impracticable to construct a chain awning in compliance with the general ordinances governing in such cases ,in front of the above named property,and in view of that fact,an exemption is made in favor of this above described property ,and Be it further resolved by the City Council of the City of Austin : That this permit is temporary and subject to revocation at any time in the pleasure of the City Council. Approved, A P Wooldridge, Mayor: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That if the proponents of what is known as the Jitney regulatory ordinance ,as hereto-fore presented by the firm of Hart, Patterson & Brownlee of this City,and chieflyadvoca- Jitneys. -ted by Ben M Parker, W B Calloway and G M Wagner,will so request in writing of the City Ordinance Council ,the City Council will amend its present Jitney regulatory ordinance in the following particulars: 1. We will make the permits to expirewith the current year ,beginning with the date of their respective several issuances. 2. We woll modify the phraseoligy of the ordinance so that in the event of a Break-down or other misfortune to any car ,another car can be substituted under the same license until repairs are made . 3. We will change that provision of the ordinance which gives the City Council the right to revoke in its descretion any permit establishing a route,and substitute therefor the right only to revoke such permit as to routes for good and suffcicient causes. 4. We will change the length of the routes in any givrn direction,from terminus to terminus ,from thirty fivr (35) blocks as is the present requirement of the ordinance, to thirty (30) blocks where the routes start and end on this side of the Colorado river, and we will make the length of the routes 20 blocks where the routes begin and end , either on the south side of the Colorado river or cover a route partly on the south side of the Colorado river and partly on the north side of the Colorado river.
